【禁聞】美政府關門無亂象 中國如何?

【新唐人2013年10月04日訊】10月1號,全球公眾都目睹了美國聯邦政府,由於無法就新財年預算案達成一致而「關閉」。但美國並未因此而陷入癱瘓,引發經濟和社會危機。目前,美國社會次序井然,民眾照常生活。一個國家的政府關了門,國家卻毫無亂象,這引起了中國民眾的反思。

美國政府在民主黨人拒絕通過共和黨人的預算案後,從10月1號午夜開始關閉。

在很多中國人眼裡,一個國家政府停止運轉是不可想像的事情。從日常宣傳和教育中,人們得到的印象是,政府關門必將導致社會混亂和動盪。不過,在互聯網上,大陸民眾對美國政府的關門,在認識和思考上,卻呈現出了完全不同的方向。

原雲南省教育廳長羅崇敏在微博上寫道:因為政府徵稅、開支、負債都涉及納稅人的直接利益,所以代表選民利益的議員們和總統不該輕易對待這些事,「認真」是他們的責任和義務。

網友攜酒與魚一針見血指出:中國政府債臺高築卻不破產,是因為政府可任意搜刮民財,這是中國人的恥辱。美國政府預算通不過關門了,社會照常運轉,甚麼時候中國政府不能任意花錢,政府關門社會運轉如常,中國才算正常國家。

北京《國情內參》首席研究員鞏勝利認為,美國政府關門正是美國法制健全的體現。

北京《國情內參》首席研究員鞏勝利:「美國政府不管花1分錢或兩毛錢都要經過一種當然的法律程序,就是一個國家法制的根源體現,中共這個國家,它的錢是怎麼出來的,怎麼花出去的,怎麼樣來收取老百姓的血汗錢的,它沒有法律的制衡,也沒有法律的當然規則。」

中國獨立政治評論員思想家丁咚撰文表示,正是由於美國國會掌握了立法權和預算審批權,美國政府才不敢胡作非為,政府官員也不敢作姦犯科,而是千方百計討好民眾,廉潔從政,踏踏實實幹事,保證了法律得到較好執行,經費得到合理支出,也就極少有濫權、腐敗現象。

紐約城市大學政治學教授夏明:「中國是一個全權社會,黨國軍全部控制在一起的,中國(共)政府不斷地強化老百姓對政府的依賴性,所以一方面如果中國(共)政府關了門,對老百姓其實更好,但是另一方面中共政府長期以來打壓公民的自助和自主,限制公民社會的發展,讓民間的資源和自治能力都沒有得到太多的發育,老百姓形成一種心理上的依賴和事實上的依賴。

那麼在中共一手操控下的中國的政府,和美國政府到底有甚麼區別呢?

夏明:「中國(共)政府覺得它可以幫中國人做夢,它可以幫中國實現夢想,其實最後中共政府變成成事不足,敗事有餘的政府,而美國政府並不認為它可以幫美國做夢,它讓美國人自己去做夢,我來成全你,不來騷擾你,不來破壞你的夢。這一點是根本的區別。」

另外,中國的多級政府和美國的多級政府也不一樣。美國的州政府基本上是獨立的,民生民政問題基本上由州來管理,治安問題由市級警察局管理,聯邦政府只管外交、國防等重大事情。而在中共統治下的中國,省一級的決定要請示中央,省依附於中央,縣市則要依附於省級政府。

旅美中國史學教授劉因全:「我相信如果中國(共)政府關閉了以後,24小時之內,像天安門廣場、中央電視臺、《人民日報》,這些媒體全都被佔領了,如果關閉,不超過24小時,共產黨就全都垮臺了。」

旅美中國史學教授劉因全指出,中國各種社會矛盾目前非常突出,民眾對中共的怨氣太深,太多,共產黨猶如坐在火山口上。儘管中共高壓維穩,群體抗暴事件還如火如荼,試問,中共怎麼敢關閉政府呢?

U.S. Government Closed without Creating Chaos. How Would it Be in China?


People all over the world witnessed the shutdown of the U.S.
federal government on October 1,
due to lack of agreement on a new fiscal year budget.

But the U.S. did not become "paralyzed,"
nor did it lead to economic or social crises.
The country is in order and people live as usual.

No chaos resulted from the government shut down,
this has given the Chinese people cause for reflection.

With the Democrats refusal to pass the Republicans' budget,
the U.S. government shut down after midnight of October 1.

In the eyes of many Chinese people, it is unthinkable for
a national government to stop operating.
Today's propaganda and education in China teach people that
a government shutdown will lead to social chaos and unrest.
However, netizens in China think completely differently
following the U.S. government closure.

Former Yunan Province Education Department leader,
Luo Chongmin, wrote on Weibo, "Government taxes, expenses,
and liabilities all directly involve the interests of taxpayers.

Congressmen on behalf of their constituents' interests
and the president should not take these things lightly.
'Earnestness' is their responsibility and obligation."

Another netizen says, "The only reason why the Chinese
government doesn't go bankrupt even with high debt
is because it can plunder the people's wealth at will.

This is the Chinese people's shame.

Society in the U.S. continues to operate
without the government passing the budget.
Only when the Chinese government stops wasting money and
society can operate normally even under a government closure
can China be considered a normal country."

Beijing Internal Reference chief researcher Gong Shengli
says the shutdown of the U.S. government is
an expression of its healthy legal system.

Gong Shengli: "Each penny the U.S. government spends
needs go through a legal process. It is in their legal system.
The Chinese Communist Party regime has no
legal monitor or process to define
how it gets money, how it spends that money
and how it exploits people's hard-earned money."

China's independent political commentator Ding Dong
says in an article he wrote that the U.S. government does not
dare to misbehave because congress has legislative authority
and has the final say on budgets.
Government officials don't dare to commit crimes.

They do everything possible to please the people,
to be honest and hardworking and ensure
law is well executed and funds are reasonably spent.

There is also very little abuse of power or corruption.

Xia Ming, New York City University political science professor:
"China is a society controlled by an absolute power.
The party, military and political powers are controlled together.

The CCP strengthens people's dependence to the government.

If there was shutdown of the CCP government,
it should be good to the people.
However, due to the CCP's long-term suppression of people's
ability to exercise independence, they have formed
a psychological dependency, and non-government
resources capacity did not get much development.

What are the differences between the CCP government
and the U.S. government?

Xia Ming: "The CCP government thinks it can help
Chinese people to dream and help China to realize their dreams.
In fact, this government only causes troubles.
The U.S. government doesn't think it can help the U.S. dream.
It allows Americans themselves to dream.
'I'll help you, not harass you, and won't destroy your dream.'
This is a fundamental difference."

In addition, China's multi-level government is different from
the U.S. multi-level government.
U.S. state governments are essentially independent.

Issues related to people's livelihood are basically
managed by the state.
Law and order is managed by the municipal police.

The federal government manages issues related to
diplomatic, defense and other important matters.
Yet in China under the CCP's rule,
provincial level governments report to the central government,
city and county governments report to provincial government.

U.S. Chinese historian Liu Yinquan:
"I believe if the CCP government shuts down,
then Tiananmen Square and media such as
CCTV and People's Daily would all get occupied.
Within 24 hours the CCP would collapse."

Liu Yinquan says the conflicts in China are very serious.
People have a deep hatred toward the CCP.
The CCP is sitting at the mouth of a volcano.

Even though it tries to maintain stability via cracking down,
there are more and more mass incidents.
How could the CCP government dare to shut down?
