中共「北戴河會議」前,前重慶市委書記薄熙來案的相關傳聞,再度流行。
7月23號,重慶在中共黨政系統內部傳達了一份中共中央關於薄熙來案件的調查,以及公開審判的情況通報文件。
《法國國際廣播電臺》引述重慶知情人士透露的消息說,根據傳達的信息,薄熙來將被以貪污罪、受賄罪和濫用職權罪起訴。但準確的涉案金額還不清楚。
據說這份文件僅傳達到縣處級幹部以上,但很多消息,仍然流傳到了網上。
根據北京律師李莊的說法,傳達的文件中,薄熙來涉嫌受賄2000萬,貪污500多萬,還涉嫌在谷開來殺人案中,影響調查,涉嫌「濫用職權罪」。
上述罪名中,受賄2000萬,刑期在10年到死刑之間,貪污罪最高刑期也是死刑,而濫用職權罪,刑期則在5-10年間。
四百多人聯署抗議許志永被刑拘
7月22號,大陸知名學者茅於軾、企業家王功權及時評人笑蜀等,發起《許志永事件之公民社會抗議書》,目前簽名人數已達400多人。
去年11月,大陸著名法律學者、維權律師許志永,發表致習近平的公開信——一個公民對國家命運的思考 ,信中批評中共當局為「維穩」對民眾實施的高壓政策。
7月16號,許志永在被非法軟禁長達三個月之後,被北京市警方以「聚眾擾亂公共秩序」的罪名正式刑拘。
抗議書說,這是一起極其嚴重的事件。從遠處說,是對斯大林模式的所謂「無產階級專政」的延續,從近處說,是對十年剛性維穩的延續,就當下說,更是對習近平承諾的「全面實施憲法」的公開背棄。
抗議書稱許志永為「新公民運動發起人」,並指出,在許被刑拘之前,警方已經刑拘或正式逮捕了「新公民運動」的至少15名參與者。
聯署人緊急呼籲無罪釋放許志永,及所有因參與「新公民運動」而被捕的公民。
七大軍區1600復轉軍官北京維權
7月22號,來自南京軍區、濟南軍區、廣州軍區、蘭州軍區、北京軍區、成都軍區、瀋陽軍區七大軍區1600多名復轉軍官,齊聚北京愛民街39號的中共中央軍委與總政治部上訪,要求恢復幹部身份待遇。他們手舉標牌、高喊口號,要討還公道。
他們中的十名代表獲准向總政官員陳情,據說,官員要求他們回當地解決訴求,上訪者直到凌晨才散去。
另外,在廣州市政府門前,星期二也聚集了大批退伍軍人上訪維權。

Chongqing Officials Learn Of Bo Xilai’s Three Major Crimes
Prior to the Beidaihe meeting of the Chinese Communist Party
(CCP), there were rumors circulating internally about Bo Xilai.
On July 23, a document of Bo Xilai's investigation and trial
was conveyed internally through the CCP and officials' systems.
Radio France Internationale (RFI) quoted
an internal source in Chongqing that
Bo would be sued for corruption, bribery and abusing powers.
However, it was not clear how much money Bo embezzled.
Apparently this document was only circulated to cadres above
county level but much information was still spread on the Web.
According to Beijing lawyer Li Zhuang, the document showed
that Bo was involved in accepting bribes of 20 million yuan and
5 million RMB coruptly. Bo was also involved in interrupting
the investigation of Gu Kailai's murder case, and abuse of power.
Accepting bribes of 20 million would carry a sentence of
10 years imprison or death.
The highest punishment for corruption is also the death penalty,
while abuse of power could carry a sentence of 5-10 years.
Over 400 Signatures Protest Over The Arrest Of Xu Zhiyong
On July 22, the famous Mainland Chinese scholar Mao Yushi,
entrepreneur Wang Gongquan and political commentator Xiao
Shu launched a petition signature movement.
The petition title is “Citizens' protest over the Xu Zhiyong case”
and now 400 signatures have been collected.
In November 2012, the Mainland China famous legal scholar,
and civil rights lawyer Xu Zhiyong published an open letter to
Xi Jinping titled ”A citizen's thinking for the nation's future”.
He criticized the government high pressure policy on people
in order to maintain stability.
On July 16, after three months under illegal house arrest,
Xu was formally arrested by Beijing police for
“gathering crowds to disturb public order”.
The protest letter said this was a serious event.
From the long history, it's the prolonging of Stalin's so-called
dictatorship of the proletariat.
Recently, it was prolonging of rigid maintaining stability.
Now Xi's promise of full implementation of the
Constitution was openly abandoned.
The appeal letter called Xu the “founder of the new citizen
movement”.
The letter pointed out that 15 participants of the new citizen
movement were formally arrested before Xu's detention.
The joint signatories on the petition urgently appealed
for the release of Xu and other participants.
1600 Demobilized Officers From Seven Military Regions Go
To Beijing For Civil Rights
On July 22, 1600 demobilized officers from Nanjing, Jinan,
Guangzhou, Lanzhou, Beijing, Chengdu and Shenyang military regions gathered in Beijing.
They went to protest at No.39, Aimin Street where the Chinese
Communist Party (CCP) Central Military Commission and
the General Political Department are located.
They asked for the return of their cadre status and benefits.
They held placards and shouted slogans seeking justice.
Ten representatives from petitioners were permitted to see
officials in the General Political Department.
Sources said that the officials requested them to go back to
their local areas to solve the problems.
Petitioners didn't leave until early morning next day.
On Tuesday, a large group of demobilized servicemen also
gathered in front of Guangzhou government to appeal.
