【禁闻】习近平“反腐上不封顶”锁定谁?

【新唐人2015年01月13日讯】最近,中共媒体高调报导中共现任党魁习近平新书,其中最引人讨论的就是习近平的“反腐不定指标、上不封顶”,这里所谓的“上不封顶”是指谁?外界猜测非习近平最大的党内对手江泽民莫属。有分析认为,如果真要“倒江”,恐怕是牵一发而动全身,整个中国政局可能会发生非常大的变化。

中共党媒新华网在1月11号的首页头条,以标题《习近平:反腐不定指标、上不封顶》,报导中纪委监察部网站摘登的《习近平关于党风廉政建设和反腐败斗争论述摘编》一书中的一些内容。

这份《论述摘编》共分9个专题,收入216段论述,摘自习近平2012年11月15号至2014年10月23号期间的讲话、文章、批示等40多篇重要文献。其中许多论述据说是第一次公开发表。

值得注意的是,习近平反腐,看起来表面成效显着,但外界怀疑他打击的都是政治对手。无论是前重庆市委书记薄熙来,还是中共前政协副主席苏荣被查,或者中共前军委副主席徐才厚落马,还是中共前政法委书记周永康被立案侦查,到最近的江绵恒的被解职。

分析认为,江泽民的儿子江绵恒,被免去中科院上海分院院长职务后,中南海再度释放“反腐上不封顶”信号,明显是震慑江泽民。

时政评论员华颇:“我想肯定要对江泽民家族,但具体是不是动到他本人,还要拭目以待,因为不管江泽民怎样,他的地位太特殊了,他曾经是中共的第一领导人,执政达13年之久。”

时事评论员蓝述:“如果是政治局常委,就不再往上走,那就是封顶了,对不对?那政治局常委以上还往上走,那是谁?那不就是总书记、主席,毫无疑问,不封顶不设指标,那么他基本上就是针对江系,江泽民本人以及江系的旧官僚。”

据了解,在中共政治局常委中,江泽民就有三名心腹张德江、刘云山和张高丽为其卖命﹔同时,还有一批江派地方大员惟江马首是瞻,例如上海市委书记韩正、江苏省委书记罗志军等。

旅美中国社会问题研究人士张健:“上不封顶这句话,我认为是指给在军中掌握实权的人,在中国政权所有机关里面,还在掌握政权掌握实权的人,而且这些人有一部分是江派的核心人马,还有一部分是墙头草,那么在这个问题上怎样处理江派的核心成员,拿下了这些人,也同时要把墙头草,要把他们心态稳定,把墙头草变成忠于习、听命于习、跟着习走,这样的作用比较大。”

1月3号下午,大陆媒体纷纷报导,江泽民一家三代新年登海南东山岭。但相关新闻很快遭到删除。

江泽民登东山岭,是有心之举,有分析称江企图“东山再起”,挑衅习近平当局的意味明显。不过,也有分析认为,江泽民的高调露脸,恰好暴露他的穷途末路。

旅美中国社会问题研究人士张健:“那么他越用这种方式来露面,其实越证明江泽民自己已经感觉到,他的厄运已经来临了。”

根据英国广播公司《BBC》报导,到目前为止,两只落网的大老虎:周永康和薄熙来都明显是反对习近平集团的人。报导还说,现在北京上层的精英圈里,有很多人都感觉不安、担心和沮丧。

Why Xi Jinping Puts No Cap on Anti-Graft Campaign?

Communist leader Xi Jinping's new book was highly publicized
by the state media.
The so-called "anti-graft with no quota and no cap" was mostly
discussed.
Who does the "no cap" refer to?
Many suspect that Jiang Zemin is the biggest opponent of Xi.
Analysts believe the downfall of Jiang will shake the entire regime.
Changes in the political arena are likely to occur.

Entitled, "Xi Jinping: Anti-graft sets no quota and no cap",
Xinhua News reported excerpts from Xi's book on party culture,
clean governance and anti-corruption.

Nine topics are included in the book, collected in 216 sections
of more than 40 of Xi's speeches, articles and instructions
between Nov. 15, 2012 and Oct. 23, 2014.

Many of them were said to be published for the first time.

To date, Xi's accomplishment in anti-graft has had many believe
that he has been targeting political opponents,
including former Chongqing Party Secretary, Bo Xilai,

former Vice Chairman of the Chinese People's Political
Consultative Conference, Su Rong,
former Vice Chairman of the Central Military Commission,
Xu Caihou,
former Secretary of the Central Political and Legal Affairs
Commission, Zhou Yongkang,
and the recently removed, Jiang Mianheng.

Being the son of Jiang Zemin, the dismissal of Jiang Mianheng
from his post at Chinese Academy of Sciences Shanghai Branch
was believed a signal of "no cap" in the anti-graft campaign
and to deter Jiang Zemin.

Current affairs commentator Hua Po: "I think the Jiangs
are the targets.
But it's still yet to see if Jiang Zemin will be hit.
After all, he had been the leader of the CCP for 13 years."

Commentator Lan Su: "If the investigation stops at the Politburo
Standing Committee, then that's the cap. Right?
But, further up it will be the General Secretary, the President.

There is no doubt, that 'no cap, no quota' is pointing
at the Jiang faction, Jiang himself and his followers."

There are three confidants of Jiang in the Politburo Standing
Committee, Zhang Dejiang, Liu Yunshan and Zhang Gaoli.
There are also local leaders of the Jiang faction, such as
Shanghai Party Secretary, Han Zheng, and Jiangsu Provincial
Party Secretary, Luo Zhijun, and so forth.

US-based Chinese social problems researcher, Zhang Jian:
"I think the 'no cap' was pointing at those who hold power
in the military.

Some of them are the core members of the Jiang faction,
while others simply bend with the wind.
It is about how to take down the core members,

and how to persuade the indecisive ones
so that they'll become the followers of Xi."

On Jan. 3, mainland media reported Jiang and his family
visited Dongshan Ridge of Hainan Province.
The report was quickly deleted.

Jiang's visit to Dongshan Ridge was analyzed as a "comeback"
and is provocative to Xi.
But, it was also believed that this exposure demonstrated
Jiang's getting to a dead end.

Zhang Jian: "The way he made the appearance actually proves
that he's aware of his doom's day."

BBC reported the two tigers arrested, Zhou Yongkang and Bo Xilai,
are clearly opponents of the Xi faction.
It is said that Beijing's elite upper circles are now filled
with many uneasy, worried and frustrated minds.
