【禁闻】警察见死不救 枪杀无辜引民愤

【新唐人2014年06月13日讯】最近,中国四川、山西两省各发生一起学生溺水事件,警察见死不救、救护车拒绝出动,导致学生错过宝贵的抢救时间而死亡,引起舆论关注。而上个月才发生多起警察枪杀无辜百姓事件,民情激愤,请看以下报导:

6月7号,四川省自贡市沿滩区联络镇,一名学生因救人溺水被村民打捞上岸后,警察坚持要等家属到场承担费用后才送医,导致学生错过抢救时间死亡。8号,当地数百师生和村民围堵派出所,抗议警察见死不救。

四川自贡市维权人士刘正有:“现在政府的官员都冷酷无情的,他们只有党性,根本没有人性,现在警察没把老百姓当成人啊,现在根本老百姓没有生存的馀地了。”

山西省晋中市灵石县,日前也有两名中学生溺水,被救上岸时仍有脉搏心跳,事发地点与一高考考场距离只有五百米,有民众向驻守考场的救护车求救遭拒绝,报警后,另一救护车四十分钟后到场,两少年已身亡。

广东广州市维权人士天理:“考场范围他负责任,其他的不管了,也就是说这个体制,根本不会为老百姓做任何一件事。所以我们对于这个政府,就没有任何希望了,所谓为人民服务,全是假的。”

5月下旬以来,中国发生多起警察枪杀无辜百姓事件,其中5月30号一天,在三个省份发生三起,中枪者全部死亡。而发生在5月28号的山东招远市速食餐厅内的打人致死命案,警察并没有对行凶的6人开枪制止。警察开枪动机引发争议。

天理:“警察现在就随便就开枪,不是对恐怖份子,真正的恐怖份子,就在那政府里面,那些官员,或者是警察,或者是城管,他就是为那个权贵服务。这一次麦当劳打死一个妇女,那行凶者开金矿的,跟他们很好的交情,所以这些警察见到他为甚么不当场击毙?为甚么老百姓要当场击毙呢?”

颁布于1996年的《公安机关公务用枪管理使用规定》中,规定了15种警察在警告无效情况下,可以使用武器的情形。但今年新疆等地发生多起袭击事件后,中国各地安保升级,警察持枪巡逻成为常规。

5月26号,北京警方特警总队负责人通过媒体证实,公安部下达“格杀勿论令”,也就是面对所谓的恐怖份子,无需“亮明身份、鸣枪示警”,可以直接开枪。

河北省邯郸市蒙冤警察田兰:“这个性质非常严重,枪枝使用的对像不应该是自己的人民,不应该是老百姓,如果刑事犯罪了,应该是交由司法机关,由公安侦查,确定是否犯罪,是否有危害群众,是不是构成犯罪,由法院进行判决,随便叫警察,或者武警,或者部队使用枪枝,不是长治久安,治理国家的办法。”

四川省自贡市维权人士刘正有认为,现在警察的权力越来越大,地级市警察都配枪,但是他们的素质非常低,警察成了危害百姓的恐怖份子。

河北离职警察田兰表示,中国的公安机关是中共的专政机器,批着合法外衣,祸害百姓。

田兰:“用开枪的方法,处理上访问题或者是处理矛盾,对于解决问题不利,而且会激化矛盾,这不光是草菅人命,这就是拿着国家机器,镇压老百姓的一种作法。我认为,作为一个普通的公安干警,对于不合法的命令,应该是站出来,公开抵制。”

5月30号,云南曲靖罗平县白龙潭村村民陈学理,遭酒醉警察开枪身亡﹔贵州省三穗县村民乐德宏,被闯入家中的多名警察击毙﹔四川资阳市雁江区南津镇一男子在街上被警察击毙。5月15号,云南省镇雄县村民方九书上访镇政府,被警察开枪击中,当场死亡。

Police Given License to Kill Innocent Civilians at Will

There have been reports of many incidents recently of the Communist police seen shooting innocent civilians, rather than safeguarding their lives...And there were two incidents of middle school students drowning to death: the police and the ambulance service refused to conduct emergency rescue in Sichuan and Shanxi provinces. Multiple incidents of police shooting innocent civilians have been reported throughout China. The following is our report.

On June 7, a student in Zigong City, Sichuan was found drowning. After the villagers helped to get the student out of the water, the police refused to rush the student to hospital. Insisted the emergency rescue was held up until the family arrived to pay for the cost to the hospital. Subsequently, the student died. The next day, hundreds of locals protested, at the police station because of the police refusal to help.

Liu Zhengyou, Sichuan activist: "The officials are cruel. What they have is the Party nature, not the human nature. The police have no regards for the people. The Chinese are left with nothing to survive."

Just recently, two students from Jinzhong City, Shanxi, were drowned. The drowning occurred just 500 meters away from an exam hall where the college entrance exam was taking place. The ambulance stationed at the exam hall refused to help. Another ambulance arrived 40 minutes later when both students were already dead.

Tian Li, Guangdong activist: "The exam hall is within the scope of its duty, not anywhere else. That means this system does nothing for the people. That is the reason why we hold no hope for this government. The so-called serving the people is all false."

Meanwhile, many incidents of police shootings of innocent people have taken place in China since May. Take May 30, three cases of people being shot dead occurred in three different provinces, respectively. While on May 28, the police held off their guns against six attackers in a fast food restaurant in Zhaoyuan City, Shandong. A female victim died of assault by beating.

Tian Li: "The police shoot at will. They are the real terrorists, as well as the officials, the police, the city and urban management staff. They are in service to the rich and powerful. The attacker at McDonald’s was an owner of a gold mine. They are connected. Why didn't the police shoot them on the spot? Why did the police just shoot at the ordinary civilians?"

In the gun regulations for the public security organs enacted in 1996, it is stated that police use fire arms under 15 conditions when warnings no longer work. Since the attacks took place in Xinjiang and other places this year, the public security in China was upgraded to conduct armed police patrols.

Beijing special police corps confirmed to the media on May 26, that the Ministry of Public Security's "shoot to kill order" targets the so-called terrorists, and by passes the procedure of showing the police identity and firing warning shots.

Tian Lan, an Hebei police woman petitioner: "This is very serious. The guns should not be aiming at the people. If it is a criminal offense, they should be referred to the judiciary. The Public Security should conduct the investigation about the nature of the crime, whether it poses threats to the people, whether it constitutes a crime. The court will conduct the verdict. Having the police or the army using fire arms is not the approach for stability and governance."

Liu Zhengyou believes that the police are the terrorists for their growing armed power, but with lack of quality.

Lan Tian says that the Communist Public Security is a machine operated by the regime. Coated with legality, it does nothing but harm to the people.

Tian Lan: "The tactics to deal with petitions and conflicts with opening fire will only intensify the contradictions. It is disregard for human life. It is the suppression of the people with the state machinery. I believe, that as the Public Security, the police ought to stand up and openly resist the unlawful orders."

Other reported random killings by police are: On May 30, Chen Xueli of Yunnan Province was shot dead by a drunken policeman; Le Dehong of Guizhou Province was killed by policemen that went to his home; and a man from Sichuan was killed on the street by the police. On May 15, Fang Jiushu, a petitioner from Yunnan Province was killed instantly when police opened fire during his petition at local government.
