【新唐人2013年04月24日訊】過去每逢內地有天災,香港人總是義不容辭的大筆捐錢;但這次雅安7級地震之後,香港市民的反應卻與過去有所不同。最近,香港政府建議撥款一億賑災,引來社會的議論,外界擔心,在慷慨解囊的同時,這份愛心真的有送到災民的手中嗎?
四川地震災情慘重,海峽兩岸藝人紛紛伸出援手。香港影星郭富城,透過個人慈善基金捐出30萬港幣,並委請聯合國兒童基金會處理。
郭富城為災民祈福時表示,希望「大家有能力的盡力,以正確途徑做出金錢及物資的支援。」
根據「英國廣播公司」《BBC》報導,4月22號,香港行政長官梁振英,向立法會財務委員會申請撥款1億港元賑災(約7961萬元人民幣)。然而一些香港民眾與立法會議員,對港府動用公帑捐款有所保留,甚至呼籲抵制民間捐款。
香港《有線電視》中國組記者林建誠表示,「雅安地震,不要指望我捐一個仙;所有涉及大陸政府部門的,絕不會!」
香港資深傳媒人潘小濤表示,「往後找機會直接捐給災民、或者找一個可信任及熟悉的民間機構捐款,千萬不要經官方之手。」
為何港人的熱情不再﹖香港《開放》雜誌編輯蔡詠梅分析,應歸咎於中共體制的腐敗,因為當年汶川捐款遭濫用,貪污醜聞不斷,令港人失去信心。
香港《開放》雜誌編輯蔡詠梅:「汶川地震發生後,中共官方的表現不斷的有賑災款被貪污,然後中國紅十字會又爆出郭美美事件,因此整個對中共官方的信任完全破滅。90%以上都挪到行政費用去了,就是貪官裡面去了,以前汶川地震災區,現在大家都看到了,一整個富麗堂皇。連縣級官員的辦公室都是幾十平方米,很豪華,還建官員的宿捨等等。」
據報導,2008年汶川地震中遇難師生有5781人,其中超過一半被倒塌的豆腐渣校捨壓死,單是「綿陽市北川中學」,就有1300多名學生遇難。然而,至今仍然沒有一個官員就豆腐渣工程問責。這些學生的家長5年來屢次進京上訪,都被抓走遣送回鄉。
美國「民主大學」校長唐柏橋:「這次雅安地震,中共還下文件,說外面那些去賑災的各種民間團隊,不能自己把物資送到災民手上,要從政府統一管理。聽說汶川的縣委書記,一個人就貪污了三億,那麼發生這些事情,我們當然有充分的權利,去抵制這種事情,我們當然有充分的資格,譴責中共當局的腐敗行為。」
據了解,2008年汶川地震後的重建,當地建成啓用才2年的小學,為了給富豪商廈讓地,整棟拆卸;地方政府利用善款,興建超豪華辦公大樓;多名貪官落馬,涉及善款往往上千萬。
唐柏橋:「所以我們這些人在海外,有這個條件,有這個機會把真相說出去,鼓勵民眾看到以後,了解真相,然後採取正確的行為。」
美國「民主大學」校長唐柏橋還表示,共產黨號稱所謂的「偉光正」,說他們是先進的代表,那麼現在救災正需要捐款的時候,共產黨員到哪裡去了?
唐柏橋:「如果那些太子黨捐出萬分之一的財產,那可能就會讓災區民間馬上明天就過上小康生活,中國的共產黨所謂號稱的八千萬黨員,每個人捐一百塊錢,就有80個億。」
有網友表示:中國天災人禍時,中國人捐得最少,台灣與香港捐最多。那是因為中國民眾最清楚錢最後會到哪裡去吧!
另外,在「臉書」上轉載了一首對中共官員的順口溜,內容是這樣寫的:你們一年吃喝達萬億,一受災,就要民捐款。你們一年外逃幾千億,一受災,就要民捐款。你們一年開會達上億,一受災,就要民捐款。你們一年維穩幾千億,一受災,就要民捐款。你們一年浪費上萬億,一受災,就要民捐款。

Hong Kong Boycotts Donation for Ya’an Earthquake
Over decades, when disasters hit mainland China,
Hong Kong people would make generous donations.
However, for the Ya'an earthquake,
Hong Kong citizens have reacted differently.
The Hong Kong government recently proposed to
donate public funds of HK$ 100 million for disaster relief.
This has ignited controversy.
The public is asking, will their donations really
go into the hands of the quake victims?
Chinese art performers have joined the ranks of donation
for the victims of the Ya'an 7 magnitude earthquake.
One of them was Hong Kong actor Aaron Kwok.
He has donated 300,000 Hong Kong dollars
via his personal charity foundation.
He has entrusted the UN Children's Fund with
the donated money.
In a prayer for the quake victims,
Aaron Kwok has called on the public
“to contribute one’s own effort in a correct way,
by donating money or materials.”
The BBC reported that on April 22,
Leung Chun-ying, Hong Kong Chief Executive,
has sought a legislative approval on allocation of funds
of HK$ 100 million (about 79 million yuan) for disaster relief.
Yet, some Hong Kong citizens and legislative councilors
hold different views on it.
They have even called for a boycott of private donations.
(Reporter, Cable TV Hong Kong) Lam Kin-Seng:
“Don’t expect me to donate a cent for the Ya’an quake.
To all the mainland official-related organizations,
I donate nothing.”
(Hong Kong media veteran) Poon Siu To: “I will
seek a chance to give my donations to the victims
face to face or via a reliable non-official organization.
Never send your donations via the authorities.”
Why aren’t Hong Kong people warmhearted?
Tsai Yung-Mei, editor of Hong Kong’s Open magazine,
attributes it to the CCP’s corrupt system.
She says that CCP authorities have lost
Hong Kong people’s trust
owing to their abuse of donations for the Wenchuan
earthquake and the continuous corruption scandals.
Tsai Yung-Mei: “After the Wenchuan earthquake,
there have continuous exposures on the embezzling
of the donated money.
And then a scandal of Guo Meimei under
the Red Cross Society of China was unveiled.
This has resulted in the public’s complete distrust of
CCP authorities.
90% of the donated money had been paid
into funds for administrative costs.
meaning, that money has gone into
corrupt officials’ pockets.
Now, on the previous quake-hit areas in Wenchuan,
palatial buildings can be seen.
Even a county-level official’s office is
dozens of square meters, very luxurious.
They have even built dormitories for the officials.”
Reportedly, 5,781 students and teachers were killed
in the 2008 Wenchuan earthquake.
Over half of them were crushed by the collapsed
jerry-built school buildings.
In Mianyang Beichuan Middle School alone,
over 1,300 students lost their lives.
However, not one official has been investigated for
Responsibility for the inferior quality of school buildings.
Over the past five years, these victim students’ parents
have petitioned in Beijing,
all of these people have been intercepted and
sent back to their hometown.
(President, Democracy Academy of China) Tang Baiqiao:
“For the Ya’an earthquake, the CCP also issued an order.
This order bans civil society rescue groups from
sending donations to the victims.
Instead, they are told that they should give donations
to the authorities to administrate distribution.
I heard that a county Party chief in Wenchuan
had embezzled 300 million yuan himself.
We certainly have rights to condemn such corruption
by the CCP authorities.”
Media reported that two years after the 2008 earthquake,
a rebuilt primary school building in Wenchuan was
demolished, to make way for a local commercial project.
The Wenchuan authorities lavished the donated money
on the building of ultra-luxury office buildings.
Several officials were removed for embezzlement of
over tens of millions of yuan each.
Tang Baiqiao: “Living overseas,
we have the conditions for spreading the truth.
That helps people to learn and to take the correct action.”
Tang Baiqiao adds that over the years,
the CCP has promoted its glorious image.
Now it is in need of a donation of money,
where are those CCP members ?, he asks.
Tang Baiqiao: “If those CCP princelings can donate
one ten-thousandth of their assets,
the quake victims would lead a well-off life right away.
If the so-called “80 million” CCP members can each
donate 100 yuan, that would be 8 billion yuan.”
A netizen posted, “When China suffers natural and
man-made disasters,
most of the donations are from Taiwan and Hong Kong,
the fewest are from mainlanders.
That is because the mainlanders know perfectly well
where the money will finally go.”
A jingle has widely circulated in Facebook.
It says, “Each year, you spend a trillion yuan on banquets.
when hit by a disaster, you ask the masses to donate.
Each year, you transfer hundreds of billion yuan overseas,
when hit by a disaster, you ask the masses to donate.
Each year, you spend hundreds of million yuan on meetings,
once hit by a disaster, you ask the masses to donate.
Each year, you spend hundreds of billions of yuan
to maintain stability, once hit by a disaster, you ask the masses to donate.
Each year, you squander trillions of yuan,
once hit by a disaster, you ask the masses to donate.”
