中国后院起火了吗?中国北方的邻国蒙古,11月22号正式加入“欧洲安全与合作组织(OSCE)”。这个组织的成员国包括欧洲国家、苏联解体后国家,以及美国和加拿大,是一个包括所有欧洲国家和北美的安全机构,使命是,为成员国就欧洲事务、特别是安全事务提供磋商平台。

《美国之音》23号报导,有评论说,美国主导的欧安组织和北约一样,“拉拢蒙古,遏制中国”的意图“不言而喻”。因为蒙古位于中俄之间,她的战略缓冲地位非常重要,为此,美国在蒙古设立了国际维和训练中心,并从2003年起同蒙古军队举行一系列军事演习。

报导指出,蒙古长期在苏联势力范围之内,苏联解体后,蒙古实行了多党民主制并改善和美国的关系。而蒙古和中国的关系近年也发展很快,中国已取代俄罗斯,连续十多年成为蒙古最大贸易伙伴国。

不过,分析人士表示,因为蒙古感到夹在中国和俄罗斯之间,确实有点压力,因此需要选择更多的战略空间,而提出“第三邻国”概念。近年来,蒙古实际上将一些国际组织和地区安全组织也看成是“第三邻国”。

拦轿申冤遭拘留 云南公安撤销处罚

今年9月8号,在中共总理温家宝到云南省彝良县视察地震灾情时,有20多村民跪在路上,拦住温家宝的车队喊冤,虽然当时温家宝表示,这是农民的基本权利,不要拦阻,但是事后,彝良县公安局对为首的妇女梁永兰,处以行政拘留7天。

11月23号,云南昭通市公安局在网站发出消息表示,当局于21号“撤销对梁永兰作出的行政拘留处罚决定”。

有媒体报导说,梁永兰缴纳了1000元保证金,才被提前释放。不过,这个案子引起大陆网友的围观和评论,当地警方随后把保证金退回给了梁永兰。

进京探望儿子被劳教 子微博求助

重庆当局刚刚释放了因为“转发微博被劳教”的村官任建宇,最近,舆论又再呼吁兰州公安尽快释放“北京理工大学”研究生郭大军的母亲赵梅福。郭大军母亲进京探望儿子,被当成陈情人员关进劳教所,再一次令中国民众质问“劳教制度”的违法性和随意性。

《美国之音》报导,郭大军在微博上说:50多岁的妈妈背着家乡的油饼、核桃到北京看他,回家时在北京火车站候车大厅由于衣着破旧被以为不法份子,查身份证后,由于曾经陈情过,被认定再次陈情,被兰州市公安局带回兰州,劳教一年并拒绝亲属探望。

郭大军的微博立即被中国网民转发数千次,同时引起中国媒体的关注。

As its neighboring country, Mongolia formally joined OSCE
(Organization for Security and Co-operation in Europe) on Nov. 22.
OSCE includes countries from Europe, America and Canada.

It is a security-oriented organization covering
all European countries and North America.
The mission is to provide a consultation platform
for members on European affairs, particularly security affairs.

On Nov. 23, Voice of America reported that a commenter
claimed the US led OSCE, which is the same as NATO,
to “win over Mongolia in order to restrain China.”

“Mongolia is located between China and Russia,
its location is very important,” a comment said.
Thus, the US launched peacekeeping forces
and a training center in Mongolia.
Since year 2003, the US had held a series of military drills
with the Mongolian army.

The report said that Mongolia was controlled
by the former Soviet Union for several years.
After the Soviet Union collapsed, Mongolia implemented
a multi-party democratic system, improving its relations with the US.
Mongolia and China's relations also developed rapidly.

China has replaced Russia as Mongolia's largest trading
partner over the past 10 years.

However, analysts said that Mongolia was sandwiched
between China and Russia, feeling pressured.
Thus it needs to choose more strategic space, and put forward
the concept of “third neighbors.”
In recent years, Mongolia has actually considers some
international organizations and regional security organization as its “third neighbors.”

Detained Villager in Yunnan Released

On Sept. 8, when Wen Jiabao visited earthquake impacted
areas in Yiliang county in Yunnan province,
20 villagers kneeled down in front of Wen's car and
told Wen about their mistreatment by local authorities.
Wen said that this action was villagers' basic right,
and that they shouldn't be stopped.
Later, villager Liang Yonglan was detained
by Yiliang county police for 7 days.

On Nov. 23, Shaotong police in Yunnan province issued
a notice on their website stating that the authority “dismissed Liang's charges on Nov. 21.”

Some media said that Liang paid 1000 Yuan (US$160)
for the early release.
However, the case caused widespread discussion of netizens.
Later, the local police returned money to Liang.

Son Urges for Release of Mother Who Was Sent to Labor Camp

Chongqing authority released “village official,” Ren Jianwu,
who was jailed for circulating microblog news.
Recently, netizens also urged police in Lanzhou to release
Zhao Meifu, mother of Guo Dajun, a student from Beijing Institute of Technology.

Voice of America reported that Guo Dajun posted
the following message on his microblog:
“50-year-old mother carries hometown products,
pancakes and nuts on her way to Beijing to visit me.
On her way home, in the waiting hall at Beijing Railway
Station, she was considered a criminal due to her poor dress.
After checking her ID, police from Lanzhou took her back
to Lanzhou and sentenced her to labor camp for one year.
No visitors are allowed to see her.”

Guo Dajun's posts were immediately circulated by netizens
over one thousands times, which drew media attention.
