【禁聞】人肉搜索為何故 只因貪官太放肆?

【新唐人2012年9月5日訊】「人肉搜索」是一種以網際網路為媒介,以尋找人物或者事件真相的群眾運動。目前,中國網民基於對社會事件的不公,經常義憤填膺的進行「人肉搜索」。民眾這種自力救濟主持正義的現象,讓中國的貪官無所遁形。但也有評論分析,互聯網上的人肉貪官,能抓住的貪污太少了,中國的法治不彰,官官相護,才是腐敗的根源。

廣州市越秀區委員會常委、區人民武裝部政委方大國,日前搭飛機時,被指說:毆打空服員,方大國否認。廣州越秀區委宣傳部在初步調查後,也認定方大國與空姐確實有發生衝突,但並沒有打空姐。但目擊者指證歷歷,是方大國先動手打空姐﹔「財經」記者李微傲也在微博證實此事,並說方大國在飛機降落後「叫來軍車威脅空姐」。

這起打人事件在微博迅速傳開,引發網友撻伐。網友痛批,方大國囂張的行為,是中國所謂上流社會階層的一個縮影,代表當今權貴。

大陸憲政學者陳永苗:「現在中國人民參與政治、監督政治,唯一的途徑就是網絡了,就是互聯網了,人肉貪官呢,可以說是民眾對官員的一種監督,我覺得對政府官員施加社會監督的壓力,是一件非常好的事情。」

而在陝西省36人死亡的特大交通事故現場,陝西省安監局局長、黨組書記楊達才的燦爛笑臉,引起網民的憤怒,網友紛紛展開「人肉搜索」,赫然發現:楊達才在不同場合配戴不同名錶。而被網民人肉出的那11只名錶,價格從3萬到40萬元人民幣。楊達才的名錶再次引發公憤。

獨立中國問題學家鞏勝利認為,中國官員的財產申報不透明,官方喉舌的媒體沒有監督作用,權力機構之間更沒有相互制約的機制。

獨立中國問題學家鞏勝利:「中國現在最麻煩的就是法律規則嚴重的混亂,中國社會的道德品質嚴重的低下,沒有真相,一切都在亂象之中,憲法是零憲法的運行,你想這樣的一個國家,他怎麼社會不混亂呢?」

不過,大陸憲政學者陳永苗分析,現在中共中央需要利用這些網友,來幫忙控制地方政府,但利用完之後,當局很可能把這些網友給抓起來。

大陸憲政學者陳永苗:「網友的這些行動,當然這算是政治參與的一種行為,但實際上,他是夾在中央和地方關係裡面,現在中央需要利用這些網友,利用這些互聯網來監督地方,來控制地方,所以這些網友就有利用的地方,沒有用的話,那樣舉報完了,人肉完了,它(中共)可能還把這些人肉的網友給抓起來,立法禁止人肉,或者說人肉是違法的。」

在網路世界,凡走過必留下痕跡,有人認為,中國的官員日子不好過了。除最新的楊達才事件,之前已有多名貪官因為網路曝光而落馬,如:江蘇省南京市江寧區房產局局長周久耕,被網民人肉搜索,曝光他抽1500元一條的天價煙,戴名錶,開名車。周久耕2009年因受賄罪,被判處11年監禁。

然而獨立記者昝愛宗表示,網民的人肉搜索導致的貪官落馬,只是冰山一角。他認為,更多的貪官今後會引以為戒,會用更加狡猾的手段掩蓋他們的貪腐惡行。

Arrogant Corruption Officials Lead to Internet "Human Flesh Searches"

'Human flesh search' refers to an internet phenomenon
in China involving a mass movement,
seeking out a special person, or the truth of an incident,
using the internet.
Currently, netizens in China always do 'human flesh searches'
out of anger over the injustices in social incidents.
People uphold justice with their own forces, which
gives corrupted officials in China nowhere to hide.
Analysis also highlights that the number
of corrupt officials who are found is still too few.
The ineffective legal system, and corrupt officials
protecting each other, are the roots of corruption.

Fang Daguo is a member of Yuexiu District,
Guangzhou Committee, Standing Committee,
and the political commissar of the District
People's Armed Forces Department.
Fang was recently accused of assaulting
an airline hostess, which he has denied flatly.
Preliminary investigations by the Publicity Department
in Yuexiu District, found Fang had a conflict with an airline hostess, but he did not assault her.
However, many witnesses state Fang
assaulted the airline hostess first.
Li Weiao, a reporter for Financial Economy newspaper,
has also confirmed this accusation in a microblog.
Li also revealed that Fang called in military vehicles
after the plane landed, to threaten the airline hostess.

News of the incident spread quickly through
microblogs, triggering netizens' to lash out.
Some netizens commented that Fang's arrogant behavior
is a microcosm of the so-called 'high-end society' in China.
It is representative of the rich nowadays who have power.

Chen Yongmiao, constitutional scholar in China:
"Now, for the Chinese people to participate in politics
and supervise politics, the only way is by the internet.
Doing 'human flesh searches' for those corrupted officials
is a way of having supervision over those officials.
I believe it a very positive thing to put
the pressure of social supervision on officials."

At the scene of a heavy traffic accident In Shaanxi Province,

which caused at least 36 deaths, the smiling face of an official
aroused significant indignation among netizens.
Yang Dacai, Director of Administration of the
Work Safety Bureau in Shaanxi, and
the Chinese Communist Party (CCP) Secretary,
sparked immediate internet 'human flesh searches'.
Netizen's found he wore 11 different famous branded
watches at different times, with watch costs ranging from RMB 30,000 to RMB 400,000.
Yang's watches aroused further anger.

Gong Shengli, an expert on Chinese issues said that
property declaration of Chinese officials' is not transparent.
Official media do not play a supervisory role, and there
is no restraining mechanism between the authorities.

Gong Shengli: "The most troublesome issue
in China is the chaos in legal rules.
Moral character is significantly low in Chinese society.
There is no truth, and everything is in a chaos.
The constitution is executed at 0%.
For such a country, how can it be not in a chaos?”

However, Chinese constitutional scholar
Chen Yongmiao analyzed that
the CCP Central Committee now needs these
'human flesh search' netizens to control local governments.
But afterwards, the authorities are likely to arrest them.

Chen Yongmiao: “The actions of these netizens
are those of participating in politics.
They are in between the central and local governments.

Now the CCP central committee needs to utilize
netizens to supervise local governments.
This is in order to control local governments.
So these netizens are utilized by central committee.
If this is not the case, then after reporting and undergoing
'human flesh searches', they would be arrested.
Then the CCP may make a law to forbid 'human flesh search',
and say 'human flesh search' is illegal.”

On the Internet, one leaves traces
if he/she has used the internet.
Some think Chinese officials may face a hard time now.

Except for the newest Yang Dacai case, there were many
corrupted officials resigning due to online disclosure.
For example, Zhou Jiugeng, Real Estate Board Secretary
in Jiangning District, Nanjing, Jiangsu Province,
was the focus of a 'human flesh search' by netizens.

It was revealed online that he smoked expensive
cigarettes costing RMB1,500 per box.
He also wore famous branded watches,
and drove famous makes of cars.
In 2009, Zhou Jiugeng was sentenced
to 11 years in prison for accepting bribes.

Zan Aizong, an independent reporter said that netizens
'human flesh search' has caused corrupt officials to be arrested, which is only the tip of an iceberg.
More corrupt officials will learn lessons, and will use
more cunning means to cover up their corruption.
