【新唐人2012年8月7日讯】一份前重庆市委书记薄熙来和中共政法委书记周永康的“风暴II计划”被曝光。计划内容包括在十八大后,薄周企图要挟中共第五代领导核心习近平、李克强,继续和薄熙来一起迫害法轮功,以及指责胡温有意降低镇压法轮功调子的所谓“错误”。在谷开来开审前夕爆出的这份“周薄秘密计划”,是否会让中共政局再掀波澜?我们一起来看看。

8月5号,《大纪元》新闻网报导,来自北京的消息人士透露,“风暴II计划”在2011年年初形成,2月份开始具体执行,计划用一年的时间,再次掀起“打击法轮功”的新高潮。包括在东北地区“以黑龙江为试点”,“集中转化”即将刑满释放的法轮功在押人员;以及在北京附近的省份,“以河北为重点”,开展打击活跃的法轮功修炼者的行动。

消息披露,当时正值薄熙来仕途见涨的时候。这项计划不仅可以要挟习李在十八大后,继续与薄熙来一起为江系迫害法轮功买单,还可以指责胡温自2005年的十六届五中全会后,有意降低镇压调门的所谓“错误”。

除了今年2月,美国媒体报导“周薄政变密谋”丑闻外,《大纪元》也曾独家报导,江系“血债帮”成员如何密谋废黜和逮捕习近平的详情。消息说,这个政变计划已经完成了一半,不料,因为王立军的逃馆事件而全盘崩溃。

美国“乔治梅森大学”教授章天亮博士指出,如果胡锦涛连像周永康谋反这样的事情都不能处理的话,说明他的权力根本就不稳定。即使连任军委主席,也可能面临整个江派迫害法轮功的“血债帮”势力的反扑。

美“乔治梅森大学”教授章天亮:“我们看到,最近传出很多关于政变、暗杀的计划,包括原来吴官正的儿子、胡锦涛的儿子也曾被暗杀过。也就是说胡锦涛是有仇人的,他如果不能掌握最高的权力,把他的仇人、敌人清洗掉的话,对他自己就是有很大的威胁。”

此外,《大纪元》独家获得的消息指称,谷开来是“薄周政变圈”核心人物,同时,英国商人海伍德之死,与薄熙来、谷开来“活摘法轮功学员器官”有关,并且其中内幕惊人。

谷开来8月9号即将开审,中共当局将如何处理谷开来,目前成为各界高调关注的焦点。

时事评论员蓝述指出,包括胡锦涛在内的中共高层,如果为了维持所谓的一党专政稳定,把对薄熙来和谷开来等人的处理方向,放在谋杀、政变或腐败等次要问题上,而不把“血债”作为主要调查方向的话,一旦清算,他们都难逃干系。

时事评论员蓝述:“他(胡)由于受到江系的制衡,在处理法轮功问题上,没有足够的力量去停止这个迫害,但毕竟所有的血债都是在第四代领导核心执政期间发生的。你的手下在杀人,你不去制止,你这个人,本身从道德上你说的过去吗?先不说以前他能不能制止。现在江系已经示弱了,当你有能力制止,你不去制止,你绝对逃脱不了你的这个干系。”

章天亮指出,胡锦涛必须看明白一个问题:中共是保不住的。如果胡锦涛无力去改变的话,他必然和这个专制制度一块被埋葬,而且他到时将要为此承担很大的责任。

章天亮:“所以对胡锦涛最明智的办法,就是把‘血债帮’和他自己作一个切割,把‘血债帮’犯的罪行公布出来,同时实现中国的转型。这样在整个清算过程中,对胡锦涛个人的安全是有保障的。”

此外,消息人士表示,“风暴II计划”在具体执行中弄出了很大的乱子。

47岁的法轮功修炼者秦月明,在出狱前被这个计划的“强化改造”措施折磨致死。秦月明的女儿秦荣倩随后走上街头,为父母亲和妹妹申冤,短短半个月,就征集了超过1万5千人按下的“红手印”。

消息人士说,北京高层看了签字的复印件后,很是震惊。

"Storm II” Exposed: Plan to Restart Attack on Falun Gong

"Storm II”, a plan formulated by Bo Xilai and Zhou Yongkang,
has been exposed recently by the media.
The plan aimed to blackmail Xi Jinping and Li Keqiang,
core members of the new leadership of the Chinese Communist Party (CCP).
They aimed to force them to work with Bo
to continue the persecution of Falun Gong.
It also aimed to place blame on Hu Jintao and Wen Jiabao.

This blame would act as a punishment for their “mistake”
of easing up the suppression of Falun Gong.
On the eve of the trial of Gu Kailai, Bo Xilai's wife,
will this exposure send another great shockwave through the turbulent CCP political situation?

On August 5, The Epoch News reported a story on “Storm II”.

The Beijing source stated that the “Storm II” plan was formed
in early 2011, and scheduled to be carried out in February.
The plan reportedly aimed to take one year
to “restart the attack on Falun Gong”.
“Heilongjiang was meant to be used as a testing ground”,

where increased efforts would be made to “transform”
Falun Gong practitioners, before their sentences ended.
Provinces around Beijing, with a focus on Hebei Province,
were selected to intensify the persecution of Falun Gong.

The plan was created “when Bo Xilai
was looking very strong”.
Reportedly, it would coerce Xi Jinping and Li Keqiang
into working with Bo Xilai after the 18th Congress,
funding the continued persecution of Falun Gong.

The scheme was also said to aim to blame Hu Jintao
and Wen Jiabao for their “mistake” of intentionally toning down the crackdown on Falun Gong after 2005.

This February, U.S. media reported the scandal
of a coup plot between Bo Xilai and Zhou Yongkang.
The Epoch Times' exclusive report
disclosed details of the blood-debt faction.
This faction was led by Jiang Zemin,
and plotted to remove and arrest Xi Jinping.
The coup plan was reported to have been half completed,
but collapsed after Wang Lijun fled to the U.S Embassy.

Zhang Tianliang, professor at George Mason University,

said Hu Jintao's failure in handling the issue of Zhou's
rebellion indicated Hu did not have power in his grasp.
Even if Hu could stay on as head of the military, he would
still face potential counterattacks from the blood-debt faction.

Zhang Tianliang: "Many plots of coups
and assassinations have been exposed recently.
This includes the sons of Wu Guanzheng and Hu Jintao,
both of whom were targets of assassins.
That shows Hu Jintao has made
many enemies within the CCP.
If he can't take supreme power to purge
his enemies, he'll face a great threat.”

The Epoch Times exclusively reported Gu Kailai's case.

Gu, Bo Xilai's wife, was reportedly the central figure
of the coup circle with Bo Xilai and Zhou Yongkang.
British businessman Neil Heywood's death was linked
to the Bo couple's involvement in organ harvesting from live Falun Gong practitioners.
The inside story was astonishing, said the news report.

Gu Kailai is to be tried on August 9.

How the CCP authorities handle Gu's case has been
closely followed by the international community.

Critic Lan Shu noted that top level CCP leaders,
including Hu Jintao, directed the charging of
the Bo couple with murder, coup or corruption,
to maintain stability of one-party dictatorship.
They have let the blood-debt faction off the hook.

This action would make them all subject
to legal punishment in the future.

Lan Shu: "He (Hu) was checked by the Jiang's faction,
that failed to stop the persecution of Falun Gong.
But all the crimes that the blood-debt faction
committed have occurred during Hu's tenure.
Your underlings are killing while you don't stop it.
Can you justify that in terms of morality?
Now in the face of Jiang's faction
lying down, you still don't stop it.
Then you'll be deemed complicit with the crime."

Zhang Tianliang warns that Hu Jintao should
make it clear that the CCP is doomed to collapse.
If Hu Jintao fails to change it, he will inevitably
become a victim of the autocracy.
Hu himself will assume a great liability for the collapse.

Zhang Tianliang: "The most sensible way out for Hu Jintao
is to cut himself off from the blood-debt faction.
He should expose the clan's crimes,
to change China's political situation.
In this way, Hu Jintao's personal safety can be assured,
while the blood-debt faction faces the punishment."

The source said that when the "Storm II” plan was put
into motion, things did not work out as planned.

47-year-old Falun Gong practitioner Qin Yueming was
tortured to death by the plan before his release.
Qin's daughter took to the streets to appeal for redress
of the injustice for her parents and her sister.
Within two weeks, she collected over 15,000 signatures
along with thumbprints affixed with red wax.

The copy of the signatures greatly shocked
CCP top leaders, according to the source.
