【禁闻】姜燮富被查 攻克上海帮前哨战?

【新唐人2014年12月22日讯】前上海宝山区区委书记、房地资源局党委书记、今年71岁的姜燮富日前被调查。这对深陷房地产丑闻、但是至今还没有打掉一个省部级“老虎”的上海来说,可能因此掀起巨大波澜。请看以下采访报导。

上海市纪委19号的消息称,上海市宝山区原区委书记姜燮富,涉嫌严重违纪违法,目前正接受组织调查。

官方提供的简历显示,姜燮富现年71岁,毕业于上海师范大学历史系,曾任市委党校副校长、宝山区委书记、市房地资源局党委书记、市人大常委会常委、城市建设和环境保护委员会副主任委员等职。

其实,姜燮富要出事早有先兆。

今年6月17号,香港上市房地产公司“上置集团”发布公告说,从2008年7月1号起开始担任该集团董事职位的姜燮富,因家庭原因,辞任非执行董事及审核委员会主席职务。

有媒体指出,“上置集团”的前身“上海置业”2002年在宝山区罗店新镇圈地6.8平方公里,就是在姜燮富主政上海市房地资源管理局期间发生的。姜燮富后来能做“上置集团”的独立非执行董事,也是与此有关。

实际上,姜燮富不仅自己在土地上获利丰厚,还与“上海帮”的“大老虎”们联合“分地”。

比如,“上海帮”大佬吴邦国,家族长期在上海经营,其弟弟吴邦胜涉足房地产和建筑业两大块,身家雄厚,就与姜燮富有不少利益关联。

从履历上来看,姜燮富在1991年是上海市委党校常务副校长,校长正是由时任上海市委书记的吴邦国兼任。有人认为,吴邦国就是姜燮富的后台。

上海知名律师郑恩宠曾代理静安区“东八块”2千户居民状告地产商周正毅案。周正毅2002年获得“东八块”,正是姜燮富在房地资源局任一把手时期。后来,周正毅虽然被捕,但郑恩宠在2003年也被投入监狱3年。

今年9月19号,郑恩宠到中共上海巡视组,再次控告上海地产腐败问题,其中就涉及到现任市委书记韩正和江泽民小儿子江绵康。虽然郑恩宠因此再次被抄家和限制自由,但他表示,几天后发现江绵康的11个马仔,包括上海闵行区建设和交通委员会主任吴仲权等人被处理了。

郑恩宠揭露,当年周正毅名义上获得八块地,实际上只是取得其中两块,其他被官二代瓜分,其中陈良宇弟弟陈良军分得一块,江泽民的两个儿子江绵恒、江绵康各得一块。

其实,姜燮富与江绵康的工作也有交集。姜燮富退休前任上海市人大城建环保委副主任委员,而江绵康是上海市城乡建设和交通管理委员会局级巡视员,负责全市土地、拆迁、规划、建筑总协调工作。

时事评论员夏小强:“姜燮富落马掀开了对江绵康贪腐调查的序幕。随着调查的深入,很可能江绵康将逐渐地浮出水面。”

郑恩宠此前还揭露,2006年轰动一时的上海社保基金挪用案,从92年起被挪用了320亿,至今还有240亿没有归还,其中涉及了很多“上海帮”高官。

2011年8月“维基解密”披露一份美国驻上海总领事馆2006年12月14日发往美国华府的密电,揭示江泽民的儿子江绵恒和江绵康、前国务院副总理黄菊的女儿黄凡等数名中共最高层领导人的子女,都卷入了上海社保基金挪用案。但只追究了陈良宇的儿子。

夏小强:“在上海形成了一个以江泽民家族为中心的贪腐集团和利益链条,使得上海成为了维护江泽民家族利益、官商勾结相互保护的一个独立王国,外界很难触动。”

时事评论员夏小强认为,如果打破上海的贪腐,必须攻克以江泽民为首的“上海帮”,必须打破江泽民在上海打造的独立王国。

Jiang Xiefu Investigated as Skirmish Against Shanghai Faction?

The 71-year old Jiang Xiefu, former secretary of the Baoshan
District Party Committee, is under investigation
for a serious violation.

Jiang is also the former secretary of Housing & Land
Resources Administrative Bureau.

This seems to suggest he would be the first tiger
of Shanghai involved in real estate scandal.

Who are the other tigers affected from
the downfall of Jiang?

Let's take a look.

Shanghai Municipal Commission for Discipline Inspection
announced on the 19th that Jiang Xiefu, former secretary
of the Baoshan District Party Committee,
is being investigated for a serious violation.

Official records show Jiang, aged 71,
has a degree in History from Shanghai Normal University;

He served as vice president of Shanghai Party Institute of CCP,
secretary of Baoshan District party committee, party secretary
of the Municipal Housing and Land Resources Bureau (HLRB),
the Municipal People's Congress Standing Committee,
and deputy director of urban construction
and environmental protection Committee.

In fact, signs of Jiang's downfall have been seen.

This June 17, the Hong Kong-listed real estate company
SRE Group announced Jiang’s resignation of his chairman
of the audit committee and non-executive director posts
since July 1, 2008 due to family issues.

SRE Group, previously known as Shanghai Real Estate
until 2002 when SRE occupied 6.8 square kilometers
of Baoshan District and Jiang ruled Shanghai HLRB.

Jiang’s independent non-executive director position at SRE
was thought to be associated with it.

In fact, Jiang profited through land in Baoshan and also
"divided" the land among tigers in the Shanghai faction.

Take Wu Bangguo as an example.

As a Shanghai faction gangster, his family business
has roots in Shanghai.

His brother Wu Bangsheng has been involved
in both real estate and construction industry.

His family wealth has a lot to do with Jiang.

His biography showed when Jiang was vice president
of Shanghai Party Institute in 1991,

Wu Bangguo was the interim president.
Wu was believed to be the boss behind Jiang.

Shanghai lawyer Zheng Enchong once represented 2,000
residents of Jing'an District in a lawsuit against Shanghai
developer Zhou Zhengyi.

Zhou obtained the property in the district in 2002
when Jiang was leading Shanghai HLRB.

Although Zhou Zhengyi was arrested in 2003,
Zheng Enchong was also sentenced to three years in 2003.

On Sept. 19, Zheng Enchong once again filed a complaint
about Shanghai land and housing
with Shanghai inspection teams.

This time, current municipal party secretary Han Zheng
and Jiang Zemin's son Jiang Miankang were both involved.

However, once again Zheng’s mobility was restricted
and his home raided.

He indicates that few days later, Wu Zhongquan,
chairman of Shanghai Minhang District Construction
and Transportation Committee, and ten other followers
of Jiang Miankang were sacked.

Zheng Enchong exposed the fact that nominally Zhou
Zhengyi obtained eight pieces of land in 2002.

In fact, he only took two, and the rest was divided
among the families of the hierarchies.

For instance, Chen Liangyu's brother and Jiang Zemin's
two sons have all occupied a piece, respectively.

In fact, Jiang Xiefu and Jiang Miankang have had work
related interactions.

When Jiang Xiefu was a committee member of Shanghai
People's Congress in charge of urban and environment
construction, Jiang Miankang was the inspector
of Shanghai urban and rural environment committee.

He coordinated the land, abolishing and relocation,
planning and construction of the entire city.

Commentator Xia Xiaoqiang: "The downfall of Jiang Xiefu
marks the beginning of targeting the corruption acts
of Jiang Miankang.

As the investigation goes, Jiang Miankang
will gradually emerge."

Zheng Enchong had also revealed the sensational 2006
Shanghai pension fund embezzlement case.

A total of 32 billion yuan had been embezzled since 1992.
Of which, 24 billion remained missing.

Many Shanghai faction officials were involves in this case.

WikiLeaks disclosed in Aug. 2011 a confidential cable
from US Consulate General in Shanghai on Dec. 14, 2006
to Washington DC.

It revealed Jiang Zemin's sons, Jiang Mianheng
and Jiang Miankang, former Vice Premier Huang Ju's
daughter, Huang Fan and several offspring of the CCP
leadership were all involved in a Shanghai pension scandal.

But only Chen Liangyu's son was investigated.

Xia Xiaoqiang: "A corruption group and interest chain has
been formed with Jiang Zemin’s family
as the center in Shanghai.

Shanghai is an independent kingdom of safeguarding
Jiang Zemin's family interests, collusion and mutual
protection between the business and the officials.

It’s hard for the outside world to touch it."

Xia Xiaoqiang believes in order to defeat Shanghai
corruption, Jiang's Shanghai faction must be defeated,
as well as Jiang's independent kingdom in Shanghai.
