【禁聞】粵處置「不合格黨員」 細則成笑柄

【新唐人2013年02月21日訊】「不合格黨員退出機制細則」出臺後,在全省範圍內設立了8個處置不合格黨員的試點單位。據了解,每個試點單位分別制定了細則方案,有的單位將「參加封建迷信活動」、「違規上訪」列為「不合格黨員」的標準之一。

大陸媒體報導,廣東省實施不合格黨員退出機制,設立了八個處置不合格黨員的試點單位。包括深圳市寶安區石岩街道、清遠市清新縣、東莞市寮步鎮等。2月18號,深圳寶安區石岩街道出臺相關細則。

由於每個試點單位分別制定細則,因此不合格黨員的標準也不完全相同。

其中,東莞寮步鎮處置不合格黨員暫行辦法規定,除了黨章規定外,參加封建迷信活動、違規上訪等,都列入不合格黨員的標準。如果確定為不合格黨員,必須限期改正;限期改正後仍不合格者,將「勸退處理」;勸而不退者,將報黨委討論「作黨內除名處理」。

不少網民認為,將上訪申冤黨員列為不合格黨員,實為清算報復,表明當局仍將繼續加強維穩措施。

廣州一名郭姓市民表示,黨員對中共也有意見,但很多人為了飯碗不敢吭聲,現在一吭聲中共就要打壓。

廣州市民郭先生:「有一些人覺悟過來他要吭聲,要維護正義,他就說要幫助上訪,他本身也有給被迫害的時候,他也上訪,它就出這個打壓啦,就是這回事。就是它一黨專政,它不允許你有言論自由,不給你們提意見,就是這麼回事,就是腐敗!」

據了解,作為試點單位之一,清遠市清新縣去年7月開始啟動黨員誠信等級評價。截至去年年底,經過評議,清新縣14名黨員被評為不合格,49名黨員基本合格。不合格的14人可能面臨被清退的處罰。

時事評論員藍述表示,中共實施所謂純潔黨的基層組織工作,是想維繫一黨專制的信念,但已經難以為繼。

時事評論員藍述:「那麼你(中共)再這樣做下去,它也是拉不住人的。因為沒有人相信中共了。中共用這個行政的方式把黨員歸攏在黨內,不讓他們去信別東西。但是,所有這些黨員,他即使不去信別的東西,他即使不去選擇別的信仰,他也不會在心裡繼續相信共產主義。這就是中共目前不得不面對的一個現實。」

據《大紀元》新聞網報導,目前在《大紀元》網站聲明退出中共黨、團、隊組織的人數,已經達到1億3千多萬人。每天都有幾萬人聲明退出中共組織。

郭先生指出,很多黨員,也發現了中共太腐敗,所以自動要求退黨。

郭先生:「真正的權力應該有新聞自由、集會自由、遊行自由、辦報自由,有這些自由的前提下,我們群眾有輿論。我們一說 ,就說我們顛覆政府罪、就說非法集會,搞個罪名把我們關起來,那你說它那些貪官能關進去嗎?」

郭先生指出,中共當局不像民主國家是以競選方式掌握政權,因此,一黨獨大,想怎麼樣,就怎麼樣。

藍述:「說到底這個共產主義的信仰破產了,而且共產主義的這個信仰,不僅僅是在中國破產了,它在整個全世界的共產主義的運動,所有的國家它都已經破產了,中共它在北京的領導人,不願意面對這個事實,是因為他們不願意放下手中的權力,是手中最後一點利益。使他們不願面對共產主義已經徹底破產的這麼一個現實。」

藍述指出,不論中共採取甚麼行動,都不可能改變這個澎湃向前的歷史潮流。

Guangdong Defines What will Disqualify a Party Member

Guangdong recently set up eight pilot units to deal with
disqualified party member(s) based on the newly issued rules for disqualifying party members.”
Each pilot unit has a new set of rules, some defining
participating in feudal superstitious activities
and petitioning as a few of the standards used
to disqualify a party member.

The Chinese media reported that Guangdong Province
implemented a policy for disqualifying party members.
Eight pilot units were established in Shenzhen,
Qingyuan City, Dongguan City, and others.
On Feb. 18, Bao'an District of Shenzhen issued
standards of disqualification.

Each pilot unit established its own standards
according to the disqualification policy.

Participating in feudal superstitious activities and petitioning
would disqualify a party member in Liaobu town of Dongguan City.
Once the disqualification is confirmed,
correction is required within a time frame.
Those who fail to improve will step into
the “delisting persuasion” process.
Those who refuse the delisting will be subject to
the Party Committee’s inner-party delisting process.

Many netizens believe that listing petitioning as one
of the criteria to disqualify a party member
is in an effort to retaliate against any party members
who address their grievances.
It signals the authorities will continue to strengthen
stability maintenance measures.

Mr. Guo, a resident of Guangzhou, indicated that many
party members would not dare speak about their opinions towards the Party for fear of suppression.

Mr. Guo: "Some people are willing to help petitioners
uphold justice, or perhaps he is one of the victims who'd like to petition.
Then this party member will be persecuted.

The one-party ruling will not allow freedom of speech
or expression. In all, it is corrupt!"

Qingyuan City, one of the pilot units,
conducted party member evaluation last July.
When the evaluation finished at the end of last year,
14 party members were rated as unqualified and 49 party members were qualified.
The 14 disqualified members could face the
punishment of delisting.

Political commentator Lan Su indicated that this "clean"
the root of the party is intended to maintain the one-party authority.
This belief, however, has been difficult to sustain.

Political commentator, Lan Su:
"These Communist tactics won't work.
No one believes in the Communist Party.
They intend to hold the party through governing rules.
But, none of these party members actually believe
in Communism. This is a reality the Communist Party must face."

The Epoch Times News Network reported over 130 million
Chinese have denounced the CCP and its associated organizations.
Tens of thousands of people are denouncing
the CCP everyday.

Mr. Guo pointed out that many party members, realizing
the corruption of the CCP, voluntarily request to quit the party.

Mr. Guo: "True rights are freedom of press, assembly,
demonstration, and running a newspaper.
With the premise of these freedoms, we have opinions.

Whenever someone states their opinion, they are charged
with subverting the government or illegal petitioning.
Will they actually charge those corrupt officials?"

Mr. Guo complained that the Communist authorities
do whatever they'd like to, for it is the only ruling party.

Lan Su: "Communism is bankrupt. This Communist faith
went bankrupt not just in China, but in the entire world.
The Communist leaders in Beijing are unwilling to face
this fact due to the power they are holding now.
This last interest of theirs has made them refuse
to face reality."

Lan Su stated that regardless of the effort,
the Communist regime will not change this trend in history.
