11月15号,中共当局公布十八届三中全会通过的改革决定全文,内容包括废除劳动教养制度、提高国企上缴公共财政比例、启动“单独”二胎政策等。中共自称这是全面深化改革,但是,外界并不看好。

大陆人权人士担忧,废除劳教制度后,中共对异议人士、信仰团体的迫害,可能采取更为隐蔽的方式。

至于国企改革,大陆经济专家茅于轼分析说,中共的特殊利益集团仍然难以撼动。

据中共公布的全面深化改革决定,大陆国企上缴公共财政的比例,到2020年提高到30%。

据台湾《中央社》报导,茅于轼表示,国营企业的利润应该属于全民,也就是股东,应该全部上缴,再由股东决定国企的发展问题。但是,根据中共的这个新决定,到2020年上缴比例还是只有30%,这一项就说明中共新领导层管不动待殊利益集团。

而计划生育政策问题,茅于轼也认为与利益问题有关。

四维权律师控告黑龙江洗脑班

11月15号,大陆四位维权律师,江天勇、唐吉田、梁小军、王成,前往黑龙江建三江农垦区检察院,控告前黑龙江农垦总局法制教育基地(青龙山洗脑班)非法关押公民,涉嫌非法拘禁罪。

这四位律师是代理被非法关押在“青龙山洗脑班”的四位法轮功学员的律师。14号,他们与当事人家属一起,到“青龙山洗脑班”,要求会见那四名法轮功学员,但是,遭到拒绝。

洗脑班负责人房跃春还叫来警察,试图以“扰乱办公秩序”为由带走律师,律师们指控洗脑班非法拘禁公民,警察无理,只得离开。

随后,几位律师在洗脑班外大声呼喊,要求放人,并指出洗脑班未经法律程序非法拘禁他人,涉嫌犯罪。

事件曝光后,引起网友关注,纷纷谴责当局设黑监狱迫害公民。

有网友评论说,废了劳教所,建了新基地。也有人估计,劳教制度被结束以后,这样的“法制教育基地”可能会大量出现。

两家外媒中文网站在中国被封

香港英文报纸《南华早报》11月15号报导,英国《路透社》和美国《华尔街日报》的中文网站,当天在中国大陆被封锁。但是,两家媒体的英语网站仍可正常浏览。

New Chinese Communist Party Reforms Not Echoed by Scholars

On November 15, the Chinese Communist Party
(CCP) unveiled it's key reform decisions from the
Third Plenary Session of the 18th Central Committee.

It included abolishment of the "reeducation through
labor" system, more public gains from state-owned
capital, and relaxing China's one-child policy.

The CCP claimed the changes were made to deepen
reforms, but have received little recognition internationally.

Chinese human rights activists are concerned that, even
if the regime does abolish reeducation through forced
labor, it is likely to continue suppressing dissidents and
those with religious beliefs, but will do so in other ways.

Mao Yushi, a Chinese economic analyst, commented
on proposed reforms of state-owned enterprises.
This will not be able to reform the way corrupt
interest groups benefit inside the party.

According to the announced reform decisions,
Chinese state-owned enterprises will have to
turn in a larger part of their profits to the public.

The percentage is planned to increase to 30% by 2020.

Mao Yushi spoke with Taiwan's Central News Agency.

Mao believes all profits of state-owned enterprises should
be returned to the public, who are the real shareholders.
Their business development plans should also
follow the decisions of these “shareholders”.
However, the CCP's latest decision only requires them
to hand over 30% of profits back to the Chinese people.
This alone indicates that the new party leaders are
not able to seriously touch current interest groups.

In addition, Mao also remarks that any change in one-child
policy is still impeded by vested interests of special groups.

Four Lawyers Sue Brainwashing Center in Heilongjiang
for Illegal Detentions


On November 15, four Chinese lawyers, named
Jiang Tianyong, Tang Jitian, Liang Xiaojun and
Wang Cheng, went to Jiansanjiang Reclamation
Area’s district procuratorate, in Heikongjiang Province.
They filed a lawsuit against the "Law Education
Base of Heilongjiang Reclamation Bureau."
This Bureau is also known as Qinglongshan
Brainwashing Center, and the allegations
were for the illegal detention of citizens.

These four lawyers represent four Falun Gong
practitioners, who are illegally imprisoned
in the Qinglongshan Brainwashing Center.

They visited the center on November 14 together with family
members of their clients, and requesting meetings with them.
The center denied their requests.

The director of the center, Fang Yuechun, called
the police and asked them to take away the lawyers.
This was on the grounds of "disturbing their work".

The lawyers refuted his words and accused
the center of illegal detention of citizens.
The police finally had to leave, having
no reason to be able to arrest the lawyers.

Subsequently, the lawyers spoke loudly outside
the center, calling for the release of their clients.
They pointed out that it was a crime for the brainwashing
center to detain their clients, without any legal procedures.

After being reported, the story later
drew a lot of attention from netizens.
Many of them criticized the CCP regime
for persecuting citizens in black prisons.

A netizen commented; "abolish a reeducation through forced
labor camp here, and build a brainwashing center there".
Others speculate that such "law education centers"
will be established on a large scale after the abolition
of the reeducation through forced labor system.

Chinese Language Reuters and Wall Street Journal
Blocked in China


According to a report on November 15 by Hong Kong's
South China Morning Post, the Chinese language
websites for Reuters and the Wall Street Journal
have been blocked by the Chinese regime.
However, their English language
websites can still be accessed.
