【禁聞】中山政府太霸道 民怨一觸即發

【新唐人2012年6月30日訊】廣東中山沙溪因兩名少年打架引發了激烈的衝突事件,雖然廣東中山市政府聲稱事件已經平息,過程中沒有人重傷和死亡,但香港和海外的一些中文媒體引述當地消息說,在這次事件中有數百人受傷,10至30人被打死,多達300人被捕。有民眾表示,低工資、歧視和不公平的社會福利,才是這起事件的主要原因。

廣東中山市沙溪鎮的大規模衝突仍未平息。許多目擊者指出,當地官員根本沒有出現,他們直接派出特警才導致局勢惡化。

這段視頻是BBC拍攝的當地情況。畫面中可以看到廣東省中山沙溪鎮農民工與當地人發生衝突,當局出動武警戒備。

廣東市民:「主要還是因為現在關係惡化,因為我們現在出來打工的人,沒有一個很好的安置才導致這樣的社會矛盾,像這樣的大的衝突,現在好像在網路上都被屏蔽了。」

時事評論員邢天行認為,事件的起因,表面上是一名13歲小學生被一名15歲的社會少年毆打,實際上是政法委體制長期形成用暴力,高壓鎮壓維穩的作法所導致。

時事評論員 邢天行:「事實上也是政府部門這種不作為、這種違法不公正造成的,所以造成這樣的結果。兩個孩子之爭,這麼簡單的事情,他在處理的時候,他完全不是按照法律來做的,所以就是因為這個不公正,就促使民眾起來反對他,然後當他看到反對,他又開始用他那種維穩,就是鎮壓。」

廣州維權律師唐荊陵表示,中國一直存在著土地和戶籍制度的問題。中國沒有戶口又不願回鄉的農民大約有六千萬到八千萬左右,戶籍制度造成2億6千多萬人家庭離散。

廣州維權律師唐荊陵:「最主要還是屬於政府部門的態度,尤其在給外來勞工的服務方面,一直是很糟糕的,沒有甚麼服務反而還收錢,巧立名目收更多的錢,外來勞工他所積的怨恨,很大一部分都和這個拖欠工資和政府的不公正有很大關係的。」

在沙溪蒙吐村經營四川特產店的老闆,對媒體表示,外地人在沙溪沒有地位,警察或保安在處理一些衝突時大都偏向本地人,加上貧富差距大,這些都令年輕的民工二代難以忍受。事實上,很多當地人都很同情外省人在沙溪的遭遇,並認為「沙溪政府太霸道了」

Zhongshan Government is Overbearing, Piled Up Grievances, People Explode with a Little Triggering

Two teens' fighting trigged a fierce conflict in Shaxi Town,
Zhongshan City, Guangdong province.
Although the Guangdong government claims the incident
has subsided and there are no casualties or serious injuries,
many Hong Kong and oversea Chinese media quoted local
sources as saying hundreds are injured, between ten and thirty dead, and more than 300 detained.
Locals cited low wages, discrimination, and unfair social
welfare as the main reasons for this incident.

The large-scale conflict in Shaxi Town is ongoing.

Many witnesses pointed out that officials didn't go
to the site but had sent armed police.
This is the reason why the situation deteriorated.

This video, taken by BBC, shows the situation.

In the footage, we can see migrant workers clashing
with locals, as hundreds of armed police arrive.

Guangdong resident: "The main reason is the relationship
deteriorated.
The government hasn't give us migrant workers a proper
arrangement, which led to such social contradiction.
Now the (government) website is shielding this news.”

Xing Tianxing, a current affairs commentator, thinks the surface
reason is that a 13-year-old pupil was beat by a 15-year-old local.
In fact, the real reason is the long-term high pressure placed
on society by the Political and Judiciary Committee, who uses violence to maintain social stability.

Xing Tianxing: ”In fact, the government didn't take
responsibility, violated the law, and operated unfairly.
This propelled the incident.

A fight between two boys is a simple incident,
but the government didn't follow the law to resolve this issue.
They treated it unfairly.
Then the people stood up against it.
The government suppressed (the people) against them.
It suppressed.”

Tang Jingling, the Guangzhou human rights' lawyer, said
there have been land and household registration system issues for a long time in China.
Approximately 60 to 80 million farmers don't have legal
residential permit in the city, but don't want to go back home.
The household registration system separated more than
260 million families.

Tang Jingling: ”The key is the attitude of the government,
especially in service to the migrant workers.
The service is always very bad, the government charged
many with different services but didn't perform the service.
The migrant workers accumulated many grievances,
the main one being unpaid wages and unfair treatment.”

A businessman who operates a Sichuan products' shop
in Mengtu village, Shatian town, told the media that
outsiders don't have rights, and when the police and
security deal with conflicts, they always benefit the locals.
There's a big gap between rich and poor, and all of this has
become unbearable to the young second-generation migrant workers, he said.
Many local people are quite sympathetic to outsiders in Shaxi,
and feel Shaxi Government is too overbearing.
