10月23号,湖南省教育厅通过邮件,通知加拿大的多伦多教育局,中方将单方面终止孔子学院协议。
对此,前加拿大情报局(CSIS)亚太事务总监胡尼奥‧卡瑞亚(Michel Juneau-Katsuya),在接受美国中文媒体《大纪元》采访时表示,在被多所大学和学院“解约”后,孔子学院首次主动退场,并不让人感到意外,因为这是大势所趋。
卡瑞亚说,“孔子学院多年来在许多国家一个常用的策略就是,通过政治上的渗透,操控其政治观点和言论。 ”
卡瑞亚还表示,他已经在多个场合说过,孔子学院还是一个间谍机构,被中共所操控和利用。许多西方国家的公开文件也明确点出这一点。

其实,在10月1号多伦多教育局委员会讨论孔子学院时,多伦多华联会代表、加拿大福建华联总会、加拿大华人同乡会联会总会代表,都支持孔子学院一方发言,想让教育局批准孔子学院。此外,还有加拿大福建华联总会、北京协会等团体和个人在多伦多教育局外面示威。
卡瑞亚表示,这些希望孔子学院被批准的团体,都是受到中共控制或影响的,其中一些在公开资讯上就可以查到它们与中共的关系。
不过,多伦多教育局计划委员会教委,没有受到孔子学院和抗议团体的影响,以6:1压倒性多数,决定在10月29号全体教委会议上,提出终止与孔子学院的合作。
实际上,从2004年中共在海外成立孔子学院至今,短短十年间已有460多家孔子学院先后建成,教师由中国国内派遣,使用的教科书也全部由中共当局编制。
目前,孔子学院这种迅猛的发展势头受到了阻力。
今年上半年,美国大学教授协会以侵害“学术自由”为由,呼吁重新对“孔子学院”进行检讨。理由是孔子学院聘用的讲师及授课内容,都强烈反映中共政府的意向。
加拿大教师协会也以同样理由,呼吁加拿大各高校抵制中共政府资助的孔子学院。
今年9月25号和10月1号,美国芝加哥大学和宾州州立大学,分别宣布终止与孔子学院的合作。
前中国国家篮球队员陈凯表示,自己读过孔子学院的免费教材。他认为这些教材的价值观是让世界没有好坏对错,没有真假是非,只承认强弱和权力。他说,这种宣传是污染全世界、泯灭人良知的东西。

陈凯指出,中共建孔子学院的目的,是异化西方对中共的政策,从而增强中共政权的安全。从目前香港的情况可以看到,中共的这一目的达到了。

Former Canadian Intelligence Agent:
The Confucius Institute Is an Espionage Institution
In the past year, some educational institutions in Canada
and the United States decided to terminate their cooperation
with the Confucius Institute in the name of undermining
academic freedom.
Surprisingly, the Chinese regime even unilaterally terminated
its agreement between the Toronto District School Board
(TDSB) and the Confucius Institute recently.
As the Chinese regime has stepped up efforts to show
its so-called soft power, why would it do so?

On Oct. 23, the Hunan Provincial Education Department
informed the Toronto Board of Education that it would
unilaterally terminate its agreement with
the Chinese Confucius Institute.
When interviewed by U.S.-based Chinese language media
company Epoch Times, former Canadian Intelligence Service
(CSIS) Pacific Affairs Director Michel Juneau-Katsuya said
that after the Confucius Institute was rejected by several
universities and colleges, it was no surprise to see
the first unilateral withdrawal of the Confucius Institute
setting the trend.
Juneau-Katsuya said: “A common strategy used
by the Confucius Institute in many countries over the years
was manipulating political views and comments
by means of political infiltration.”
Juneau-Katsuya also noted that as he has mentioned
on various occasions, the Confucius Institute is an espionage
institute controlled and utilized by the Chinese regime.
It has also been clearly pointed out by public documents
in many Western countries.
He revealed that the Canadian intelligence agencies are still
in the process of investigating allegations that Confucius
Institute staff members are attempting to access confidential
government documents, accounts and mailboxes.
Some also requested that governmental email accounts
be provided to them so that they are able to access
government systems.
Juneau-Katsuya said that such move is actually
espionage.
Former Chinese intelligence agent Li Fengzhi said Chinese
regime intelligence agencies often conduct espionage
activities through a variety of units and institutions stationed
overseas, especially those with strong official backgrounds.
Therefore, he was not surprised to learn that the Confucius
Institutes in some places are engaged in intelligence activities.
Li Fengzhi: “When the Chinese regime set up the Confucius
Institute, there should be much strategic consideration.
In my view, it’s a very good channel to deploy
intelligence agents working overseas.”
Li Fengzhi added that the Chinese regime took the initiative
to announce the termination of the cooperation in order
to avoid embarrassment and to save face.
In fact, when the TDSB was discussing issues regarding
the Confucius Institute on Oct. 1, all representatives
from the Confederation of Toronto Chinese Canadian
Organizations (CTCCO), the Canadian Federation of Fujian
Associations and the Federation of Overseas Chinese
Associations supported the views expressed by the Confucius
Institute, attempting to help the Institute get approval.
In addition, the Canadian Federation of Fujian Associations
and the Beijing Association, as well as other groups
and individuals also staged demonstrations outside the TDSB.
Juneau-Katsuya said those organizations hope
the Confucius Institute to be approved are controlled
or influenced by the Chinese regime.
For some of them, their relationship with the Chinese regime
is available in publicized information.
However, the Toronto District School Board Planning
Commission Board of Education was not affected
by the Confucius Institute and the protesting groups.
It passed by an overwhelming majority of 6:1 in favor
of bringing up a motion to terminate the agreement
with the Confucius Institute at the Board’s plenary meeting
on Oct.
In fact, since the Chinese regime established its first
Confucius Institute overseas in 2004, there have been over
460 Confucius Institutes set up overseas one after another
over the past ten years.
All teachers were from China, and all the textbooks used
were compiled by the Chinese authorities.
Currently, the Confucius Institute’s rapid development
momentum has met with resistance.
In the first half of the year, the U.S. Association of University
Professors called for the re-evaluation of the Confucius
Institute on the grounds that it undermines academic freedom.
They also pointed out that the lecturers hired
by the Confucius Institute and the contents of their teaching
strongly reflect the Chinese regime’s intentions.
Canadian Teachers' Association also urged Canadian colleges
to boycott the Confucius Institutes subsidized
by the Chinese regime.
On Sept. 25 and Oct. 1, the University of Chicago
and Pennsylvania State University also announced
the termination of cooperation with the Confucius Institute
respectively.
Former Chinese national basketball player Kai Chen
said that he had read the free textbooks provided by
the Confucius Institute.
He thinks the values promoted by these materials
are allowing the world to be devoid of the qualities
of differentiating between good and bad, truth and false,
while only emphasizing the strength and power.
He said that this kind of propaganda is pollutes
the world and eliminates human conscience.
Chen Kai: “When the West accepts the Confucius Institute,
it’s tantamount to accepting the Chinese regime’s legality
to a certain extent.
What it mostly wants to do is eliminate Western people’s
consciences, that is, allow people to lose the ability
to differentiate between good and bad, true and false,
and whether the Chinese regime is legitimate or not.”
Kai Chen noted that the objective of establishing
the Confucius Institute is to alienate Western countries’
policies towards the Chinese regime, so as to reinforce
the security of the regime.
Judging from the current situation in Hong Kong,
it seems that the regime has reached its goal.
