【禁聞】7000警待命 港府警告佔中或抓人

【新唐人2014年11月13日訊】香港高院裁定延長旺角、金鐘兩個佔領地點的臨時禁制令後,政務司司長林鄭月娥11號表明,與學聯沒有對話空間,並警告警方已做好抓人準備。消息說,7000港警已候命待發,最快13號協助法院執達吏清除障礙物,不排除拘捕阻撓人士。有佔領者表示,不會阻止警方清場,但如果警方動粗,他們會抗爭到底。

11月12號 ,香港佔中運動進入第46天。10號,香港高等法院法官再次延長針對金鐘中信大廈周邊,以及旺角佔領區的臨時禁制令,並宣佈警方可協助法院執達吏,拘捕阻撓執行禁制令的人。

11號,香港政務司司長林鄭月娥,主持行政會議時宣稱,警方將按照法院指令做好準備,妨礙禁令者可能會遭到逮捕。 她要求示威者儘快自願、和平離開,結束佔領。

《自由亞洲電臺》報導,有消息說,警方最快將於13號或14號,協助執達吏執行法庭命令,預計每天分為上、下兩班,合計共有7000名警察隨時候命。不過,警方說,現階段警方無意全面清場,只會協助執行法庭命令的人士,清除禁制令範圍的障礙物。如果執達吏在清除障礙物時遇到阻撓,警方會應他們的要求提供協助,有需要時採取拘捕行動。

截止至11號晚,金鐘和旺角、銅鑼灣的三個佔據點,留守人士未見減退。

連日留守在旺角佔領區的香港市民尼可表示,會尊重法庭判決,不會阻止警方清除障礙物。尼可說,11號晚間,油尖旺區的一位區議員曾到佔領區,向他們交待,如果警方和執達吏清場的時候應該怎麼做,並告訴佔領者們注意事項。

香港市民尼可:「如果警方來清場,我們不會抵抗,如果他要抓我們 ,就站在這裡給他抓不會抵抗的,旺角這邊的區議員的意思,就是叫我們如果來清場的話,叫我們把自己的貴重物品隨身帶就離開,這些東西要,就拿走,不要,就叫他們清走。」

尼可說,學生們也表明,雖然警方來清場時不會抵抗,但也不會撤走,警方清場行動中,如果對和平抗爭的學生動粗,佔領者們會抗爭到底,但最重要的還是保護學生。

尼可:「我們是支持學生的,因為學生是為了香港的未來站出來,受了那麼多的苦,下雨被子都濕了還在帳蓬裡面堅守,他們是為了民主,為了香港有真普選,所以香港很多市民都是站出來支持他們的。」

香港學聯在法院判決後當天就已經發表聲明,說學聯將尊重每一位佔領示威者的個人選擇,「與各位同行」,並向佔領者解釋,若阻撓執達吏辦公的人,可能要負刑事責任,警方可拘捕阻礙辦公者。

學聯還聲明,抗爭者願意接受刑責是符合法治精神,以爭取社會公義。當法官說違法就是違反法治,明顯是扭曲法治精神,漠視社會巨大不公正的存在。如果法律不能保障人的生活條件,無助於匡正社會公義,公民不惜抗命。

香港《開放雜誌》總編輯金鐘分析,高院這個裁決以及政務司司長擺出的強硬立場只是一種恐嚇,如果想採取鎮壓手段來解決佔中問題,還是有很大的困難。

香港《開放雜誌》總編輯金鐘:「這場佔中運動以及有這麼大的規模,他們也是有所顧忌,還是不敢隨便抓的,因為你真是你要抓幾個人,那有幾千上萬人出來,這是完全有可能的,那你會把這個局面,會搞的更加不可收拾。」

金鐘錶示,對於佔中運動,不管當局在媒體上怎麼樣去譴責,怎麼樣去罵,也不管它們派出多少黑幫攪場、警察鎮壓,佔中已經引發國際上的全面支持,和香港市民的同情聲援。

金鐘:「所以已經有了這樣一個全世界都看得到的這樣一個基礎,他們怎麼鎮壓?我始終強調那句話,就是香港不是北京,北京那是共產黨一黨專政的地方,香港是一國兩制的地方,這個是有法律根據的,它不敢隨便動,尤其不敢隨便開槍殺人,那麼開坦克車那是更沒可能的。」

金鐘分析,北京當局在香港佔中問題上,一開始就犯了一個很大的錯誤,因為用催淚彈鎮壓,抓人,激怒了香港市民,才造成現在這樣一個僵持、對峙的局面。金鐘認為,解決現在的困局很簡單,就是撤銷人大決定,實行真普選。

Hong Kong Warns About The Arrest Of Protesters

Hong Kong's High Court ruled to extend the temporary
restraining order at Mong Kok and Admiralty.

Chief Secretary for Administration Carrie Lam
claimed the dialogue no longer exists and warned
that police would make arrests.

Sources said that 7,000 police are on standby to assist,
clear the obstructions and arrest those who defy
the authorities trying to clear the sites
according to the court order.

Some protesters indicate that they will not stop
police from clearing the sites.

But they will fight to the end if the police use violence.

On Nov. 12, Occupy Central has entered its 46th day.

On Nov. 10, the Hong Kong High Court judge once again
extended a temporary restraining order against
the Occupy Central at Mong Kok and Admiralty.

The court ruled that police could arrest protesters
who defy authorities attempting to clear sites.

On the Nov. 11, Carrie Lam declared in the Executive Council
meeting that the police are ready to make arrest.

She asked protesters to leave the areas
quickly and peacefully.

Radio Free Asia reported that sources said that the police
will enforce court order on Nov. 13 or 14.

A total of 7,000 police will be on standby
in two shifts daily.

The police said the intention is not to fully clear the sites
but to assist the bailiff in clearing obstructions
according to the court order.

The police could make arrests according to the request
of the bailiff.

As of the evening of Nov. 11, protesters remained
in Admiralty, Mong Kok and Causeway Bay.

Nicole, a protester who has stayed in Mongkok for days,
said there will be no resistance to the court order
or the obstructions clearing from the protesters.

Nicole added that a District Councillor of the Yau Tsim Mong
District had visited the sites and explained the precautions
when the police and bailiff arrive to clear sites.

Nicole: "If the police come, we will not resist;
if they start to make arrests, we will just let them do it.

The Councilor asked us to pack our stuff and only bring
our valuables and leave the rest for them to clear away."

Nicole said the students have also indicated that they will
not resist police actions. But they will not retreat either.

Instead, if the police conduct violent acts, the protesters
will fight to the end and most importantly protect
the students.

Nicole: "We support the students. They have stood up
for the future of Hong Kong.

They have endured so much by insisting on the protest,
even in the rain and with wet blankets in the tent.

They have done it for democracy and for true
universal suffrage in Hong Kong.

Many Hong Kong people also stand up to support them."

The day after the court issued the decision, the Hong Kong
Federation of Students announced that every
protester's choice is respected.

The Federation also explained that if the bailiff is obstructed,
protesters might be criminally liable and the police
can arrest those who obstruct the order.

The Federation also declared, that protesters, during
the fight for social justice, accepting criminal responsibility
is in line with the rule of law.

When the judge says that breaking the law is violating
the rule of law, it is obviously a distortion of the spirit
of rule of law and a negligence to social injustice.

When the law fails to protect basic living condition and to
remedy social justice, the civilians will not hesitate to fight.

Hong Kong's Open Magazine editor Jin Zhong analyzes,
the court order and the tough stance of the Chief Secretary
are just an intimidation.

Difficulties exist in trying to resolve Occupy Central
by repression.

Jin Zhong: "This large scale of Occupy Central
has them hesitate.
They can't make arrests at will.

Once it happens, there will be tens of thousands
of people standing up. It is very likely to lose control."

Jin Zhong indicates that regardless how the authorities have
condemned in the media, engaged the triads to create
chaos and the police suppression, Occupy Central has won
the comprehensive support and solidarity from
the international community and the people of Hong Kong.

Jin Zhong: "The world has seen it, how can they suppress it?

I have always stressed, 'Hong Kong is not Beijing'.

Beijing is where the Communist rules by its one-party
dictatorship, but Hong Kong is ruled by
'one country, two systems'.

With the legal basis, there is no way for them to shoot
to kill or even send in the tanks."

Jin Zhong analyzes that Beijing made a big mistake
in the very beginning with tear gas and arrests.

The Hong Kong stalemate was caused by the authorities
which have angered the people.

He believes solving the dilemma is very simple.

That is, to cancel the decision of the National People's
Congress and to realize true universal suffrage.
