【新唐人2014年12月11日讯】12月9号,被内蒙古当局连续羁押19年的异议人士哈达,终于获释。哈达透露,他在狱中遭受酷刑,目前全身是病,而公安在释放他的时候,仍给他定下若干规定,限制他行使公民权利。哈达表示,他已对中共当局和最高法院提出控告。
组建“内蒙古民主联盟”并担任主席的哈达,于1995年,被内蒙法院以所谓“分裂国家罪”和“间谍罪”判刑15年。2010年期满出狱后,又被以“剥夺政治权利4年”为由,非法拘禁在呼和浩特郊外的一个黑监狱里。12月9号,在世界人权日的前夕,哈达终于获释,并与妻儿团聚。
北京维权人士胡佳:“他是蒙古人中、政治犯中最享有声誉的一位,而且这个刑期,我看算是相当长久,一次性拘禁了这么长时间。而且剥夺政治权利期的时候,还把他关在一个类似于那种黑牢的地方,给与世隔绝,这个也令人发指。”
现年59岁的哈达在接受《自由亚洲电台》采访时透露,他在赤峰监狱服刑时遭受酷刑,包括被关小号长达99天,而被关小号期间,伙食极差,导致他体重急速下降。而且,监狱还长期使用毒药折磨他,导致他身体器官衰弱。
哈达说,他在监狱里,每天都要做工,严重的时候,有好几天,白天晚上都不让休息,他的腰和背因此受到严重伤害。尤其冬天,在外面干活,一天24小时都不让取暖,使他很快就得了下肢动脉硬化。
哈达透露,现在他已经是一身病。他说:“11月份去医院做全面身体检查,查出10多种病,这都是监狱施加酷刑,体罚、虐待造成的。”
哈达还说,他被关黑监狱的4年里,受到严密监控,共有100多人看守他。
蒙维藏汉协谈会主席席海明:“本来判他15年就是不合理的,按国际人权准则是非法的,但是刑满了以后又关了4年。他这个身体不好,现在第一步要把他的身体要搞好,尽量恢复,彻底恢复是不可能的,共产党有意的把他搞成这样。”
哈达长期致力于维护内蒙古自治区少数民族的权利。10多年来,哈达的妻子新娜及儿子威勒斯,不断向外界发出呼吁。今年3月,新娜通过《自由亚洲电台》发表致中共国家主席习近平的公开信,指哈达被非法拘禁3年多,家属又遭受各种迫害,呼吁当局立即释放哈达。7月,哈达授权家人发表致习近平、联合国人权委员会及美国国会外交人权委员会的控告信。11月,哈达妻儿公开向美国总统奥巴马发出求助,请奥巴马在APEC期间,向习近平表达对哈达和家人处境的关注。
席海明:“他是我们蒙古人的曼德拉,因为他坐狱不是为自己坐,他是为蒙古人坐狱,他是为蒙古人的事情坐的监狱,所以希望国际社会关注这个问题,或者各新闻媒体吧。”
哈达的儿子威勒斯11月曾向《自由亚洲电台》表示,近4年来,蒙古当局对他们一家的迫害持续升级,与哈达的通信和会见被完全中断,他们的电话和网络被关停,财产被内蒙古公安厅非法冻结,生存遭遇近20年来最大的威胁。
哈达的妻子和儿子在过去几年也数次被拘留。哈达指出,当局抓他妻儿的目的,就是为了逼迫他放弃思想。
胡佳:“是中共自己把民族问题敏感化,恰恰是中共自己所做的一些事情,压制老百姓,然后在民族问题上给它加剧一点,才会产生了所谓的分离。当然蒙古的问题还没有新疆和西藏那么严重,但是就是在这种情况下,它们依然用强制的手段压制一个蒙古族的异见者20年的时间,这个实在是超乎想像的。”
哈达透露,出黑监狱时,公安对他下达两条禁令:一是继续由公安管他,二是要定期汇报思想。哈达表示,在过去的19年中,他从未认罪,现在成为一个公民,更不会接受公安的非法要求。他表示,已经通过申诉和公告,控告中共当局和最高法院。

Activist Hada Reveals Torture During 19 Years of Unjust Imprisonment
Hada, an ethnic Mongolian dissident, was released
on Dec. 9 after 19 years of unjust imprisonment.
Hada revealed that torture in jail resulted in his body
being riddled with disease.
The police imposed several rules upon his release
and have restricted his civil rights.
Accordingly, Hada has filed charges against
the Communist regime and the Supreme Court.
Hada was the chairman and organizer of the Southern
Mongolia Democratic Alliance group.
In 1995, he was sentenced to 15 years for separatism
and espionage by Inner Mongolia Court.
In 2010, authorities put him in a black jail at the outskirts
of Hohhot for another four-year deprivation
of political rights that accompanied his original jail term.
On Dec. 9, Hada was finally released and reunited with
his wife and son on the eve of World Human Rights Day.
Beijing activist Hu Jia: "He is the most well-known
Mongol dissident.
He received the longest imprisonment besides
the life imprisonment Ilham received.
He was detained for so long.
After the jail term, he was kept at another black jail
and secluded from the world.
It is outrageous."
In an interview with Radio Free Asia, the 59-year old Hada
said he was in restraints twice for a total of 99 days.
During which time, the food was atrocious
and his weight declined rapidly.
They have continually used poison on him,
leaving his organs weak.
Hada said he was put to work every day.
There were many days without rest for the full 24 hours.
His waist and back were thus seriously hurt.
In winter, he had to work outside for 24 hours straight
with no source of heat.
He quickly developed lower limb atherosclerosis.
Hada said that he is now riddled with disease.
He said, "I have been diagnosed with more than 10
different conditions in a physical exam in November,
all of them the result of the torture, physical punishments
and maltreatment I suffered in jail."
Hada said that in four years of imprisonment in the black jail,
he was monitored by more than 100 people.
Council of Mongolia-Uyghur-Tibet-China Chairman Xi
Haiming: "The 15 year imprisonment was unreasonable
and illegal according to international
human rights standards.
But after the jail term, he was detained
for another four years.
His health is poor now.
The first priority is to improve his health.
It is impossible to completely recover.
The CCP intended to hurt him."
Hada is an activist committing to ethnic minority rights
in Inner Mongolia Autonomous Region.
For more than 10 years, Hada's wife Xinna and son Uiles
have constantly appealed to the international community.
This March, Xinna published an open letter through RFA
calling for Xi Jinping to release Hada.
She indicated that during Hada’s detention,
the families have also been subject to various tortures.
In July, the family issued a complaint on behalf of Hada
to Xi Jinping, the United Nations Commission
on Human Rights, and the Human Rights Commission
of the US Congress Foreign Affairs.
In November, Xinna and Uiles sought help from
US President Barack Obama to voice concern to Xi Jinping
regarding Hada and his family during the APEC.
Xi Haiming: "He is the Mongolian Mandela.
He has fought for Mongol’s rights, not his own.
He was imprisoned for the Mongols.
We hope the international community or the media
will pay attention to his situation."
Hada's son Uiles told RFA in November that Mongolian
authorities have continued to escalate the persecution
of their family.
Their communication and meeting with Hada
were completely terminated.
Their phone and Internet cut off.
Inner Mongolia Public Security Bureau also illegally froze
their property.
Their survival was the most severely threatened
in nearly 20 years.
Hada's wife and son have also been detained several times
in the past few years.
Hada believes the purpose was to force him
to give up on his ideas.
Hu Jia: "It is the CCP itself that intensifies the ethnic issues.
It is precisely what the CCP has done, its suppression,
that aggravated the ethnic separation.
Even though it is not as serious as Xinjiang and Tibet,
but they still employ the coercion to suppress
a Mongol dissident for 20 years.
This is truly beyond imagination."
According to Hada, the state security police
issued two orders.
First, he continues to be subject to police monitoring.
Second, he is required to routinely report
his thoughts.
Hada said that he has never accepted the charge
for the past 19 years.
Now as a citizen, he will not accept the demands
from the police.
He has also issued a complaint and notice to accuse
the Communist regime and the Supreme Court.
