【禁聞】惠生主席被調查 幕後老闆是周斌

【新唐人2013年09月05日訊】最近有海外媒體透露,中共中央要徹底調查前政治局常委周永康的貪腐問題。在原國資委主任蔣潔敏被免職,和四名中石油高管被調查之後,上海惠生工程公司主席華邦嵩也受到調查,在港上市股票猛跌、交易暫停。坊間傳言,惠生工程的幕後老闆是周永康的兒子周斌。

據英國《金融時報》報導,在股票下跌16%之後,週一,惠生的交易暫停。公司發佈聲明說,董事會已經獲悉,公司的控股股東華邦嵩「現在正在協助中國有關機關進行其調查工作。」華邦嵩和他妻子擁有惠生80%的股權,他的公司在香港上市之後,去年他成為億萬富翁。

根據知情人說,華邦嵩可能被拘捕的一個跡象是,他已經取消了下週的會議。

華邦嵩的公司是最大的石油天然氣行業非國營承包商之一,並且把中石油作為它最大的客戶之一。根據去年的公開申報,從2009-2011三年間,來自中石油的業務分別佔據惠生年收入的63%,80%和58%。

據香港《蘋果日報》報導,來自上海、聲稱是民企的惠生工程,去年底在港上市。今年中就傳出,該公司幕後老闆為周斌,公司大股東兼主席華邦嵩只是代人持股。

另外,還讓人關注的是,公司獨立非執行董事劉吉和吳建民與中共前總書記江澤民關係密切。78歲的劉吉曾是江澤民的智囊,而74歲的吳建民曾任中共外交部新聞司長兼發言人,以及中國駐法大使。

據中共喉舌《人民網》報導,週三,惠生工程繼續停牌,由於傳聞「捲入」中石油貪腐案,惠生工程近期股價連續大跌。報導還說,惠生公司有大量訂單來自中石油,其多位高管也來自中石油和中石化。

大陸《第一財經日報》的報導說,惠生工程獨特的運作模式耐人尋味:從中石油附屬公司那裡接到總承包業務後,又分包給中石油下屬的施工單位,其中是否藏有「貓膩」呢?

海外《大紀元時報》揭露,蔣潔敏個人財富已達數百億,在中石油將所有的石化項目都非法承包給自己人,個人年入數十億。目前最引人注目的就是將多個上百億的巨型石化項目違規發包給上海惠生公司。

資料顯示,中石油四川石化1,000萬噸/年煉油,與80萬噸/年乙烯煉化一體化項目是由惠生工程有限公司承建,2009年8月開工。這個項目建在彭州,據當地人說,它是周永康極力爭取來的。

因為項目造成環境污染遭到彭州民眾的強烈反對。當局進行鎮壓,並且抓捕了譚作人等維權人士。2007年成都維權人士黃琦和譚作人曾經一起到彭州現場進行環境危害的調查。

成都維權人士、六四天網創建人黃琦:「實際上受益的是相關利益集團。而受損害的就是成都乃至周邊所有民眾。我們民眾為他們的發家致富而買單。」

消息人士透露,中石油彭州石化項目是有史以來最黑的項目,380億元的投資至少有100億進入了個人的腰包,整個項目就是一個徹頭徹尾的「豆腐渣」工程。

黃琦指出,從1999年起,周永康在四川省委書記任上,動用一系列包括公安,國安等手段,打壓民間維權人士,封鎖六四天網,實際上目的就是保護貪官污吏的權益。

黃琦:「舉個例子來說,早在2000年的時候,他們就把天網作為中國第一個遭到關閉的人權網站。因為當時我們揭露了20萬農民強迫切除闌尾一案。該案涉及上百億人民幣。其中從中獲益的包括七個部委。」

海外媒體曾經披露,周斌利用父親在政法系統的影響力,在石油和政法委系統大搞權錢交易、買賣官職斂財,收取巨額「保護費」,已集聚至少200億財富。

《紐約時報》報導,中紀委已經成立了處理周永康事件的專案組。一名前反腐官員透露,調查人員對四川的腐敗案進行了調查,並對周永康之子、商人周斌進行了訊問。

Chairman of Wison Company Under Investigation

Hua's company is one of the contractors of the largest non-state owned oil and gas enterprises, PetroChina.PetroChina has become Wison's biggest customer.In 2012, Wison publicized that from 2009-2011, PetroChina revenue alone was 63%, 80% and 58% respectively.

According to Hong Kong's Apple Daily, Wison is a privately-owned enterprise from Shanghai.It was listed in Hong Kong late last year. This year, rumor has it that Zhou Bin is the boss behind Wisonand Chairman Hua Bangsong is just in charge of equity holdings.

The Epoch Times reported that Jiang Jiemin has profittedtremendously from all petrochemical projects.His annual income is estimated at several billions.The most striking news is that he had illegally awarded Wison giant petrochemical projects.

Statistics show that a 10 million ton per year oil refinery and 800,000 tons per year ethylene refining integration project from Sichuan Petrochemical was contracted to be built by Wison Engineering Ltd. The construction in Pengzhou began in August 2009.According to the locals, Zhou Yongkang fought hard for that project.

Because the project caused environmental pollution,Pengzhou residents strongly opposed. Authorities arrested activist Tan Zuoren and others.In 2007, Chengdu activist Huang Qi and Tan Zuoren wentto the construction site to conduct an environmental hazard investigation.Huang Qi, Chengdu activist: "It is actually beneficial forinterest groups, while all the people of Chengdu and surrounding areas pay for the damage."

According to reliable sources, the Pengzhou project has beenthe worst project in history.
