【禁闻】习奥峰会前 美外交官急见郑恩宠

【新唐人2013年05月28日讯】周一,美国白宫宣布,美国总统欧巴马六月初将和中共新领导人习近平,在加州农庄会晤。而周三,美国驻上海领事馆领事孟儒生,紧急跟上海维权律师郑恩宠见面,了解中国维权律师现状。之后上海警方表示,已经批准郑恩宠赴香港的讲学计划,催促郑恩宠速速前往香港。对于当局的催促,郑恩宠怀疑中共当局在中美峰会之前想粉饰形象,而把他作为一颗棋子。

5月23号上午,郑恩宠成功突破警方24小时的跟踪监控,在上海繁华地段餐厅,会见了美国驻上海领事馆政治处处长孟儒生。孟儒生询问了郑恩宠的境况和其他中国律师的情况,并表示要把这些情况写成报告呈交上级,为今年七月中美人权对话做准备。

上海律师郑恩宠:“他意图很明显的,说在今年七月份要举行中美人权谈判,当中,要重点关注律师方面的问题。我就把今年四月八日,香港中文大学法律学院人权与公义研究中心艾华教授,亲自签署的邀请函,邀请我五月中旬到香港,做题为中国的土地制度和城市建设的学术演讲,并作短期的学术交流。”

据传,现任中共中央政治局常委俞正声,去年在上海律师干部会议上讲话,他说,上海有3%的律师不听话,还点了郑恩宠和北京律师倪玉兰的名字。美国领事孟儒生表示对俞正声的讲话感兴趣。

郑恩宠:“(俞正声说)郑恩宠律师和倪玉兰律师,我们在法律上讲不过他,法理上搞不过他,但是我们有权停他的饭碗。所以他们对我的定性倒不是泄漏国家秘密了。就是我根本干不过你,我用行政手段把你干掉。6.40后来我了解了,这是中共中央政法委一个会议上讲的话,而且这个讲话最原始的稿件就是周永康。”

在郑恩宠跟美国外交官会面之后的当天晚上七点钟,上海市公安局突然派一名官员找郑恩宠谈话。他抱怨郑恩宠面见美国外交官,并说正在抓紧审批郑恩宠赴香港讲学的事情。他说,上海当局已经批准,并已经上报给中央政法委。5月24、25号,上海警方再次找郑恩宠谈话。

郑恩宠:“他说我们对你特别宽松,他说你们抓紧准备,我们这次不仅要批准你走,还要批你爱人一块走。他说我们要亲自把你送到香港去。我到香港去你要跟我见面。我感到,他们怎么突然之间对我是这个态度了呢?我感到可能习近平在六月七日、六月八日和美国人谈判当中,他感到如果他在公开场合,对中国维权律师继续打压的话,他感到是压力。”

郑恩宠指出,习近平新任命的中央办公厅副主任丁薛祥,是原上海市政法委书记。丁薛祥对郑恩宠的情况十分了解。

郑恩宠:“所以习近平,我个人分析,他可能在第一时间了解到这个情况,他感到美国外交官可能要提出这个问题,他所以抢先在我身上先放你走,放你太太走,你们美国人不要在郑恩宠身上做文章。实际上他把我当棋子。我认为我感到不舒服。你怎么能把我当棋子呢?”

郑恩宠批评,因为他跟美国外交官谈话了,中共当局就突然对他个人宽松了,为的是在中美峰会之前粉饰太平。但是,他表示,实际上中国大陆的律师现在受到严厉打压。上海有些律师不能随便外出,到法庭上有便衣警察在跟踪他们,如果离开法庭要坐他们的警车。在全中国来看,有的律师被剥夺注册资格,有的律师被从法庭上赶出来。现在广西有两个律师在绝食。

郑恩宠告诉孟儒生,中国维权律师人数很多,并且凝聚起一股力量。台湾“美丽岛事件”在大陆可能很快就要到来。

US Consulate Met Deng Enchong Right before China-US Summit

This Monday, the White House announced that U.S. President
Obama is going to meet with the CCP (Chinese Communist Party) new leader Xi Jinping on a farm in California.
This Wednesday, Meng Rusheng, Diplomat
at the U.S. Consulate in Shanghai, met Deng Enchong
in Shanghai in a hurry to learn about the current situation
of human rights lawyers in China.
Later, Shanghai police claimed that Deng Enchong’s
scholar visit to Hong Kong had been approved.
Deng Enchong suspects that the CCP’s authorities
are trying to present a false appearance of peace
and prosperity before the China-US Summit,
and that he was used as a tool.

On the morning of May 23, Zheng Enchong broke through
the CCP’s 24-hour tracking and monitoring and
successfully met Meng Rusheng, Director of the
Political Department at the U.S. Consulate in Shanghai.
Meng Rusheng asked about Zheng Enchong’s current
situation and the situation of other lawyers in China.
Meng Rusheng said that he is going to write a report
on their conversation and send it to senior authorities
so as to get prepared for the human rights dialogue
between China and the U.S. in July.

Deng Enchong, lawyer in Shanghai:
“Meng Rusheng’s intention is very obvious.
The conversation was for the dialogue on human rights
between China and the U.S. Treatment of lawyers is one of the focuses.
I showed him the invitation letter I received on April 8
from Professor Aihua from the Law School of Honk Kong Chinese University.
Professor Aihua signed the invitation letter and invited me
to speak on China’s land policy and city construction as a visiting scholar.”

It’s said that Yu Zhengsheng, member of the CCP’s Standing
Committee who spoke at one of the official conferences last year,
mentioned that 3% of lawyers in China are rebellious.

Yu mentioned that Deng Enchong and Ni Yulan
(a lawyer in Beijing) are two of them.
Meng Rusheng showed interest in Yu Zhengsheng’s speech.

Deng Enchong: ”Yu Zhengsheng said that we couldn’t beat
Deng Enchong and Ni Yulan with legal knowledge but we could deprive them of their jobs.
Therefore, the authorities stopped claiming that
we disclosed national secrets, but deployed political means to make us unemployed.
Later, I learned that Zhou Yongkang originally made this speech
in one of the conferences of Politics and Law Committee.”

On the same day that Deng Enchong met the U.S. diplomat,
an official from the Shanghai Bureau of Public Securities talked to Deng Enchong at 7pm.
The official complained about Deng’s meeting with the U.S.
diplomat and mentioned that they were working on Deng’s academic visit to Hong Kong.
The official also said that Shanghai authorities
already approved his trip to Hong Kong and submitted
the request to the CCP’s Central Politics and Law Committee
for further permission.
On May 24 and 25, Shanghai police talked
to Deng Enchong again.

Deng Enchong: “The police told me that
they are very relaxed with me.
He told me to get prepared to go to Hong Kong and
I could even take my wife with me.
He also told me that they are going to escort me to Hong Kong.

I am surprised that their attitude toward me has changed
all of sudden.
I think that it’s probably related to the approaching meeting
between Xi Jinping and the U.S. on June 7 and June 8.
If it’s known that lawyers in China are suppressed publicly,
Xi might have to go through pressure.”

Deng Enchong stated that Ding Xuexiang,
current Associate Director of the Central Office
and former Sectary of Shanghai Politics and Law Committee,
knows Deng Enchong’s situation very well.

Deng Enchong: ”I personally think that
Xi Jinping learned about my situation from Ding Xuexiang.
Xi was aware of what questions the U.S. might possibly
ask me.
Therefore, Xi would allow me and my wife to go to Hong
Kong so that the U.S. can’t make a deal with my case.
In fact, Xi is using me as a tool. I am not very comfortable
about it. How can you use me as a tool?”

Deng Enchong criticized the CCP’s authorities for
presenting a false appearance of peace and prosperity before the China-US Summit.
Right after he had a conversation with the U.S. diplomat,
the CCP’s authorities became relaxed with him.
As a matter of fact, a lot of lawyers in China
are severely suppressed.
Some lawyers cannot even walk out freely and plainclothes
police have been tracking and monitoring them even in the court.
When they get out of court, they are asked to get into
police cars immediately.
Across China, some lawyers are not allowed to register
and some lawyers are even driven out of the court.
Right now two lawyers in Guangxi are on a hunger strike.

Deng Enchong told Meng Rusheng that there are many lawyers
in China working on human rights, forming a strong force.
Taiwan’s “beautiful island event” will soon take place
in China.
