【禁聞】中宣部挑戰習李? 連發報導禁令

【新唐人2013年04月30日訊】中共最高輿論審查機構——中宣部,日前連發數條新聞禁令,禁止任何媒體對4.20雅安地震刊登負面報導﹔而在國際新聞方面,則禁止參考一切網路信息和外媒稿件,要求必須統一採用中共黨媒的稿件作為稿源。這個禁令,令諸多媒體寄希望於習、李新政的幻想徹底破滅。

中共中央宣傳部最近接連發佈了一系列針對大陸新聞媒體的禁令。

首先,禁止各媒體刊登有關雅安地震的負面報導,並強調,對這次地震的回顧和評論要嚴格把關。但媒體人認為,新聞本身沒有甚麼正負面之說,只需要客觀真實的報導,而中宣部禁止所謂的「負面報導」,其實就是禁止報導真相。

原《河北人民廣播電臺》編輯、自由撰稿人朱欣欣:「這個所謂負面消息只是針對某些人,或者某些集團、某些黨派而言是負面的,不能把它作為一個公共的概念來講,只是說對某些人、某些利益集團產生不好影響,它就認為是負面的。首先澄清這個問題。」

中宣部不僅對內收緊了新聞管制,對外更是禁令不斷。

據《法國國際廣播電臺》轉述知情人的消息說,中宣部另一條禁令要求:為確保國際新聞和涉外報導的稿源正規,導向正確,各媒體國際新聞和涉外報導必須站穩中國立場,一律採用《人民日報》,《新華社》稿件,不得採用網路信息和外媒稿件。

時事評論員汪北稷:「中宣部就是一個中共的犬牙,它控制思想、洗腦是掩蓋真相的一個工具,它和我們通常印象理解的新聞傳播、大眾新聞的概念是完全背道而馳的,和新聞的宗旨是相反的,它是控制新聞和製造假新聞的一個機構,它的天職就是扼殺真相、掩蓋真相,因為不管哪一次天災,背後都能揭開中共殘暴的人禍。」

真實的新聞報導既滿足了大眾的知情權,又有利於社會各方商討對策。那為甚麼中共當局要對災區的真實情況進行隱瞞呢?

朱欣欣:「他自己工作沒有做好,他害怕別人利用這個事情來對他進行攻擊,否定他的形象,實際上中共已經沒有甚麼形象可言了,他想進一步來掩蓋真相,免於被大家所攻擊,也有利於他們散佈他們所希望讓大家知道的所謂的正面報導,輿論引導,好左右民眾的思維,左右民眾對問題的全面的認知和討論。」

中宣部的禁令,讓很多中國網民忍不住用美、日等國發生災難時,政府對待新聞宣傳方面的態度進行對比。在前段時間,美國波士頓發生的恐怖爆炸案中,一條條微博被廣泛轉發﹔各網站、電視臺滾動直播,警方頻頻召開新聞發佈會公布最新進展,而且美國政府直言面臨的一切困難,在第一時間獲得了全民的支持和幫助,沒有謠言和恐慌。

因此,有中國網民驚嘆:美國在危難中展示出的團結和透明,讓中國人妒忌。

朱欣欣:「它(中共)把問題掩蓋起來,好便於他們的黑箱操作,因為它是個專制的政權,它不允許別人來參與這個事情,來提提意見,它完全是一手遮天,來把持這些問題的解決,而不是把它看作整個社會的問題,整個大家國民、公民都有責任來參與這個討論和決策。」

報導說,對朝鮮核問題,以及之前的委內瑞拉總統去世,中共也曾發出類似通告。

中宣部也知道這些禁令一旦被民眾了解,將會再次降低對所謂官方媒體的信任度,因此再三要求媒體保密,但每一次都被編輯、記者泄漏出去,這次也沒能例外。

News Coverage of Ya’an Earthquake Censored in China

China’s media censorship czar, the Central Propaganda
Department of the Chinese Communist Party (CCP), has issued the latest bans.
It prohibits negative media coverage
of the Ya’an earthquake.
It also demands that the media use uniform, official
news scripts for their international newscasts.
The forbiddance has shattered the hope that the media
has held on the new administration of Xi Jinping & Li Keqiang.

The CCP Central Propaganda authority recently issued
a series of bans on China’s media reporting.

Firstly, it bans media from publishing negative reports
on Ya’an earthquake.
It stressed strict censorship of the relevant stories
and commentaries.
Media professionals say that the only criteria
for news coverage is telling the truth.
They think the CCP Central Propaganda’s prohibition
of “negative” reporting is blocking the truth.

(Former editor, Hebei state radio station) Zhu Xinxin:
“The so-called negative news is a concept proposed by certain people,
interest groups, or political party factions.
It cannot be seen as what the public wants.”

Not only so, international newscasts of China’s media
have been controlled.

According to a Radio France Internationale report,
the CCP Central Propaganda’s second ban is that
all media have to use news scripts of the People's Daily and
of Xinhua News Agency for their international newscasts.
Internet sources and foreign media are prohibited.

(Critic) Wang Beiji: “The Central Propaganda
is the CCP’s canine teeth.
It exists to control people’s minds, brainwash,
and cover up the truth.
It is totally against the normal concept
and tenets of journalism.
It is an agency established to control the media,
fabricate the news, and stifle the truth.
We’ve found that the cause of each catastrophe can
be traced back to man-made disasters created by the CCP.”

Truthful news reporting not only satisfies the public’s right
to know, it is beneficial to all sectors of the community.
Why do the CCP authorities hide the truth from the public?

Zhu Xinxin: “The CCP fears public criticism,
which is against its long-established image.
Concealing the truth can help it avoid the public backlash.

That also helps it to dominate public opinion
and public discussion on the issue.”

China’s netizens compared the CCP regime with
the US and Japanese governments on their attitude towards dealing with a crisis.
After the Boston Marathon bombing in the US,
the public was informed with the latest progress
from micro-blogs, websites, television,
and police news conferences.
The US government made public the real situation,
which gained it support nationwide.
There have been neither rumors nor panic.

A netizen exclaimed, “In the crisis, the US has Demonstrated
people’s solidarity and transparent governance.
That makes Chinese people jealous.”

Zhu Xinxin: “The CCP hides the truth,
which facilitates their black box operations.
Since it’s an authoritarian regime,
it won’t get the public involved in solving the issue.
Rather, it controls everything.
It doesn’t think it is a matter of the public concern,
and that all citizens have responsibility to participate
in the discussion and the decision making.”

Allegedly, the CCP issued similar bans for
media reporting on the North Korea nuclear tests and the death of Venezuelan former President.

The CCP Central Propaganda knows that the exposure
of the bans will increase public distrust of the official media.
Thus, it repeatedly demanded that the media
keep the bans confidential.
However, each time the news of the bans was leaked,
and this time was no exception, either.
