舟曲“8.8”特大泥石流灾难的幸存者,在海外博讯网公布了《关于请求严查舟曲县三眼峪沟拦渣坝工程品质问题的报告》,内容说:“我们都是土生土长的舟曲人,舟曲县城自明朝洪武年间建成,历经四百多年,经过几个朝代都安然无恙。如果没有拦渣坝溃坝,洪水泥石流就不会严重危害到淹没整个村庄。”
自1996年开始,当地政府在三眼峪沟建造了一共十三道拦渣坝。当地居民认为,三眼峪沟拦渣坝的工程品质是加重泥石流灾害的重要原因。在拦渣坝遗址,人们现在依旧可以看到,拦渣坝主体是由沙子和石头疏松填充,很少有混凝土,混凝土用手一捏就碎,石头用手一拿就可以从坝体中抽出来。
在一同曝光的一份文件中写道:“由拦渣坝工程残留坝体断面看,部分砌石间未见砌筑砂浆,部分砌筑砂浆不饱满,砌筑砂浆观感品质较差。”这是有关《舟曲“8.8”特大山洪泥石流灾害群众集体上访 问题专家组调查意见》的一份文件。
据当地居民解释说,雨水和山石本可以顺着原始河道流入白龙江,但经拦渣坝阻挡,尤其在积蓄了的洪水冲溃拦渣坝后,洪水卷着坝体的碎块,给舟曲带来巨大的伤害和破坏。
据了解,拦渣坝工程是由当时的县长迭目江腾的亲弟弟总承包,然后一层一层的转包,一共倒卖转包了7次。最后在建造中,由原设计为钢筋混凝土的坝体建筑一再偷工减料,成了水泥外表、沙子和石块填充料做主体的实际品质。
旅德工程专家王维洛博士:“一个项目工程质量好不好是由人的道德决定的。中国现在做工程,工程的三分之一到三分之二的钱进入了这些包工程和卖工程的,要用来行贿受贿的。”
当时的县长迭目江腾在水灾后被评为抗洪救灾模范,已调往甘肃平凉市。舟曲人对于他没被法办反而陞官非常气愤,写传单在舟曲张贴揭露说,“县长迭目江腾竟然被评为抗洪救灾模范。他们却还欺上瞒下,将这一切的罪过都归因于客观环境,归因于天灾,试图掩盖事实真相,逃避法律追究。”
据当地村民自己的统计,舟曲有上万人在泥石流中失踪和死亡。但是,灾后县政府严厉控制老百姓向上级部门和媒体反映事实真相。“只要舟曲人把实情揭露,国家职工则以开除公职威胁;老百姓则被恐吓会:屋子没有,住房也没有。”

Promotion For Shoddy Dam
Last year, a poorly constructed dam
contributed to the damages caused
by a landslide in Zhouqu, Gansu.
However, responsible local officials were
not penalized but promoted instead.
Survivers of the Zhouqu landslide published
an article on the overseas Boxun.com,
‘Investigation Request on the Poor Construction
of Zhouqu Flood Control Dam’, which said:
“We are born and raised in Zhouqu,
a town with a history of over 400 years.
If not for the shoddy dam, the landslide
would not have struck the whole county.”
Since 1996, the local government has built
13 flood control dams. Villagers believe the
poor quality of these dams is a major contributor
to the disaster in Zhouqu. As seen from the ruins,
the dams were built loosely
with mostly sand and rocks instead of concrete;
construction materials can be easily broken by hand.
An accompanying document reveals that
“judging from the fracture of the dam,
no mortar or insufficient mortar was used to bind
construction materials.
The mortar used was of poor quality.”
According to local residents, debris flow
should have been channeled to the Bailong River.
But the dam cut off the channel and forced the flow
to burst the dam and cause great damages.
The construction of the dams was first contracted
to the brother of the county head at that time,
and was subcontracted 7 times. During construction,
sand and rocks were used in place of concrete,
resulting in extremely poor quality.
Dr. Wang Weiluo: “The quality of a project
is affected by the moral standard of the people.
In China, 1/3 – 2/3 of the project budget usually
ends up in the contractors’ own pocket as bribes.”
Diemu Jiangteng, county head at that time,
was honored for his effort in the disaster relief,
and promoted to Pingliang city, triggering anger
among Zhouqu residents. Flyers are distributed
in Zhouqu saying, “Diemu Jiangteng is responsible
for the disaster. His promotion was achieved
through deception, and will not escape retribution.”
According to local residents,
over 10,000 were killed in the landslide.
After the disaster, the government forbade residents
from speaking to the media. “People were threatened
that whoever tells the truth
will lose his job and house.”
