【新唐人2013年11月28日讯】连续两天,近百名山东青岛市黄岛居民,聚集在黄岛区政府门前广场,要求搬迁。居民表示,周围的化工厂经常排放有毒气体和污染物。这次黄岛东黄输油管道泄漏爆炸事故,引发的多处爆炸点之一,就发生在“丽东化工厂”门口。一名黄岛居民对本台记者强烈呼吁﹕“丽东化工厂”撤出青岛市。
黄岛发生的爆炸点之一包括“丽东化工厂”附近。这家化工厂生产“对二甲苯(PX)”剧毒化合物。《中国新闻网》记者23号傍晚探访事故现场时惊讶的发现,在距离爆燃中心百米之遥的“丽东化工厂”围墙内,竟然伫立着十几个大型不明化学原料储存罐,万一受到爆燃影响发生爆炸或泄漏,后果将不堪设想。
而大陆《财新网》记者事后看到,“丽东化工厂”靠近爆炸点的东面几十米围墙,已全部倒塌﹔由爆炸产生的裂缝伸进厂区大概十多米,不少树木横倒在狭长的裂缝中﹔“丽东化工厂”竖立着的5根金属旗杆也已呈45度倾斜。在“丽东化工厂”区,至少死亡6人。
黄岛居民对《新唐人》表示,如果下一次爆炸波及毒气罐,后果将更加难以想像。他强烈呼吁“丽东化工厂”撤离青岛。
山东青岛市黄岛区居民A先生:“丽东化工,是个毒气弹放在这边。快点滚蛋吧。你说一炸,真的把那个厂给炸了,炸了以后我们青岛市就没有人住了。”
黄岛目前分布着包括“中国石化青岛炼油化工公司”、“丽东化工有限公司”、“黄岛油库”,以及青岛市其他主要石化下游企业、码头、物流等公司。
2005年,“丽东化工厂”开始建设一期项目﹔“青岛炼油”于2008年建成投产。这些企业当年选址时就遭到当地居民反对,闹过好几次。当地多位居民对《财新》记者表示,感觉像“一直生活在几颗定时炸弹上”。而爆燃事故发生后,再次激起了黄岛当地居民的搬迁要求。
不愿透露姓名的A先生表示,本周六当地民众将举行游行。
A先生:“听说星期六要游行。让丽东化工走,黄岛没法呆了。死了那么多人。你看那个地面炸成甚么样了?只死了那么几个人?肯定不止。你看那个路都翻起来了。”
A先生说,“丽东化工厂”最初想落户福建,结果遭到驱逐,就跑到青岛来了。
A先生:“青岛人比较老实。当年这个项目来的时候,福建人不让它呆。它就走了。跑到我们这边就撵不走。青岛人老实就老实在这里。大家死了这么多人。有良心的人都得考虑考虑了。要不搬企业,要不搬居民。”
另外,一名黄岛孙姓居民也对城市周围的化工厂感到担忧。
山东青岛市黄岛区居民孙先生:“西海岸这边本来就不错的,挺适合居住的。但是他把重工业都放在西海岸这边的话,肯定感觉不舒服。挺担心的。它跟空气污染指数挂钩,污染也挺厉害的。”
这位孙先生过去听说过化工厂油库爆炸起火的事情。
据《财新网》报导,2004年,青岛市在黄岛区划出重石化工业片区。2006年,一个千万吨级的“青岛大炼油”工程开工建设,这是由“中石化”、和山东省政府、及青岛市政府三方共同出资设立的“青岛炼化公司”承包工程项目。到去年(2012年)为止,青岛炼油总加工能力达到每年2300万吨﹔而对二甲苯(PX)生产规模为每年210万吨,其中包括青岛“丽东化工”的70万吨,和“中石化”的140万吨。
对于爆炸事故的责任,中石化和地方政府却互相推脱。
美国《华尔街日报》11月26号报导说,“中石化”的代表声称,公司2011和2012年曾向山东潍坊市环保局提交了彻底检修部分管线的计划,但计划被拒绝。潍坊市政府及环保部门的代表没有回覆置评要求。黄岛区政府发言人则对记者说,相关问题应该问“中石化”。

gigantic storage tanks containing unknown chemicals within
two hundred meters distance from the
explosion site on the evening of the 23rd.
Should any leak or explosion occur,
the consequences would be disastrous.
Caixin.com also reported, Lidong Chemical's east side walls
facing the explosion have all collapsed.
Road cracks caused by the explosion extend into the plant
more than 10 meters in length.
Many trees were found lying across the cracks.
Five metal flagpoles were also showing a 45 degree tilt.
At least six people were reportedly dead in the plant.
Huangdao residents told NTD, if the explosion happens again
and the toxic tanks were involved, the consequences would be
even more difficult to imagine.
He strongly calls for Lidong Chemical to move out of Qingdao.

petrochemical affiliated industries, docks and logistics.

These companies were opposed by local residents
ever since construction began.

The Sinopec oil pipeline explosion has once again reminded
people to demand relocation of the plant.

Mr. Sun has heard of the previous oil depot explosion.
According to Caixin.com, a heavy petrochemical zone was
designed in Huangdao in 2004.
In 2006, a 10 million-ton Qingdao refinery project
started its construction.
It is a project contracted by a Sinopec subsidiary company,
co-founded by Sinopec, the Shandong provincial government,
and the Qingdao Municipal Government.
In 2012, this project had reached an annual refinery capacity
of 23 million tons, and produced 2.1 million tons of PX,
0.7 million tons from Lidong Chemical and
1.4 million tons from Sinopec.
As for the explosion, Sinopec and local governments
shirk the responsibilities towards each other.
Wall Street Journal's November 26 report indicated that
Sinopec submitted plans to Weifang's Ministry of Environmental
Protection to overhaul sections of the pipeline in 2011 and
2012, but the plans were rejected.
Representatives from Weifang and its environmental protection
branch didn't reply to requests for comment.
A Huangdao municipal government spokeswoman
referred questions to Sinopec.
