【新唐人2013年06月08日讯】中国大陆的暴力拆迁,使中国社会官民冲突越演越烈,也成为中国大陆人权状况每况愈下的重要证据。中国《民生观察》网站日前发布了2013年5月“中国拆迁与征地暴力指数”,希望外界对这一现象进行进一步的关注和警醒。通过一系列的信息和案例,《民生观察》将5月的拆迁与征地暴力指数评定为“高++”,也就是有两张暴力标志。
6月6号,《民生观察》网站发布了第24期的“中国拆迁与征地观察”,列举了一些5月发生的典型事件与报导。其中包括:河南郑州航空港区遭强拆,老农半夜被乱棍打死﹔湖北恩施野蛮强拆,村民冯大华身中28刀命危血腥事件﹔南通通州发生两重一轻的强拆血案﹔广西博白千人残暴强拆、村民被推下楼打断腿事件﹔湖南又现自焚悲剧,江苏省海安县非法拆迁逼死人命等。
时事评论员蓝述:“这种就是官逼民反,民不得不反。全国各地因为强拆、征地,已经发生了多少起大规模的民众抗争事件,数都数不过来了。但是拆迁、强征仍然停不下来,就是背后巨大的利益摆在那,所有的官员都要分一杯羹。那些强拆的官员做的事情,他们不负任何法律责任。”
时事评论员蓝述还指出,强拆、征地等统统都是体制问题,不可能解决。
蓝述:“现在之所以能够维持这个庞大的政府集团继续存在下去,主要就是卖地。问题是,你卖出去的地住户不搬走的话,开发商他就不会买这个地,他的前提条件是政府能够把这些人赶走,同时反过来说,开发商如果不进去开发,这些政府官员又不能从开发商那里拿到回扣、拿到好处。所以在这种情况下,政府官员和开发商他们就是同一条贼船上的。”
由于暴力拆迁征地引发的民怨极大,5月,中共几大媒体分别发表相关文章,如《人民网》刊文“仅靠文件能管住‘暴力拆迁’吗?”、《学习时报》的“法治化处理拆迁矛盾”,以及央视《新闻调查》播出的报导——《头号难题》。
但这些文章对于中共“黑社会式”的强拆浪潮,是否能起到作用呢?
大陆“权力运动”组织发起人胡军分析,现在中国面临着产业结构失衡的问题,原因就是公权力介入市场,而且不受制约。
大陆“权力运动”组织发起人胡军:“要想解决这个经济问题,它又是一个最重要的政治问题,就是还权于民的过程,就是对公权力进行遏制,那么就需要有一个监督的机制,比如自由开放的言论,那么这样的结构就会造成中共的整个权力被解体。”
胡军指出,如果中共不解体,继续掠夺中国百姓,不仅经济发展不了,同样中共整个体制也会崩溃,因为维持这个体制需要大量的财政支持。而中共对中国百姓进行的残酷掠夺看似强大,但是整个体制已经完全腐败,这也就决定了它一定会走向灭亡。
胡军:“你去抢劫得越凶悍,农民为了他的生存,矛盾冲突就加剧,你就得提高维稳费。但是维稳费用的最终产生在哪里?还是农民,还是我们真正产业的中国老百姓,他们是创造财富的人。你去抢劫他?一个是不生财,第二就是造成矛盾激化,造成体制要崩盘、崩溃,这就是中共体制无法解决的一个死结,也注定了中共这个体制要分崩瓦解。”
在这期的“中国拆迁与征地观察”中,还提到了,5月3号晚,贵州省黔东南苗族侗族自治州三穗县工业园区内,一起因征地纠纷引发的严重警民冲突。上千村民围攻警察和开发商,五辆警车、一辆开发商轿车被砸毁掀翻。村民掀翻警车后,从警车里搜出了大量红包。

High++: Index for China's Violent Evictions Housing Demolition and Land Acquisition
Housing demolitions in Mainland China involving
violent evictions have increased the intensity
of conflicts between officials and Chinese citizens.
It has become an important indicator for the
worsening of human rights in Mainland China.
The China Minsheng Guancha website recently
published the May 2013, “Index of Violence
for Housing Demolition and Land Acquisition”.
Through this, they hope they are able to raise
more awareness internationally, of this violence.
Through a series of case studies, and information,
Minsheng Guancha gave a violence index of
“High ++” Housing Demolition and Land Acquisition.
On June 6, Minsheng Guancha website
published the 24th edition of “China Housing
Demolition and Land Acquisition Observer”.
It listed some examples of typical events,
and related reports that occurred in May.
For example, it listed that an old farmer was
beaten to death at midnight, during a demolition
of Zhengzhou airport area in Henan province.
In Enshi City of Hubei province, a farmer named
Feng Dahua was left dying after being stabbed 28 times.
The brutal attack by the authorities
took place during housing demolition.
In Tongzhou city of Jiangsu province, there were
three people injured, with two hem seriously.
In Bobai city of Guangxi province, a thousand people were
hired by the local government to enact brutal demolitions.
Many villagers were pushed down the staircase,
and were beaten until their legs were broken.
In Hunan province, there was a self-immolation tragedy.
In Hai'an city of Jiangsu province,
people died during illegal demolitions.
Lan Shu, political commentator: “Action by officials is
forcing people to fight back, and people are fighting back.
In all regions in China, there are countless incidents
arising from brutal demolitions and land acquisitions.
However, demolitions and land acquisition
involving violent evictions, haven't been stopped.
This is because there are huge benefits behind it,
and all the officials want to share in these benefits.
Those officials who used violence during
demolitions didn't take any legal responsibilities.”
Lan Shu also pointed out that housing demolition
and land acquisition are systemic issues within
the regime which is impossible to be solved
by the Chinese Communist Party (CCP).
Lan Shu: “The reason why this giant
regime can exist now is that it sells it's land.
The problem is if the occupants haven't vacated,
then the land developers won't buy the land.
So the precondition of the developer is that the
government needs to move all the people off the land.
We can also look at it from another point of view.
If the developer didn't develop this land,
officials won't get money from the developer.
In this kind of situation, the officials and the
developers are standing in the same shoes.”
Since violent evictions have triggered huge grievances,
the CCP has published related articles in its several
of its major state controlled media in May.
For example, People's Net published “We Can Only
Rely On Official Notice to Control the 'Violent Demolition'”.
Learning Daily published “Conflict of
Demolitions Solved by Legalization”.
CCTV broadcasted “the Number One Difficult
Problem” during its News Investigation program.
Can these articles help stop the gangland style
violent evictions and demolitions by the CCP?
Hu Jun, founder of the Mainland China “rights
movement” organization analyzed the situation.
The imbalance of the economy that China
is now facing is caused by the impact of the
authorities interfering in the market without restriction.
Hu Jun: “To solve this economic issue, which is also an
important political issue, is to give the power to the people.
This also means limiting the power wielded by the authorities.
Then it needs a monitoring system,
which includes freedom of speech.
This kind of structure will disintegrate the CCP.”
Hu Jun highlights that if the CCP isn't disintegrated
now, it will plunder from Chinese people continuously.
Then it is not only the economy that will suffer,
but also the CCP system will disintegrated.
This is because it needs huge financial support.
The brutal plundering that the CCP has done
appears to be powerful, but the whole CCP
system is completely corrupted, and fragile.
This indicates that it is heading towards it's end.
Hu Jun: "The more aggressive the CCP acts, the more
intense the conflict, because the farmers need survive.
Then CCP needs to increase its
funding of maintaining stability.
But where do these maintaining stability funds come from?
It's from the farmers. It's from the Chinese
people who are working in the industries.
They are the ones who create the wealth.
They are the ones that are robbed?
It can't create any value, but only intensify conflict,
making the CCP system even more corrupt.
This creates a deadlock for the CCP that it can't
solve by itself, which determines its eventual collapse.”

On the evening of May 3, land acquisition triggered
a serious clash between people and police in the
Industrial Park of Sanhui County, Southeast Qian
Miao Autonomous Prefecture, of Guizhou Province.
There were almost a thousand villagers
surrounding the police and developers.
They overturned 5 police cars and one developer's car.
The villagers found a lot of Red envelopes
in the police cars after they overturned them.
