【禁聞】新疆局勢緊張 伊力哈木被當替罪羊?

【新唐人2014年08月02日訊】就在新疆喀什地區發生大規模暴力事件後兩天,烏魯木齊市檢察院在官方微博上宣佈,就中共「中央民族大學」原講師伊力哈木涉嫌分裂國家罪,向烏魯木齊市中級人民法院提起公訴。

7月30號,伊力哈木被控「與境外東突勢力勾結,利用互聯網鼓吹新疆獨立,利用講堂煽動推翻政府,利用教師身份從事分裂活動」等。

當天晚上10點,伊力哈木的代理律師李方平發出「微博」說:「烏魯木齊檢察院一直沒有回覆律師多次口頭、一次書面要求複製視聽資料的正當合法要求,更沒有聽取律師意見,也未依規定通知律師,就將伊力哈木土赫提分裂國家案移送起訴,我對烏檢不尊重律師辯護權感到十分震驚。」

這條「微博」很快就遭到刪除。

總部設在德國的「世界維吾爾大會」發言人迪裡夏提向《自由亞洲電臺》表示,中共當局高調宣佈對伊力哈木提起公訴有政治目地,法院對伊力哈木的審判不可能透明、公正,他呼籲國際社會關注這起案件。

今年1月15號,伊力哈木被北京警察從家中帶走,隨後被移送烏魯木齊,並以「分裂國家罪」被正式逮捕。

北京維權人士胡佳指出,伊力哈木只希望新疆充分自治,他反對新疆獨立。

北京維權人士胡佳:「我最早認識伊力哈木的時候,伊力哈木把他的右手放在心口前,說他反對東突厥斯坦的新疆獨立,他所要的就是,維吾爾民族和漢民族這種平等的,享有充分自治的民族共容的局面,就是民族互相融合、和平相處的局面。」

胡佳透露,去年10月發生的衝撞天安門事件,讓中共公安部飽受高層批評,而近年來,新疆暴力事件頻傳,也讓新疆當局急於開脫責任,伊力哈木成了替罪羊。

胡佳:「新疆當地的那些領導,都想找幾個替罪羊出來,是甚麼引起了維吾爾這種所謂的暴力恐怖事件這樣急劇的發生,他們就想找替罪羊,這個時候,他們就想到了在維吾爾人中擁有很高的知名度、影響力和公信力的伊力哈木。從公安部到新疆自治區,後來取得了一個共識,把打擊伊力哈木作為他們的重點目標。」

胡佳指出,伊力哈木創立的「維吾爾在線」網站,不僅公開批評中共當局的新疆政策,也關注漢族的人權,這是他被迫害的另一個原因。

胡佳:「『維吾爾在線』的的確確促進了維吾爾人和漢人之間的交流,相互的理解,而且他不僅僅關注本民族的事情,他是關注整個中國的人權,所以當局就慾加之罪,何患無辭吧。」

7月28號,美國國務院公布2013年《國際宗教自由報告》,報告嚴詞抨擊中共打壓西藏、和新疆維吾爾族人,以及迫害法輪功修煉團體。

報告指出,人權團體指控,中共公安曾以涉嫌恐怖行動為由,槍擊在家中的維吾爾族人。

28號,新疆喀什地區莎車縣艾力西湖鎮政府和派出所被群眾襲擊,據網友爆料,死亡人數超過200人。中共黨媒《新華網》將這一起事件定性為「暴力恐怖襲擊」,但沒有說明暴徒的動機。

胡佳認為,這不是暴力恐怖襲擊,而是官逼民反。

胡佳:「他們把新疆所有的好的東西,資源的東西,完完全全掌控在共產黨權貴階層的手中,這種情況下,怎麼可能讓維吾爾人感到公平呢?而且維吾爾人不管做甚麼事情,只要涉及到信仰方面的權利、民族生存的權利,要求自治,都會被打上所謂『疆獨』的帽子,這裡被判重刑的人太多了,每年有上千被判政治方面的罪名。」

7月30號,美國國務院發發言人哈爾夫(Marie Harf),敦促中共當局釋放伊力哈木以及與他一起被關押的6名學生。哈爾夫表示,美國對伊力哈木的處境是否透明,以及能否接觸律師特別關切。

China Accuses Uyghur Academic Ilham Toxti

Two days after a large-scale attack occurred in Kashgar, Xinjiang,
Urumqi Procuratorate announced a lawsuit against Ilham Toxti,
Lecturer of Minzu University, for alleged dividing the nation.

On July 30, Ilham Toxti was accused of "colluding with East Turkistan,
using internet to preach Xinjiang independence, and overthrowing
the government, using his position as lecturer to engage
in activities divisive of the nation".

At 10pm on July 30, Ilham Toxti's lawyer Li Fangping said
on his Weibo: "There is no response from Urumqi Procuratorate.
Lawyers requested the legal rights verbally and in writing
for copying into work files.
They neither listened to lawyers' opinion nor informed lawyers,
but accused Ilham Toxit of splitting the nation.
I was very shocked by Urumqi Procuratorate's ignorance
of lawyer's defending rights."

However, the message on Weibo was soon deleted.

Dilshat Reshit, spokesman of the World Uyghur Congress
told Radio Free Asia that
the Chinese Communist Party (CCP) high-profile report on
Ilham Toxti's lawsuit, has a political purpose.
The trial won't be transparent or just.

Dilshat urges the international community to be concerned
with the case.

On January 15, Ilham Toxti was detained
at home by Beijing police.
Later he was transferred to Urumqi, then officially arrested
for the alleged "splitting the nation".

Hu Jia, Beijing activist, says that Ilham only hoped for
full autonomy in Xinjiang but not independence.

Hu Jia: "When I first met Ilham, he put his hand on his chest saying
that he was against Xinjiang East Turkistan's independence.
He hopes Uyghurs can be equal with Han, can enjoy ethnic harmony."

Hu Jia reveals that when car crash incident happened in October 2013,
Ministry of Security was criticized by the CCP high level.
When violent attacks consistently occurred in Xinjiang,
the local regime tended to shirk its responsibilities,
thus Ilham became the scapegoat.

Hu Jia: "Xinjiang local leaders are looking for scapegoats.

They need a reason for the increasing attacks.
They need scapegoats to take the responsibility.
They found Ilham, who is highly respected
in theUyghur community, influential and with credibility.
The Ministry of Security and Xinjiang regime reached
mutual understanding, then they attacked Ilham."

Hu Jia says that Ilham founded "uighurbiz" website.

He not only openly criticized the CCP's Xinjiang policy,
but was also concerned with Han human rights.
This is another reason he is facing persecution.

Hu Jia: "uighurbiz" certainly has pushed forwards understanding
between Uyghur and Han.
Ilham is not only concerned with his native people
but also about all China's human rights.
Thus the regime slanders him with groundless accusations."

On July 28, the US Department of State released International
Religious Freedom Report 2013.
The report strongly condemns the CCP's suppression
of Tibetans and Uyghurs, as well as the persecution of Falun Gong.

The report says that human rights organizations accused Chinese
police of shooting Uyghurs on the excuse of suspected terrorism.

On July 28, a police station in Shache County, Xinjiang was attacked.
Netizens said that over 200 people were killed.
State-run media Xinhua website said the incident
was a "violent terror attack".
However, the media didn't explain reasons for the attack.

Hu Jia observes that the Xinjiang incident wasn't a "terror attack",
it was officials forcing people to protest.

Hu Jia: "The CCP elites drain all good resources from Xinjiang.
Under such circumstances, how can Uyghurs feel equal?
No matter what Uyghurs do, as long as they are involved in freedom
of belief, rights of survival, and autonomy,
they will be accused of inciting "Xinjiang independence."

Many Uyghurs have been sentenced over these accusations.

Over a thousand such people have been sentenced
for political reasons each year."

On July 30, Marie Harf, spokesperson of the US Department of State,
urged China to release Ilham and 6 students.
Harf said that the US pays close attention on transparency
of Ilham's situation, and whether he could meet with his lawyer.
