【新唐人2014年09月04日讯】今年以来,山西成为反腐的集中点,截至目前,包括5名省委常委在内的7位副省级高官先后被查,厅级被查的更多,连省委书记也在9月1号换人。其实,山西官场大动荡也波及了企业界。目前政商界一起被调查的背后,有没有共同的交集?请看报导。

9月3号,新任山西省委书记王儒林,首度“公开亮相”。

王儒林在前一天卸任吉林第一书记,“空降”到山西,换下原省委书记袁纯清。

惹人注意的是,这次山西省委书记交接大会罕见的“高规格”。竟然有负责意识形态宣传的中央政治局常委刘云山亲自坐镇。而按照惯例,一般是由中组部副部长宣布,关于包括省长、省委书记等在内的正部级官员职务任免决定。

香港媒体说,刘云山“出马”显示出中央对这次人事安排的重视。而刘云山也承认,山西省的政治生态存在问题,反腐败斗争形势严峻。

但政治评论家陈破空表示,刘云山本身就是“江派”大贪官的代表,他的儿子刘乐飞更是身家百亿。他去主持“反贪”是莫大的讽刺。

政治评论家陈破空:“刘云山到山西去,宣布整顿观察山西官场,完全是一个讽刺。以贪反贪、以黑吃黑。另外刘云山说主管宣传的,既不是组织部长,又不是中纪委书记,到山西去宣传,完全超越了自己的职权。显示中共高层已经乱了套。”

山西官场近日强震不断,在8月29号,中央纪委网站公布,山西省委常委,统战部长白云,副省长任润厚,涉嫌“严重违纪违法”接受组织调查。

一周前,太原市委书记陈川平,省委秘书长聂春玉,两名山西省常委被调查。更早前,山西省委常委,副省长杜善学,省政协副主席令政策,省人大常委会副主任金道铭等也相继被查。

还有,山西长治市原市长张保、吕梁市原市长丁雪峰、交通厅原厅长段建国、地质矿产勘查开发局原局长安俊生、监察厅副厅长谢克敏等16名厅局级官员,也接二连三落马。

此外,中共科协原党组书记申维辰今年4月被查,也与他在山西省任宣传部长、太原市委书记期间的行为有关。

时政评论员夏小强:“中共体制性的腐败已经深入骨髓,各地方政府在经济和腐败方面已经成为了独立王国,各地方省市的各级官员都在利用地方的经济资源贪腐发财,山西更是如此。”

时政评论员夏小强认为,拥有丰富煤炭资源的山西为贪腐创造了更多机会,但山西官场震荡,与中共高层博弈的因素有关。

不仅是官场,近期和“山西帮”官员“剪不断,理还乱”的山西企业界,也受到波及。抽丝剥茧后,与周永康案的联系若隐若现。

日前,山西的最大的省级国企,“晋能集团”一把手刘建中被带走调查。而在更早的一个多月之前,晋能集团总经理曹耀丰就已被调查。

虽然目前当局还没有公布刘建中被调查的具体原因,但他和山西首富张新明的亲密关系在山西煤炭圈也是为人所知。

而张新明已于8月4日被逮捕调查。他被国内媒体曝光,曾经通过通过神秘富商周滨继母之父秘密运作,替山西吕梁前市长丁雪峰“买官”。《世界日报》引述北京媒体说,张新明是多名涉及周永康案的山西背景高官的幕后金主,包括向周永康现任妻子贾晓烨的父亲行贿近2000万元人民币。

Shanxi Provincial Party Secretary Newly Appointed, Business Sectors Affected

This year's anti-corruption event seems focussed
on Shanxi Province.

So far, seven deputy provincial-level officials, five
of them, members of the standing committee in Shanxi
have been placed under investigation.

The provincial party secretary was replaced on Sept. 1.

Shanxi officialdom,s change has affected business sectors.

Is there any link behind the current investigation
into the political and commercial field?

Let,s take a look.

On Sept. 3, Wang Rulin, the newly appointed Shanxi Party
Secretary, showed up in publicfor the first time.

Wang resigned as Jinlin Party Secretary on Sept. 1,
and was appointed to Shanxi to replaced Yuan Chunqing.

What has drawn most people,s attention is that
the change-over meeting held in Shanxi was high-profile.

Liu Yunshan, head of the central propaganda
department came in person.

Normally, the deputy minister of central organization
announces the removal or appointment of ministry-level officials
including governor or provincial party secretary.

Hong Kong,s media say that Liu Yunshan,s appearance
shows the central regime treats this personnel move as important.

Liu also admitted that Shanxi,s political environment
has problems, the corruption situation is severe.

Chen Pokong, political commentator says that Liu Yunshan is
Jiang faction,s representative;
his son Liu Lefei has seized billions of assets.

Now that Liu Yunshan chairs the anti-corruption
meeting is great irony.

Chen Pokong: “That Liu Yunshan went to Shanxi to organize
Shanxi,s personnel changes, is a complete irony.

Actually, it is corrupt officials against each other.

Yet Liu is in charge of propaganda, he is neither a minister of
organization department, nor central disciplinary secretary.

That he went to Shanxi to chair the event is completely
beyond his authority.

It shows the Chinese Communist Party's (CCP) high-level
is in a chaotic situation.”

On Aug. 29, the central disciplinary organs announced
via its website that Shanxi provincial standing committee,
minister of United Front Work Department Bai Yun, and
provincial deputy governor, Ren Runde, accused of
“serious violation of discipline,” were under investigation.

A week ago, the corruption investigation also included
Chen Chuanping, Taiyuan City Party Secretary;
Nie Chunyu, Shanxi provincial Party Secretary-General
and two other standing committee members.

Du Shanxue, deputy governor, and Ling Zhence, deputy chair,
Shanxi Committee of Political Consultative Conference,
Jin Daoming, deputy chair of Shanxi People,s Congress
Standing Committee, were also consistently investigated.

In addition, 16 bureau-level officials were separately removed,
it includes Changzhi and Lvliang city mayors,
Director of Transportation Bureau,
Director of Mineral Exploration Bureau and
Deputy Director of Supervision Department.

Furthermore, Shen Weichen, former party secretary of the
Science Association was investigated in April.

It is related to his behavior in Shanxi, when he was
propaganda director and Taiyuan City party secretary.

Xia Xiaoqiang, current affairs commentator: “The CCP,s
corruption has deeply degenerated.

Local governments have become independent kingdoms
in aspects of the economy and corruption.

Officials at all levels are using local economic resources
to obtain personal wealth, especially in Shanxi.”

Xia Xiaoqing observes that Shanxi has rich resources of coal,
which gives many opportunities for corrupt officials.

Shanxi personnel changes are related to the central's
high-level power struggle.

Not only officials in Shanxi have been purged, business
sectors connected to “Shanxi faction” were also affected.

After all, the connection with Zhou Yongkang,s case
is under the spotlight.

Liu Jianzhong, Chairman of Jinneng Group,
Shanxi,s biggest provincial level state-owned enterprise,
has been taken away.

A month ago, Cao Yaofeng, President of Jinneng Group
was placed under investigation.

Although the regime hasn,t announced the reason that
Liu Jianzhong has been taken away for investigation,
both he and Zhang Ximing, Shanxi,s richest man,
are well-known in coal mining circles in Shanxi,
for their close relationship.

Zhang Ximing was arrested for investigation on Aug. 4.

Chinese media have revealed that Zhang purchased the
rank of mayor for Ding Xuefeng, via a secretive businessman,
related to Zhou Bin by marriage.

Ding Xuefeng, was former mayor of Lvliang City in Shanxi.

The Global Times cited Beijing news that Zhang Ximing
was the financial supporter for several Shanxi senior officials
involved in Zhou Yongkang,s corruption case.

It includes Zhou Yongkang,s current wife, Jiao Xiaoye,s father
who accepted nearly 20 million yuan bribes from Zhang.
