【禁闻】中国人民头上的一个天大包袱

【新唐人2013年03月28日讯】中国大陆自2011年起已经连续三年“维稳费用超过军费”。不过在所谓的官方预算当中,并没有“维稳开支”这一说法,最接近的是“公共安全预算”。25号,大陆财政部网站公布今年度中央财政预算,其中“公共安全预算1,289亿”,武警占1,006亿。分析指出,对中共政权来说,它最大的威胁不是外来的侵略,而是中国人民。同时,中共用于维稳的庞大投入,已经成了中国人民头上的一个天大包袱。

财政部网站公布的2013年中央财政预算中,“公共安全预算”为1,289.89亿元,比2012年实际执行的支出数字增加106.43亿元,增长9%。而在今年的“公共安全预算”中,武装警察预算为1,006.34亿元,比去年实际执行的支出增加了92.96亿元,增长10.2%。同时,今年的公安预算为143.55亿元,比去年的支出增加了10.39亿元,增长7.8%。

“英国广播公司”《BBC》查看中国大陆财政部提交的《关于2012年中央和地方预算执行情况与2013年中央和地方预算草案报告》,发现报告正文中只提到今年度的“公共安全支出”预算为2029.37亿元,增长7.9%。在附表11当中,“公共安全”一栏显示“2012年执行数目为7,077亿元”,“2013 年预算数目为7,690亿元”。

美国“南卡罗莱纳大学艾肯商学院”教授谢田表示,预算报告正文提出今年将支出2,029亿元在“公共安全”上,但实际却是1,289亿,可以看出,中国的财政预算有很大的随意性和随机性。谢田说,预算差距这么大,一个正常的国家,是没法运作的。

美国“南卡罗莱纳大学艾肯商学院”教授谢田:“中共政府,在涉及到公共所谓的公共安全,也就是他们自己的所谓维稳方面,实际上这个预算的数据是有很大的水分的,随意的增加、减少,或者甚至造假。”

谢田指出,中国的维稳经费,已经连续多年超过军费,对中共政权来说,它最大的威胁,不是所谓的外来侵略,而是中国人民。

谢田:“就是中国共产党,实际上已经完全跟中国人民对立,并且把维稳,就是用高压手段,强制和暴力的手段来镇压人民。”

时事评论员林子旭则表示,“公共安全预算”和中共每年的实际“维稳支出”,有着非常大的差距,如此庞大的数字,中共绝不敢拿到桌面上讲。

时事评论员林子旭:“现在中共的统治危机四伏,维稳费用可以说就是一个无底洞,中共对此根本就无法作出准确预估。与此同时,整个中共维稳系统的人员,捏住了中共怕死的这个软肋,疯狂的在这里面腐败,十万元能搞定的事情,这些人要一百万,没有甚么事情的时候,这些人也会制造事端来要钱,这样一来中共的维稳支出,必然是越来越大。”

《德国之声》的评论文章指出,中国安全开支惊人的另一个主要原因是,负责“维稳”的公安及政法委系统夸大维稳难度,炮制出越来越多的“假想敌”,假借维护“国家安全”的名义,获取更多的经费。

谢田:“中国(中共)的所谓维稳并不是维护公共安全,它实际上是维护共产党的利益集团,而政法委在中国维稳的花费,我们从过去的十几年镇压法轮功就知道了,它实际上,是没有上限的。维稳对他们来说,实际上是完全没有上线,予取予夺,愿意用多少就用多少。”

谢田指出,可以看出,中共的维稳,包括预算数字前后不一,和真实数字的庞大性,已经成了中国经济的一个巨大肿瘤,也是中国人民头上的一个天大包袱。谢田认为,这也是中共政权对中国人民犯下的一个重罪。

Chinese People's Huge Burden

Since 2011, Mainland China's"stability maintenance"
spending has been more than its military spending.
However, stability maintenance expenses
do not officially exist.
The closest thing to it is the" public safety budget."

On 25th March, the Ministry of Finance website published
the central budget for this year.
It stated, a public safety budget of 128.9 billion Yuan,
in which armed police accounted for 100.6 billion Yuan.
Analysts pointed out that the Chinese Communist Party
(CCP) considers the Chinese people its biggest threat instead of foreign aggression.
At the same time, the CCP's huge investment for maintenance
of stability has become a huge burden for the Chinese people.

A public safety budget of 128.9 billion Yuan shows
an increase of 10.6 billion yuan,
a 9% increase over the actual expenditure figure in 2012.

This year's budget for armed police of 100.6 billion shows
an increase of 10.2% compared to 929.6 billion for last year.
At the same time, the public security budget for this year
shows an increase of 7.8% more than last year's actual expenditure.

"BBC" found, from central and local budget reports
submitted by the Ministry of Finance,
that the public safety expenditures budget of 202.937 billion
Yuan for 2013, was an increase of 7.9% from 2012.
However, in the supplemental reports, the "public safety"
column shows 707.7 billion for 2012 and 769 billion for 2013.

Professor Xie Tian, at University of South Carolina
Aiken Business School said that
the budget report proposed expenditure of 202.9 billion
on public safety, but it is actually 128.9 billion Yuan.
This shows that there is a lot of room for randomness.

Xie Tian said, such a huge gap in the budget will not
happen in a normal country.

Professor Xie Tian: "Regarding public safety,
the CCP is talking about their own safety.
There is a lot of flexibility within the budget.

That means they can increase it, decrease it,
or even make things up."

Xie Tian pointed out that for years, China's stability
maintenance spending has surpassed the military spending.
For the CCP, its biggest threat is not foreign aggression,
but the Chinese people.

Xie Tian: "That means the CCP chooses to confront
people, and is using iron-handed, coercive and violent means to suppress the Chinese people."

Political commentator Lin Zixu said, the public safety budget
is far more than the stability maintenance expenditure.
It shows such a large difference that the CCP
is afraid to openly address it.

Lin Zixu: "Under CCP rule, there are crises everywhere.
Stability maintenance spending can be a bottomless pit.
The CCP has no way to give an accurate estimate.

At the same time, corrupt officials find
this loophole and get rich.
A job costing 100,000 yuan can easily turn into one million.
When the whole world is at peace, they create chaos.
Therefore, the CCP's maintenance expenditures
are getting bigger and bigger every year."

"Deutsche Welle" pointed out that the main reason
for China's safety spending is the Ministry of Public Security
and the Politics and Law Committee like to exaggerate and
concoct a growing number of "imaginary enemies",
under the guise of safeguarding national security
to obtain more funding.

Xie Tian: "The CCP's stability maintenance
is not for public safety.
It is actually to safeguard the interests Group of the CCP.

Judging by the persecution of Falun Gong from the past
ten years, we know that funding for the Political and
Law Committee has had no upper limit—
it gets whatever it needs."

Xie Tian points out that the CCP's stability maintenance
shows inconsistent budget figures, which have turned into a huge economic tumor.
That is also a great burden for the Chinese people.

Xie Tian believes that the CCP has committed
a crime against the Chinese people.
