Jiang Zemin's Changing Rank Unraveled
On January 21, Chinese Communist Party (CCP) authorities
attended the funeral of the Central Military Commission
former secretary-general, Yang Baibing, who died January 15.
It's noteworthy that the Party and government dignitary list
was very different from the line-up usually found in reports of the CCP's mouthpiece media.
The former CCP leader, Jiang Zemin, was placed after
the seven serving Standing Committee members,
instead of being put up top, as customary.
What's the meaning behind Jiang's ranking on the list?
—Let's see what the experts say.
CCP mouthpiece media, CCTV, reported that the body of
deceased Central Military Commission secretary-general,
Yang Baibing had been cremated at Beijing's Babaoshan
Revolutionary Cemetery, on January 21.
CCTV said, CCP leaders had visited the hospital or offered
condolences to Yang Baibing's relatives in various forms.
The report listed some officials who offered condolences:
Hu Jintao; Xi Jinping; Wu Bangguo; Wen Jiabao; Jia Qinglin;
Li Keqiang; Zhang Dejiang; Yu Zhengsheng; Liu Yunshan;
Wang Qishan; Zhang Gaoli; and Jiang Zemin; among others.
Hong Kong's Apple Daily reported that,
the CCP's ranking is quite an art—in the past,
the retired leader Jiang Zemin was always ranked
second to the CCP General Secretary as a form of “respect”.
Apple Daily says, according to old customs, Hu Jintao should
be ranked in the third place, once he leaves office in March.
So to this custom, the list should read from top to bottom:
'Xi Jinping', 'Jiang Zemin', 'Hu Jintao'.
However, overseas media had reported on November 15,
2012 that, Jiang Zemin had written a letter to Xi Jinping
and the CCP Politburo, saying that he wanted to be ranked
equally with the other old comrades from then on.
In that case, Hu Jintao may be ranked at the bottom in public
appearances from this March; not even making third place.
Some say, if that's so, Xi will have one less person above him.
Commentator Wen Zhao points out that, this list gives
a message that the ranking does not accord with positions
in the CCP, but with the positions in the government.
[Wen Zhao]: “In fact, Jiang Zemin is quite specialized;
and the CCP gives him special courtesy.
But it does not mean there's no struggle between them
—the harmonious, united image is just on the surface.”
Wen Zhao says, Jiang Zemin is just using the ranking to prove
to the outside world that he still holds influence.
In 2012, Xi Jinping had launched his “Eight Regulations”
announcing them in a lofty tone, to the CCP Politburo.
This action was recognized as a consolidation of Hu Jintao's
stance—to stop the “intervention from the CCP's elders”.
After that, Jiang Zemin made 4 public appearances within
6 days, between December 22 – 28; mainly making a show of his inscriptions and poems.
One particular inscription, which was written for a deceased
former confidant Huang Ju, openly provoked Xi Jinping.
The Trends Magazine in Hong Kong revealed that,
two patriarchs of the CCP, Wan Li and Qiao Shi, had noted
Jiang Zemin's abnormal activities inside and outside the CCP.
The two sent a letter to the CCP's Central Committee
and the Central Commission for Discipline Inspection,
calling on them to resolve the impact of Jiang's behavior,
clearly indicating that such activities must be prevented.
It also showed that Jiang Zemin's views on the CCP's central
principles, policies and personnel should be dealt with
through the normal processes; without any special courtesy.
Former Politburo Standing Committee member, Song Ping,
is known to have visited Jiang Zemin in Hang Zhou City
around last New Year's Eve, telling Jiang to be more
“self-restrained” and to “maintain the parade”.
At the same time, after the 18th CCP national congress,
two former secretaries of the CCP Central Commission
for Discipline Inspection, Wei Jianxing and Wu Guanzheng,
disclosed that there had been up to 2,500 criticizing letters
against Jiang Zemin, from the CCP and other communities since November 2007.
Internet writer Wu Jianguo says that, Jiang Zemin's
involvement became really outrageous after his resignation
and that Jiang treats himself like an “overlord”.
[Wu Jianguo]: “For example, in the CCP's 60-year
anniversary ceremony of the establishment of the regime,
Jiang was ranked before Politburo members,
yet he doesn't have any official position.
Jiang was even ranked together with members of
the Politburo Standing Committee and his performance
showed that he despised Hu Jintao.”
There is a story spreading of the “Yang Family”—of former
CCP Chairman Yang Shangkun and his younger brother
Yang Baibing—who are said to have suppressed Jiang Zemin.
Therefore, Jiang Zemin had said at the time: “Yang Shangkun
wants to replace Deng Xiaoping”—causing Deng Xiaoping
to abandon Yang and keep Jiang.
China expert Shi Cangchan in Washington D. C. says,
people should be concerned with Jiang Zemin's rank change.
He says, since Yang Baibing was Jiang's rival, it's a big shame
for Jiang to hold the lower ranking at Yang's funeral.
