致：德國之聲電台，德國聯邦議會，德國和歐洲漢學家、中國問題專家
尊敬的女士們、先生們：
日前，我們注意到，歐洲49位漢學家、中國問題專家等知名人士就德國之聲中文部某負責人被解職一事，發表了致德國之聲電台台長貝特曼（Erik Bettermann）先生、德國之聲廣播委員會、德國聯邦議會的公開信。由於該公開信涉及到中國歷史、現狀的評論。我們作為中國民間人士、尤其是身居中國國內的知識界人士，有責任就該信提出的有關問題，表明我們的態度。
一、我們認為，德國之聲處理中文部某負責人，屬於其內部事務，外人因對相關情況缺乏全面了解而不宜介入。我們尊重德國之聲的決定，更贊賞其宣示：“維護德國之聲所一貫堅持的維護自由民主和人權的價值觀。”我們期盼德國之聲能始終堅守這一諾言。
二、我們反對德國之聲中文部某負責人有關中國人權狀況的一些不負責任的言論。比如她說：“中國共產黨比世界上任何一支政治力量在實踐人權宣言第三條方面的貢獻都要大。”又如她引用德國《時代周刊》駐北京記者的話：“在過去30年裡讓4億中國人擺脫貧困是近年來最大的人權改善之一。”我們認為，這些判斷完全是基於中國官方輿論宣傳，並無任何記者或學者能獨立提供可供檢驗的事實依據，無論誰以此作為個人觀點都有失新聞工作者或學者的職業操守。但我們同時認為，發表這些言論盡管荒謬但尚屬言論自由的范圍，並贊賞德國之聲等有關機構並未因此剝奪任何人的言論自由權利。因此，49人公開信中所說的“應該堅決地反擊，保護他們”，實屬夸張多余，有誤導輿論之嫌。
三、49人公開信認為：“這場討論是關於如何評判當今中國發展和崛起問題的爭論的一部分。”這句話倒是說對了。對於該信中提到的那種爭論，我們希望能夠在中國國內獲得自由討論而不受壓制。我們更希望以該信簽名者的名望和影響力來推動這種自由的討論。
但是，令我們感到遺憾和失望的是，我們只看到49人公開信為德國之聲中文部某負責人的被免職叫屈，卻沒有看到過那些與中國當局有“合作伙伴”關系的人士為中國國內的因言獲罪者呼吁。試問：難道只有那些說了中國政府愛聽的話的人需要保護，而批評中國政府者就不需要保護？或者，二者相比，後者的言論自由就無足輕重？
下面僅舉數例：
“六四鎮壓”快20年了，但是在中國國內，“六四”仍然是一個言論的禁區。你們是否認為，有必要以聯署的方式來呼吁保護中國境內那些想沖破這個禁區的人？我們注意到該信聯署者中有一位從事國際政治研究的教授（Reimund Seidelmann, Universität Gießen），據稱他還是北京中國人民大學的一位名譽教授。那麼，我們想問問他，他是否知道中國人民大學有一位教授叫丁子霖（也是本信的簽名者之一）。她的兒子在“六四”中被無辜殺害了，她代表的“天安門母親”為尋求正義苦苦抗爭了近20年。但她的言論自由在中國境內完全被剝奪：她的聲音在國內徹底被消音，她的著作不能在國內出版，也不能在國內流傳，連她的人身自由都得不到保障。我們要請問這位人民大學的名譽教授，當你接受人大校方賜予的這份榮譽時，你會想到“丁子霖”這個名字嗎？當她的公民權利受到不公正的侵犯時，你願意保護她嗎？願意對侵犯她權利的中國政府進行反擊嗎？
本信的另一位簽名者鮑彤先生，一些中國問題專家想必不會生疏吧？請問問鮑彤先生自己，他在中國國內有言論自由嗎？他的名字能在國內媒體上出現嗎？他坐牢七年，刑滿後恢復公民身份也已十多年，連人身自由都被剝奪，談何言論自由！你們想到過要保護他嗎？想到過向侵犯他公民權利的中國政府反擊嗎？
還有一位記者兼詩人師濤，現在中國監獄中要渡過漫長的十年刑期。起碼那些與中國當局有“合作伙伴”關系的人士應該知道，這是雅虎公司向中國政府提供網上信息導致異議人士坐牢的典型案件之一，也正是目前在中國常見的見利忘義的“合作伙伴”關系的可怕惡果之一。你們為師濤的言論自由聯名呼吁過嗎？想到過向這種“合作伙伴”共同作惡的現象反擊嗎？
那些研究國際關系及中國問題的專家，起碼也應該知道被中國當局侵犯學術交流自由而判刑13年的學者同仁徐澤榮博士吧？你們不覺得更應該為已不幸系獄達八年多的徐博士聯名呼吁一下嗎？
另外，你們也應該知道中國監獄裡還有成千上萬因言論而被判刑的良心犯，其中的新聞工作者、人權活動者、作家和學者同仁如：楊天水（兩次22年），哈達（15年），黃金秋（12年），楊子立等“北京四君子”（2人10年，2人8年），鄭貽春（7年），張建紅（6年），張林和楊茂東（5年），呂耿松、陳樹慶和齊崇懷（4年），杜導斌和嚴正學（3年），陳道軍和黃琦（尚未審判）……，尤其是最近剛獲薩哈羅夫人權獎的胡佳（3年半），你們是否也能聯名為他們呼吁一下，使得他們早日獲得釋放，也多少享受一點你們相信的“人權改善”？諸如此類的因言獲罪案件在中國不勝枚舉，你們作為中國問題的專家、權威，有多少人關注過這些案件嗎？對這些案件作出過“謹慎的調查分析”嗎？
不錯，該公開信中倡導“謹慎的調查分析，報道中國發展中的多樣性、矛盾的多方面情況”，並聲明要“捍衛新聞工作和學術工作的專業准則、責任意識和客觀性。”很好！我們舉雙手贊成。那麼，請與中國政府機構有“合作伙伴” 關系的專家學者們，邁開雙腳也到中國民間來走走，聽聽各方面的聲音，然後作出抉擇：在保護言論自由方面，你們究竟該做些什麼。在此，我們還要向你們呼吁：當你們與中國官方開展友好合作、與中國同行切磋交流的時候，千萬不要忘記把你們公開信裡說的那套“保護言論自由”的高深學問作為一個課題，放到你們的交流計劃之中。
最後，我們呼吁海內外所有學界人士秉持學術良心，保持知識者的獨立性，不為權勢所屈，不為名利所誘，以自己的行動踐行人類普世價值，以自己的付出來造福於人類。
我們希望，德國之聲中文部能發表我們這封公開信。

May You Listen to the Voices of Chinese Civilians?
An Open Letter on the disputes of Deutsche Welle's China Section
To German Bundestag,
To Broadcasting Council of Deutsche Welle,
To the Sinologists and China Experts
Dear Madams and Sirs,
We, the undersigned, have observed that 49 of European Sinologists, China experts and other celebrities published an open letter on the dismissing of a head of the Deutsche Welle's China Section (e.g. summarized in a report at online web of the People's Daily, http://world.people.com.cn/GB/14549/8155375.html, the official newspaper of the Central Committee of Chinese Communist Party). Since the subject of that letter is related to the debates on China's past and current situations, we, Chinese civilians, particularly the intellectuals residing in China, have felt that it is our duty to make our positions known about the relevant issues raised by that letter.
1) We consider that the decision that Deutsche Welle (DW) has made on a former head of its China Section is an internal administrative matter, and so it is not suitable for the outsiders to interfere with it as most of them are lack of the comprehensive knowledge of the relevant circumstances. We respect DW's decision, and even more appreciate its proclaim "to uphold the values of freedom, democracy and human rights to which DW has adhered". We expect that DW can abide by this pledge all along.
2) We oppose the irresponsible speeches on China's human rights situations made by the former head of DW's China Section. For instance, she claimed, "The Communist Party of China has made a greater contribution to the practice of Article Three of the Universal Declaration of Human Rights than any of other political forces in the world." And she also quoted an appraisal by the Beijing correspondent of Zeit as "Getting 400 millions of Chinese people shaking off poverty during last 30 years is one of the greatest improvement of human rights in the recent years." We hold that these appraisals were fully based on China's governmental propaganda with no foundation of factual statistics that could be likely verified by any of independent journalists or scholars, and so that a journalist took such a propaganda as his or her own opinion with no doubt was clearly lack of the professional attainment and integrity. However, we also maintain that such speeches, although absurd, are still within the scope of speech freedom, and appreciate that neither DW nor another institution has done anything of depriving no one from his/her right to freedom of expression. Therefore, the call that "(we) must firmly strike back to protect them" in that letter by 49 celebrities was obviously exaggerated and misleading.
3) That letter considered, "this discussion is a part of the debates on the issue how to judge China's development and rise today". This is correct. We expect that such a debate raised in that letter may have a chance to discuss in China freely from being suppressed. We wish more that the cosigners of that letter will make some efforts with their reputation and influence to promote such a free discussion in China as well.
However, what has made us feel pity and disappointed is that we have only seen that that letter has only complained about the removal of someone from leadership of DW's China section, but not that those who had got "Cooperative Partnership" with Chinese authorities have appealed for those discriminated against their expressions. We would like to ask a question, if those who spoke what Chinese government loved to listen to need protection, do others who criticized it not need to protect? Or when they are compared, is the latter's freedom of speech insignificant?
Just a few of the examples are presented here.
It has been almost 20 years since June Fourth Massacre, topic of the June Fourth has so far been a forbidden zone of speeches. Whether or not do you consider it necessary to have a cosigned letter to call for the protection of those who want to breach this zone? We have found that there is a cosigner (Reimund Seidelmann, Universität Gießen) engaged in the study on international politics, and who has been noted as an Honorary Professor at China's People University (CPU) in Beijing. Then we would like to ask him whether or not he has realized there is Professor DING Zilin, one of the cosigners of this letter, at the same university. Her son was innocently killed during the Massacre. On behalf of Tiananmen Mothers, she has painfully struggled for justice nearly 20 years, but her right to freedom of expression within China has been completely deprived. In China, her voice has been thoughtfully silenced, her book has been prohibited from publishing or circulating, and even her personal freedom has got nothing to protect. We world like to ask Prof. Seidelmann whether he could be reminded of the name of Prof. Ding when he was honored by the administration of CPU. Will you do anything to protect her when her civil rights are violated by injustice? Are you ready to strike against China's governmental violation of her rights?
Another cosigner of this letter is Mr. BAO Tong who should be familiar to the China experts among you. Please ask him whether he has got any freedom of expression in China? Is his name able to appear on any of domestic media in China? After 7 years in prison, he has supposedly resumed his status of citizenship for more than 10 years but his personal freedom has been still deprived illegally, not to say any freedom of speech. Have you ever thought to protect him, or to strike against China's governmental violation of his civil rights?
There is also Mr. SHI Tao, a journalist and poet serving a 10-year sentence in prison. At least those who have got "Cooperative Partnership" with Chinese authorities should have leant that this is one of typical cases of how an Western entity such as Yahoo! has trade the information on a Chinese citizen with Chinese government as one of terrible results from such a common "cooperative partnership" in China as to seek only profit regardless ethics. Have you thought to cosign an petition for his freedom of expression, or to strike against such evil phenomena in "cooperative partnership" ?
Those experts on international relations and China issues should also have leant at least the of Dr. XU Zerong, an academic colleague who were sentenced by Chinese authority to 13 years in prison in violation of freedom of academic exchange. Do you not feel more concerns to call jointly for the release of Dr. Xu who has been unjustly imprisoned for more than 8 years? Chinese colleagues of journalists, activists, writers and scholars who are deprived from their basic human rights including freedom of expression?
Besides, you should also have known that China authorities have imprisoned there have been tens of thousands of prisoners of conscience sentenced for their speeches. Among them, there are many colleagues of journalists, human rights activists, writers and scholars, including YANG Tongyan (22 years for two sentences), Hada (15), HUANG Jinqiu (12), YANG Zili and his 3 colleagues (8 and 10), ZHENG Yichun (7), ZHANG Jianhong (6), ZHANG Lin (5), YANG Maodong (5) , LU Gengsong (4), CHEN Shuqing (4), QI Chonghuai (4), DU Daobin (3), YAN Zhengxue (3), CHEN Daojun and HUANG Qi (to be tried)……, especially HU Jia who has recently been award by European Parliament 2008 Sakharov Prize for Freedom of Thought. Will you also make a joint petition for their releases, to let them enjoy a little "human rights improvement" believed by some of you? The cases of discrimination against speech like these are too numerous to mention. How may of the experts and authorities on China issues among you have cared for such cases and made "careful investigation" of them?
It is pretty good that that letter advocated "the careful investigation, analysis and report on various aspects of diversity and contradiction in China's development", and proclaimed to defend the professionalism, responsibility and objectivity of journalist and academic work". Excellent! We raise our both hands to agree with them. Therefore, we urge the experts and scholars who have got "cooperative partnership" with China's governmental institutions to move their feet among Chinese civilians, listen to the voices from various parties and then decide what to do for the protection of free speech. Hereby, we also call on these experts and scholars that, when you are developing your cooperative friendship with Chinese authorities and exchanging your views with Chinese colleagues, please do not forget to include the profound scholarship "to protect freedom of speech" announced in your open letter as a task in your exchange programs.
The last but not the least, we call on all of intellectuals in the world to uphold our professional conscience and maintain our intellectual independence, not to bow to the political power nor to be lured by fame and gain, to take our own actions for universal human values and make our own contributions to benefit all of mankind.
We hope that Deutsche Welle's may publish this open letter of ours.

尊敬的女士們、先生們：
日前，我們注意到，歐洲49位漢學家、中國問題專家等知名人士就德國之聲中文部某負責人被解職一事，發表了致德國之聲電台台長貝特曼（Erik Bettermann）先生、德國之聲廣播委員會、德國聯邦議會的公開信。由於該公開信涉及到中國歷史、現狀的評論。我們作為中國民間人士、尤其是身居中國國內的知識界人士，有責任就該信提出的有關問題，表明我們的態度。
一、我們認為，德國之聲處理中文部某負責人，屬於其內部事務，外人因對相關情況缺乏全面了解而不宜介入。我們尊重德國之聲的決定，更贊賞其宣示：“維護德國之聲所一貫堅持的維護自由民主和人權的價值觀。”我們期盼德國之聲能始終堅守這一諾言。
二、我們反對德國之聲中文部某負責人有關中國人權狀況的一些不負責任的言論。比如她說：“中國共產黨比世界上任何一支政治力量在實踐人權宣言第三條方面的貢獻都要大。”又如她引用德國《時代周刊》駐北京記者的話：“在過去30年裡讓4億中國人擺脫貧困是近年來最大的人權改善之一。”我們認為，這些判斷完全是基於中國官方輿論宣傳，並無任何記者或學者能獨立提供可供檢驗的事實依據，無論誰以此作為個人觀點都有失新聞工作者或學者的職業操守。但我們同時認為，發表這些言論盡管荒謬但尚屬言論自由的范圍，並贊賞德國之聲等有關機構並未因此剝奪任何人的言論自由權利。因此，49人公開信中所說的“應該堅決地反擊，保護他們”，實屬夸張多余，有誤導輿論之嫌。
三、49人公開信認為：“這場討論是關於如何評判當今中國發展和崛起問題的爭論的一部分。”這句話倒是說對了。對於該信中提到的那種爭論，我們希望能夠在中國國內獲得自由討論而不受壓制。我們更希望以該信簽名者的名望和影響力來推動這種自由的討論。
但是，令我們感到遺憾和失望的是，我們只看到49人公開信為德國之聲中文部某負責人的被免職叫屈，卻沒有看到過那些與中國當局有“合作伙伴”關系的人士為中國國內的因言獲罪者呼吁。試問：難道只有那些說了中國政府愛聽的話的人需要保護，而批評中國政府者就不需要保護？或者，二者相比，後者的言論自由就無足輕重？
下面僅舉數例：
“六四鎮壓”快20年了，但是在中國國內，“六四”仍然是一個言論的禁區。你們是否認為，有必要以聯署的方式來呼吁保護中國境內那些想沖破這個禁區的人？我們注意到該信聯署者中有一位從事國際政治研究的教授（Reimund Seidelmann, Universität Gießen），據稱他還是北京中國人民大學的一位名譽教授。那麼，我們想問問他，他是否知道中國人民大學有一位教授叫丁子霖（也是本信的簽名者之一）。她的兒子在“六四”中被無辜殺害了，她代表的“天安門母親”為尋求正義苦苦抗爭了近20年。但她的言論自由在中國境內完全被剝奪：她的聲音在國內徹底被消音，她的著作不能在國內出版，也不能在國內流傳，連她的人身自由都得不到保障。我們要請問這位人民大學的名譽教授，當你接受人大校方賜予的這份榮譽時，你會想到“丁子霖”這個名字嗎？當她的公民權利受到不公正的侵犯時，你願意保護她嗎？願意對侵犯她權利的中國政府進行反擊嗎？
本信的另一位簽名者鮑彤先生，一些中國問題專家想必不會生疏吧？請問問鮑彤先生自己，他在中國國內有言論自由嗎？他的名字能在國內媒體上出現嗎？他坐牢七年，刑滿後恢復公民身份也已十多年，連人身自由都被剝奪，談何言論自由！你們想到過要保護他嗎？想到過向侵犯他公民權利的中國政府反擊嗎？
還有一位記者兼詩人師濤，現在中國監獄中要渡過漫長的十年刑期。起碼那些與中國當局有“合作伙伴”關系的人士應該知道，這是雅虎公司向中國政府提供網上信息導致異議人士坐牢的典型案件之一，也正是目前在中國常見的見利忘義的“合作伙伴”關系的可怕惡果之一。你們為師濤的言論自由聯名呼吁過嗎？想到過向這種“合作伙伴”共同作惡的現象反擊嗎？
那些研究國際關系及中國問題的專家，起碼也應該知道被中國當局侵犯學術交流自由而判刑13年的學者同仁徐澤榮博士吧？你們不覺得更應該為已不幸系獄達八年多的徐博士聯名呼吁一下嗎？
另外，你們也應該知道中國監獄裡還有成千上萬因言論而被判刑的良心犯，其中的新聞工作者、人權活動者、作家和學者同仁如：楊天水（兩次22年），哈達（15年），黃金秋（12年），楊子立等“北京四君子”（2人10年，2人8年），鄭貽春（7年），張建紅（6年），張林和楊茂東（5年），呂耿松、陳樹慶和齊崇懷（4年），杜導斌和嚴正學（3年），陳道軍和黃琦（尚未審判）……，尤其是最近剛獲薩哈羅夫人權獎的胡佳（3年半），你們是否也能聯名為他們呼吁一下，使得他們早日獲得釋放，也多少享受一點你們相信的“人權改善”？諸如此類的因言獲罪案件在中國不勝枚舉，你們作為中國問題的專家、權威，有多少人關注過這些案件嗎？對這些案件作出過“謹慎的調查分析”嗎？
不錯，該公開信中倡導“謹慎的調查分析，報道中國發展中的多樣性、矛盾的多方面情況”，並聲明要“捍衛新聞工作和學術工作的專業准則、責任意識和客觀性。”很好！我們舉雙手贊成。那麼，請與中國政府機構有“合作伙伴” 關系的專家學者們，邁開雙腳也到中國民間來走走，聽聽各方面的聲音，然後作出抉擇：在保護言論自由方面，你們究竟該做些什麼。在此，我們還要向你們呼吁：當你們與中國官方開展友好合作、與中國同行切磋交流的時候，千萬不要忘記把你們公開信裡說的那套“保護言論自由”的高深學問作為一個課題，放到你們的交流計劃之中。
最後，我們呼吁海內外所有學界人士秉持學術良心，保持知識者的獨立性，不為權勢所屈，不為名利所誘，以自己的行動踐行人類普世價值，以自己的付出來造福於人類。
我們希望，德國之聲中文部能發表我們這封公開信。

May You Listen to the Voices of Chinese Civilians?
An Open Letter on the disputes of Deutsche Welle's China Section
To German Bundestag,
To Broadcasting Council of Deutsche Welle,
To the Sinologists and China Experts
Dear Madams and Sirs,
We, the undersigned, have observed that 49 of European Sinologists, China experts and other celebrities published an open letter on the dismissing of a head of the Deutsche Welle's China Section (e.g. summarized in a report at online web of the People's Daily, http://world.people.com.cn/GB/14549/8155375.html, the official newspaper of the Central Committee of Chinese Communist Party). Since the subject of that letter is related to the debates on China's past and current situations, we, Chinese civilians, particularly the intellectuals residing in China, have felt that it is our duty to make our positions known about the relevant issues raised by that letter.
1) We consider that the decision that Deutsche Welle (DW) has made on a former head of its China Section is an internal administrative matter, and so it is not suitable for the outsiders to interfere with it as most of them are lack of the comprehensive knowledge of the relevant circumstances. We respect DW's decision, and even more appreciate its proclaim "to uphold the values of freedom, democracy and human rights to which DW has adhered". We expect that DW can abide by this pledge all along.
2) We oppose the irresponsible speeches on China's human rights situations made by the former head of DW's China Section. For instance, she claimed, "The Communist Party of China has made a greater contribution to the practice of Article Three of the Universal Declaration of Human Rights than any of other political forces in the world." And she also quoted an appraisal by the Beijing correspondent of Zeit as "Getting 400 millions of Chinese people shaking off poverty during last 30 years is one of the greatest improvement of human rights in the recent years." We hold that these appraisals were fully based on China's governmental propaganda with no foundation of factual statistics that could be likely verified by any of independent journalists or scholars, and so that a journalist took such a propaganda as his or her own opinion with no doubt was clearly lack of the professional attainment and integrity. However, we also maintain that such speeches, although absurd, are still within the scope of speech freedom, and appreciate that neither DW nor another institution has done anything of depriving no one from his/her right to freedom of expression. Therefore, the call that "(we) must firmly strike back to protect them" in that letter by 49 celebrities was obviously exaggerated and misleading.
3) That letter considered, "this discussion is a part of the debates on the issue how to judge China's development and rise today". This is correct. We expect that such a debate raised in that letter may have a chance to discuss in China freely from being suppressed. We wish more that the cosigners of that letter will make some efforts with their reputation and influence to promote such a free discussion in China as well.
However, what has made us feel pity and disappointed is that we have only seen that that letter has only complained about the removal of someone from leadership of DW's China section, but not that those who had got "Cooperative Partnership" with Chinese authorities have appealed for those discriminated against their expressions. We would like to ask a question, if those who spoke what Chinese government loved to listen to need protection, do others who criticized it not need to protect? Or when they are compared, is the latter's freedom of speech insignificant?
Just a few of the examples are presented here.
It has been almost 20 years since June Fourth Massacre, topic of the June Fourth has so far been a forbidden zone of speeches. Whether or not do you consider it necessary to have a cosigned letter to call for the protection of those who want to breach this zone? We have found that there is a cosigner (Reimund Seidelmann, Universität Gießen) engaged in the study on international politics, and who has been noted as an Honorary Professor at China's People University (CPU) in Beijing. Then we would like to ask him whether or not he has realized there is Professor DING Zilin, one of the cosigners of this letter, at the same university. Her son was innocently killed during the Massacre. On behalf of Tiananmen Mothers, she has painfully struggled for justice nearly 20 years, but her right to freedom of expression within China has been completely deprived. In China, her voice has been thoughtfully silenced, her book has been prohibited from publishing or circulating, and even her personal freedom has got nothing to protect. We world like to ask Prof. Seidelmann whether he could be reminded of the name of Prof. Ding when he was honored by the administration of CPU. Will you do anything to protect her when her civil rights are violated by injustice? Are you ready to strike against China's governmental violation of her rights?
Another cosigner of this letter is Mr. BAO Tong who should be familiar to the China experts among you. Please ask him whether he has got any freedom of expression in China? Is his name able to appear on any of domestic media in China? After 7 years in prison, he has supposedly resumed his status of citizenship for more than 10 years but his personal freedom has been still deprived illegally, not to say any freedom of speech. Have you ever thought to protect him, or to strike against China's governmental violation of his civil rights?
There is also Mr. SHI Tao, a journalist and poet serving a 10-year sentence in prison. At least those who have got "Cooperative Partnership" with Chinese authorities should have leant that this is one of typical cases of how an Western entity such as Yahoo! has trade the information on a Chinese citizen with Chinese government as one of terrible results from such a common "cooperative partnership" in China as to seek only profit regardless ethics. Have you thought to cosign an petition for his freedom of expression, or to strike against such evil phenomena in "cooperative partnership" ?
Those experts on international relations and China issues should also have leant at least the of Dr. XU Zerong, an academic colleague who were sentenced by Chinese authority to 13 years in prison in violation of freedom of academic exchange. Do you not feel more concerns to call jointly for the release of Dr. Xu who has been unjustly imprisoned for more than 8 years? Chinese colleagues of journalists, activists, writers and scholars who are deprived from their basic human rights including freedom of expression?
Besides, you should also have known that China authorities have imprisoned there have been tens of thousands of prisoners of conscience sentenced for their speeches. Among them, there are many colleagues of journalists, human rights activists, writers and scholars, including YANG Tongyan (22 years for two sentences), Hada (15), HUANG Jinqiu (12), YANG Zili and his 3 colleagues (8 and 10), ZHENG Yichun (7), ZHANG Jianhong (6), ZHANG Lin (5), YANG Maodong (5) , LU Gengsong (4), CHEN Shuqing (4), QI Chonghuai (4), DU Daobin (3), YAN Zhengxue (3), CHEN Daojun and HUANG Qi (to be tried)……, especially HU Jia who has recently been award by European Parliament 2008 Sakharov Prize for Freedom of Thought. Will you also make a joint petition for their releases, to let them enjoy a little "human rights improvement" believed by some of you? The cases of discrimination against speech like these are too numerous to mention. How may of the experts and authorities on China issues among you have cared for such cases and made "careful investigation" of them?
It is pretty good that that letter advocated "the careful investigation, analysis and report on various aspects of diversity and contradiction in China's development", and proclaimed to defend the professionalism, responsibility and objectivity of journalist and academic work". Excellent! We raise our both hands to agree with them. Therefore, we urge the experts and scholars who have got "cooperative partnership" with China's governmental institutions to move their feet among Chinese civilians, listen to the voices from various parties and then decide what to do for the protection of free speech. Hereby, we also call on these experts and scholars that, when you are developing your cooperative friendship with Chinese authorities and exchanging your views with Chinese colleagues, please do not forget to include the profound scholarship "to protect freedom of speech" announced in your open letter as a task in your exchange programs.
The last but not the least, we call on all of intellectuals in the world to uphold our professional conscience and maintain our intellectual independence, not to bow to the political power nor to be lured by fame and gain, to take our own actions for universal human values and make our own contributions to benefit all of mankind.
We hope that Deutsche Welle's may publish this open letter of ours.
