【禁聞】山西富豪成打虎突破口

【新唐人2014年04月24日訊】前山西首富,「金業煤焦集團」董事長張新明,日前因涉及大陸央企「華潤集團」併購弊案,而成為輿論焦點。22號,有媒體踢爆,多名涉及中共前政治局常委周永康案的山西高官們,幕後金主就是張新明。而危險的政商關係,讓山西富豪成為中共打虎的新突破口。

4月22號,《中國經濟週刊》披露,今年以來,相繼落馬的前山西省人大常委會副主任金道銘、和前中國科協黨組書記申維辰,以及山西呂梁市前市長丁雪峰,都和「金業集團」董事長張新明有牽連。

丁雪峰今年2月被帶走調查,原因是2011年底和2012年初,丁雪峰爭取呂梁市長一職的運作內幕被發現。報導說,張新明通過神祕富商「周濱」繼母之父,祕密運作相關事宜。

金道銘被指5年前在擔任山西省委副書記期間,曾插手干預張新明偷稅案處理,導致這個案件至今還沒有結論。有媒體披露,金道銘涉及周永康案,目前被關押在關押周永康團夥的國家安全局看守所內。

消息人士透露,申維辰被調查,與他擔任太原市委書記期間的多宗土地開發有關。另據報導,張新明為巴結申維辰,曾斥資500萬元人民幣,贊助一名與申關係曖昧的女歌手,辦演唱會。

報導說,張新明極有可能已被有關部門控制,而與他有關的多名政法系統人士也被調查。

時事評論員藍述:「現在跟周永康有關係的一些案件已經爆出來很多了,有四川的、有石油的,有政法系的,現在又有山西的,各個方面都指向周永康。問題是,到目前為止,他都沒有把它互相聯繫起來處理,而是每一個案件都是作為個案進行處理,進行調查,它如果把所有這些案件聯繫起來處理,就會牽扯到周永康背後的更高層,那就牽扯整個江家系統了。」

據了解,張新明曾數次登上《福布斯》名人榜、和《胡潤富豪榜》。他曾在澳門豪賭,「一次輸掉近3億元」而引起關注。最近,他又因「華潤集團」前董事長宋林,在收購「金業集團」資產過程中涉貪,被調查一事,而再度成為輿論焦點。

最早公開舉報宋林的前《山西晚報》記者李建軍表示,宋林被拿下,顯示中紀委下一步動作是要揪出宋林背後的「保護傘」。報導說,宋林之所以從一個名不見經傳的實習生,奇蹟般的從內部陞遷為董事長,靠的就是中共江派的勢力。宋林與前中共高官曾慶紅、薄熙來等人關係密切,是曾慶紅在香港的重要心腹。

藍述:「可以看得出來,習、胡和江、曾,這兩個陣營在決裂的過程中,江家幫仍然在極力保護周永康、江澤民、曾慶紅當年留下來的一些利益集團,所以整個調查進展並不像外界想像的那麼順利,他也只能各個擊破它,某一個薄弱環節找到一個突破點,他就突破一下,他還沒有辦法把所有的環節,這些不同的貪污腐敗的案例,互相之間內在連繫把它揭示出來。」

據《中國經濟週刊》報導,靠煤炭、焦化、冶金起家的山西富豪們,出手闊綽、生活奢靡,除了張新明豪賭,輸掉近3億元外,「聯盛能源集團」董事局主席邢利斌,也曾耗資7000多萬為女兒舉辦大型婚禮。

時事評論員汪北稷:「中共在整肅周永康案件,現在這個火從石油領域燒到了煤炭領域,從四川省燒到了山西省,揭示出過去那麼多年,中國的土豪、暴發戶為富不仁的一個真相。本該屬於全體中國人擁有的自然資源,被少數人通過官商勾結的方式擁有了,他們揮霍金錢,去鋪張浪費,非常的高調,原因是他們後面有當官的,分享這個利益。」

不過,這些富豪正面臨考驗。截至今年4月初,2013年「胡潤百富榜」上的22位山西富豪中,已有7位遭遇資金危機,或被互保鏈牽連,或事涉涉腐官員,甚至被調查,山西富豪儼然成為中共「打虎」的新突破口。

"Tiger" Hunt Now Targets Shanxi Rich

Former Shanxi's richest man from the coal mining industry,
Zhang Xinming, is being targeted for suspected involvement
in a merger scandal with China Resources Company (CRC).
On April 22, mainland media revealed that Zhang Xinming
was the financial support behind many sacked Shanxi officials
involved with the security tsar Zhou Yongkang's case.

The dangerous government-business relationship sees the Shanxi
tycoon become the latest breakthrough for hitting the 'tiger'
campaign of the Chinese Communist Party (CCP).

On April 22, China Economic Weekly revealed that
Shanxi tycoon Zhang Xinming was involved with the sacked
Shanxi officials.
Included are former deputy director of the Shanxi Standing
Committee Jin Daoming,
former Party secretary of the China Association for Science
and Technology Shen Weichen,
and former Mayor Ding Xuefeng of Luliang City, Shanxi.

Ding Xuefeng was taken away for investigation in February
due to his insider operation for the Luliang Mayoral position.
It is said that Zhang Xinming operated it through a mysterious
businessman Zhou Bin's stepmother's father.

Jin Daoming was accused of intervening in Zhang Xinming's
tax evasion case 5 years ago, and the case was left unresolved.
Jin Daoming was reportedly to be kept in the National
Security Bureau where Zhou Yongkang and his gangs are also
being held.

Sources said that Shen Weichen was involved with several land
development cases when he was Secretary of Taiyuan
Municipal Party Committee.
Shen Weichen was also reported to have spent 5 million yuan
for the concert of a female singer, who had an ambiguous
relationship with Shen.
To please Shen, Zhang Xinming sponsored the concert.

The report said Zhang Xinming is likely being controlled and
under investigation along with several other figures in the
political and legal system.

Lan Shu, Political commentator: "Many cases associated with
Zhou Yongkang have been reported.
At first, it was Sichuan, the oil system, the political and legal
system and now it is Shanxi.
They have all pointed at Zhou Yongkang.
However, they are all being investigated as isolated cases.
If they are linked, it will involve the higher level that's behind
Zhou Yongkang, the entire Jiang faction."

Zhang Xinming was several times listed as the Forbes richest
Chinese and the Hurun's China Rich List.
He attracted attention because of losing 300 million
once through gambling in Macau.
He has recently come under the spotlight because of the investigation
into former CRC chairman Song Lin's corruption in the purchase
of his coal business.

Former Shanxi Evening News reporter Li Jianjun first publicly
reported on Song Lin's case.
He said Song Lin's case means the umbrella behind Song Lin
is next.
It is said that Song Lin being miraculously promoted to
Chairman from an intern had all depended on Jiang's faction.
Song Lin was close to high officials such as Zeng Qinghong,
and Bo Xilai.
He was an important confidant of Zeng Qinghong in Hong Kong.

Lan Shu: "You can tell in the split between the Xi and Hu
faction and the Jiang and Zeng faction, Jiang's faction has
been protecting the interest groups under its authority.
The investigation on the interest groups has not been smooth.
He has to break them one by one, by finding the weakness as
the breakthrough.
He can't link these corruption cases and reveal all at once."

According to the China Economic Weekly report, the Shanxi
rich who made their fortune on coal, coke, and metallurgy lead
luxurious life styles.
Zhang Xinming lost nearly 300 million yuan in one gambling
spree;
Xing Libin, another billionaire from Shanxi spent more than 70
million for his daughter's wedding.

Wang Beiji, political commentator: "In purging Zhou
Yongkang, the CCP has extended the fire from the oil system
to the coal mining industry, and from Sichuan to Shanxi.
It reveals the cruel facts of these local tyrants.
The natural resources, supposedly owned by the people, were
manipulated by a few.
They have squandered the wealth, which was also shared by
the officials, with the support of the government.

However, these tycoons are faced with challenges.
As of early April,7, of the 22 Shanxi richest in the 2013 Hurun
list have met crisis of either implicated debts or involvement in
official graft cases. Some of them are even being investigated.
The Shanxi rich have become the new breakthrough for the CCP's
"tiger" hunt.
