【禁闻】谁是三峡腐败案背后的“老老虎”

【新唐人2014年04月05日讯】中国电力系统“长江三峡集团”3月下旬突然撤换董事长和总经理,人事安排才出现大地震,3月底,“三峡库首第一县”的秭归县又发生因水库诱发的地震,再次震出了“三峡大坝”的安全与腐败问题。中共前国务院总理李鹏的回忆录《李鹏三峡日记》透露,上届中共领导人江泽民主持制定三峡工程的重大决策。李鹏日记记载的是事实或是推责﹖还是中共权斗的另一幕,下面请看分析报导。

中国电力系统“长江三峡集团”,3月24号突然撤换董事长曹广晶、和总经理陈飞的职务。

今年2月17号,中纪委巡视组刚刚对“三峡集团”进行了巡视。巡视组向中央汇报指出:三峡集团一些领导的亲友插手工程建设,招投标暗箱操作,工程建设项目分包严重等问题。

中共前国务院总理李鹏家族与中国电力系统有着极深的关系。早前有媒体揭发,刚下台的曹广晶曾用“三峡集团”21亿元的巨额资金,收购李鹏女儿李小琳一家俬人公司近三成的股权。

有舆论认为,中共第五代领导人若以“三峡集团”为突破口,顺藤摸瓜、穷追猛打,一定能揪出诸多“电老虎”,不过也有舆论认为,李鹏不是现任领导人习近平要打的“老老虎”。

旅美中国问题独立评论员李善鉴﹕“其实三峡整个项目的贪腐是相当严重的,可是现在提三峡这个事情,其实也是江和习这两个集团,进一步较量的扩展。”

2003年出版的《众志绘宏图——李鹏三峡日记》里记载﹕“江泽民就任中共中央总书记以后,第一次出京考察的地方就是三峡坝址。1989年以后,所有关于三峡工程的重大决策,都是由江泽民主持制定的。”

李善鉴﹕“那么他(李鹏)说三峡,江做的决策。谁都知道三峡(大坝),现在是个大包袱,谁做这个事情谁就要负这个责任。李鹏他这么讲,他是推卸责任。现在对习近平来讲,不应该再开辟一个战场,再针对另外一个人。”

1997年,包括江泽民、李鹏、曾庆红、罗干等中共高层,出席了三峡工程大江截流仪式。

北京时政观察人士华颇﹕“ 江泽民跑不掉了,因为(三峡大坝工程)到底是在江泽民任上。无论是李鹏家族、江泽民家族,或是曾庆红家族,我想都从里边得到了巨大利益。”

原四川地矿局区域地质调查队总工程师范晓,日前向《新唐人》表示,三峡大坝工程上马,并没有科学、民主的决策过程,而且有意回避有关工程负面的影响,是一种政治需要,更多的是利益集团的利益需求。

李善鉴﹕“做为江系很想在这个时候让习近平、李鹏势力尽快的对立起来,让大家的注意力集中在这个上面。中国最大的贪污犯实际上是江泽民家族,现在,虽然三峡这个问题被提出来,其实还是围绕着习和江势力斗争的一个延续。”

旅德水利工程专家王维洛博士曾撰文披露,三峡工程资金的一半以上是老百姓在电费中支付的三峡基金,这是中共国务院特别为三峡工程开征的特种税,不用还本,也不用支付利息。王维洛质疑﹕三峡工程的总造价从571亿元增加到2000亿元,这些钱都流入了谁家的口袋?

华颇﹕“苦就苦在三峡的移民,他们背井离乡,得到很少的补偿,生活每况日下。而且,全国人民交的电费里面还要为三峡无偿奉献,我想这是中国的现况,但是很无奈﹗”

湖北省秭归县,继3月27号发生规模4.3地震后,30号凌晨再度发生规模4.7地震,还引发馀震数百次。地质学家分析,两次地震明显属于“水库诱发地震”,与附近三峡大坝有直接关联,后续还可能发生“强有感地震”。

自从三峡大坝开建以来,长江中下游连年出现反常气候:地震、大旱、高温、水灾、鄱阳湖几近干涸等灾难接踵而至。

Colossal Three Gorges Corruption Induces Earthquakes

In late March the Chairman and the General Manager of China Power
System's Three Gorges Group were suddenly replaced.
Right after these shocking personnel upheavals
at the end of March, a reservoir induced earthquake occurred at
“The First County of the Three Gorges Reservoir" Zigui County.

The earthquake highlighted security and corruption issues
of the "Three Gorges Dam.”
Former Chinese Communist Party (CCP) Premier Li Peng's memoires
Li Peng's Three Gorges Diary revealed that:
The CCP leader Jiang Zemin presided over all major decisions
of the Three Gorges Project.
Is Li's Diary fact based or a pretext to shift responsibility?
Is it another show of the CCP's internal power struggle?

On March 24, China Power System's Three Gorges Group suddenly
replaced Chairman Chen Fei and General Manager Cao Guangjing.

On February 17, 2014 the CCP Central Commission for
Discipline Inspection (CCDI) inspection teams
conducted Inspection of the Three Gorges Group.

The inspection teams reported back to the central government:

Families of some leaders of the Three Gorges Group
are involved in construction projects, with secret bidding operations
and serious issues with subcontracting.

Former CCP Premier Li Peng's family has deep roots
in the China power system.
Media reported earlier that the recently dismissed leader
Cao Guangjing once used the Three Gorges Group's 2.1 billion yuan
to acquire 30% of the stocks of a company owned by
Li Peng's daughter Li Li Xiaolin.

Some people pointed out that if the CCP Fifth-generation leaders
seriously use The Three Gorges Group as a breakthrough to find clues,
for sure they will get "electric tigers.”

Some also think that Li Peng is not the “Old and Big Tiger” that
current leader Xi Jinping wants to hit.

U.S. China Issue independent commentator Li Shanjian:
"In fact corruption at the Three Gorges project is very serious.
To bring up the Three Gorges is another issue in the conflicts
between Xi Jinping and the Jiang Zemin factions."

Li Peng's Three Gorges Diary states that:
"After Jiang Zemin became the CCP General Secretary,
his first trip outside Beijing was to visit the Three Gorges dam.

All big decisions of the Three Gorges Project were made by
Jiang Zemin since 1989.

Li Shanjian: "Then he (Li Peng) said Jiang was the decision maker
of the Three Gorges Dam.
Everyone knows the Three Gorges Dam is a huge problem.
Whoever caused this must bear the responsibility.
Li Peng is trying to evade his responsibility. Xi Jinping should not open
another battleground to target another person.”

In 1997, CCP senior leaders including Jiang Zemin, Li Peng,
Zeng Qinghong, Luo Gan and others
attended the Three Gorges River Closure ceremony.

Beijing political watcher Hua Po: "Jiang Zemin cannot escape:.
The Three Gorges Dam project was botched during his term.
Li Peng's family, Jiang Zemin's family or Zeng Qinghong's family,
I think they all got huge benefits from it."

Former Sichuan Geology and Mineral Bureau
Regional Geological Survey Team chief engineer Fan Xiao
recently told NTD that The Three Gorges Dam project was launched
without a scientific or democratic decision making process.
Negative impacts of the project were intentionally ignored.
It is a political necessity, more for the benefits of interest groups.

Li Jianshan: "The Jiang Zemin's faction would very much like
Li Peng and Xi Jinping to oppose each other,
and have people's attention distracted by this.

China's largest embezzler is actually the Jiang Zemin family.

Now, although the problem of the Three Gorges is raised,
it is still centered around Xi Jinping and Jiang Zemin's struggle."

According to an article by Germany based water conservancy
expert Dr.Wang Weiluo,
more than half of the Three Gorges Project funds
was sourced from people's electricity payments.
It is a special tax by the CCP State Council.
There is no need to return principal or interest.
Wang Weiluo questioned:

The total cost of the Three Gorges Project
rose from 57.1 billion yuan to 200 billion yuan.
where did the money go?

Hua Po: "Migrants suffered due to The Three Gorges .
They were forced to leave home and got little compensation.
Their life got poorer and more wretched.
People's electricity payments are axed for money for
the Three Gorges Project.

This is the current situation in China. Helpless!"

Since the 4.3 earthquake on March 27 in Zigui County
of Hubei Province, another earthquake of 4.7 happened again
on the morning of March 30, causing hundreds of aftershocks.

Geologists calculate that the two earthquakes were clearly
"reservoir induced seismic activity,”
directly related to the nearby Three Gorges Dam and
"stronger earthquakes” might happen later.

Since the start of The Three Gorges Dam Project, abnormal climatic
conditions have occoured at mid and late sections of the Yangtze
River in recent years:

earthquakes, drought, high temperature, floods, Poyang Lake
drying up and other disasters.
