CCP Fears Muzzle Will Be Turned Onto It:
Bans “Civilian Control of the Military”.
Before August 1, Liang Guanglie, Chinese Minister
of Defense, emphasized again that
"it should be a fundamental principle and rule that the
Party should absolutely control the military”.
On the same day, an official from the general office
of the General Political Department spoke in a press conference.
They stated that the Military firmly
opposed “civilian control of the military”.
Commentators believed that it shows
public grievances are very large.
The military is hard to control. The Chinese Communist
Party worries that the military will turn to control it.
On the last day of July, the Chinese Communist Party
(CCP) organized many meetings in Beijing.
One was a press conference arranged
by the State Council for the military.
At the conference, Wang Yongsheng, deputy director
of the general office of the General Political Department answered a question from a Hong Kong reporter.
He said that people must be against “civilian control
of the military,” because the military belongs to the CCP.
Wen Zhao, current affairs' commentator, pointed out that
there's always a number of officers within the military who have more advanced opinions.
They support “civilian control of the military”.
They don't want the military to be like the Nazi SS,
and don't want “the party to command the gun.”
For the CCP, it's a threat that always existed.
Wen Zhao: "They want to build a so-called communist
democracy, which is different from a dictatorship.
It's a model where a few people share power.
At the same time, they want to build a related institution
to operate the change of power. But overall, it has failed.”
According to the Wikipedia interpretation of
the description “civilian control of the military,”
the military cannot be a tool that supports a party or person
and interfere or impact domestic policies.
This also means the gun should not be used
to defend a political party or regime.
Yang Jianli, founder of “Civil Power” said that when
the CCP emphasizes an idea in high-profile, it means there will be an incident related to that thing.
Yang Jianli: "Now the political situation isn't stable in China.
Protests have been occurring one by one all around China.
We can say a large protest in China
takes place every few minutes.
The public aren't stable, and the military isn't stable.
This is the reason why the CCP emphasizes that it absolutely
controls the military, and that the military has the loyalty to the party in all circumstances.”
Just before the CCP's two sessions this year, it's said that
Zhang Qinsheng, former deputy chief of the People's Liberation Army (PLA), was deposed.
This was because he advocated
“civilian control of the military”.
Although this happened to Zhang Qinsheng,
he answered with “don't talk about this topic” when he was questioned by reporters.
A insider who has frequent contact with NTD
stated that the military isn't stable now.
Insider: "Bo Xilai's case exposed all the dark things.
Now, no matter which level they are at,
all the military has started to wake up.
Before, they thought that the party commanded the gun,
they were advocated by the party, and it was correct because they are the military.
Now they're mindset is changing, and they are thinking
over whether the party should command the gun or not.”
The insider also said that, there are two types
of people within the military, with differing opinions.
One is the senior leadership of the military
who ask for “civilian control of the military”.
The other is that the military has lost
its combat effectiveness completely.
Each level within the military, from the low level solider,
through second lieutenant, up to the political commissar, can be bought by money.
That's the reason why the military
cannot fight for a certain mission.
Yang Jianli: "I think there is less opportunity
for the Chinese military to take actions like 『June 4th』.
This is because the military don't have a leader like
Deng Xiaoping, who has the absolute power over the military.
The second reason is that the opinion of the military is lax.
In fact, low level's soldiers have the same interests
as the farmers and other people who live at low level society.
If the senior level tries to maintain their stability in power
by taking local people's belongings, it dissatisfies soldiers.”
"Radio France International” reported that Chinese veterans
from Guangdong and Hunan province,
who participated in the Korean War and Vietnam War,
organized parades on line to demonstrate these activities.
To control it, the CCP banned and closed the China biggest
veteran friendship website 『Jun Hun Wang』 just before the 18th National Congress.
