【禁聞】解放軍換新車牌 豪車禁掛軍牌

【新唐人2013年04月30日訊】從5月1號起,中國大陸軍隊和武警部隊,將統一使用新式軍車號牌。老的軍車號牌於4月30號廢止。並且規定﹕私人車輛以及奧迪、保時捷等價格超過45萬元的所謂豪車,將禁用軍車號牌。是甚麼原因對中共解放軍發出這道禁令﹖而機關公務用車存在甚麼樣的問題﹖請看我們的報導:

大陸《中央電視臺》報導,解放軍第七代軍車號牌日前亮相,5月1號前,更換工作將全部完成。新式號牌使用了6種高科技防偽技術。

而中共《解放軍報》的報導說,某些部隊單位出現軍車號牌流失現象,總後軍交運輸部負責人表示,這次更換軍車號牌,就是要從源頭上理順號牌管控渠道,而下一步將集中對豪華車輛懸掛號牌、軍車出入高消費場所、違規使用警燈、警報器進行專項治理;並開展軍隊領導幹部和機關公務用車問題專項治理活動。

規定說,禁止掛軍牌的車包括:一、高檔豪華車輛、私人車輛、超出軍委有關文件規定以及來源手續不全的車輛;二、地方單位和在軍隊、武警兼職的地方領導車輛;三、奔馳、寶馬、林肯、凱迪拉克、大眾輝騰、賓利、捷豹、保時捷或排氣量超過3公升、價格超過45萬元的高檔豪華轎車,以及路虎、保時捷卡宴和奧迪Q7等高檔越野車。

有網友質疑說,不能只是不掛軍牌就完了,對奔馳、寶馬、林肯等高檔豪華轎車應該進行調查,並公開拍賣。還有網友表示,超過45萬的豪車不掛軍牌,就等於軍內沒豪車了嗎?就顯的廉潔了嗎?軍車車牌已換多次了,每換一次假牌就跟著來。

大陸民間獨立學者鄭志遙表示,他非常贊成整頓軍車號牌的做法。

大陸民間獨立學者鄭志遙:「大家都知道,地方上軍車的號牌,軍警的號牌,全部都是流散了很多。當然,普通老百姓哪有權力,哪有能力去搞一個軍警軍車號牌?因為軍車它享受甚麼過路費,各種通行特權,各方面的特權,你想誰能有權力拿到這些東西呢?是特權階層,那些高官,權貴和特殊人群。」

而大陸獨立作家王藏則認為,不管當局怎麼管控、怎麼更換、或者出臺甚麼條例,他們背後的用意是給這個社會、給民眾一個假象。

大陸獨立作家王藏:「就是說他們已經在不斷的完善,也不斷的似乎是在反腐,似乎是在限制權力,其實這只是假象。我對他們所做的這些大大小小的行為,我都認為不靠譜。不論他們出臺甚麼,在我看來只是為了完善他們的統治和管控,然後不斷的為自身貼金。就是竭盡全力的挽回本就沒有或者已經失去的形象。」

王藏表示,在一個公民權利得不到保障的社會、沒有人權的國家體制上,從細節上變化,解決不了問題。這只是為了完善中共的維穩、和極權制度。

王藏:「他們所作的這些,只是在完善、怎麼更好的、更有利的維護自身的統治,更完備的去奴役人民。他們就在細枝末葉上做功夫,而且做不到位,然後產生一種迷幻藥,好像在改了,但是根本問題不是機制問題,是體制問題。」

有網友登出「橫行霸道車輛排行榜」:第一名、軍車:交通警察都對它敬而遠之;第二名、警車:不論何時何地它就是交通規則;第三名、城管部門的「行政執法」車:它與警車享受同等權利;第四名、領導幹部的車;第五名、官二代的車。

Luxury cars cannot have military license plates

From May 1, the army and armed police forces in Mainland
China will have new unified military vehicle license plates.
The old military license plate
will be abolished on April 30.
Private cars and luxury vehicles are not allowed
to use military license plates.
Luxury cars include Audi, Porsche and other cars
costing more than 450,000 yuan.
What are the reasons the military issued the ban?
What problems exist among official vehicles?

Mainland China Central Television reported that the seventh
generation of the People's Liberation Army military vehicle license plate has been unveiled.
The replacement of plates will be
completed by May 1.
The new license plate is made of six types of high-tech
anti-counterfeiting technology.
The Liberation Army Daily reported that some military
units have lost their vehicle license plates.
Officials from the General Logistics Department of Military Transportation said that this move aims to control license plates at the source.
The next step will focus on license plates of luxury vehicles
and military vehicles entering luxury clubs.
Issues to receive special attention include illegal use
of lights and sirens, military leadership cadres carrying out special activities, and official vehicles.

The regulations stated high-end luxury vehicles,
private vehicles, vehicles with incomplete procedures
or that exceed the military documents are prohibited
from using military license plates.
Vehicles of leaders of local units, army, and armed police
were also on the list, as well as Mercedes-Benz, BMW,
Lincoln, Cadillac, Volkswagen Phaeton, Bentley, Jaguar,
Porsche, any vehicle costing more than 450,000 yuan
which consists Land Rover, Porsche Cayenne, Audi Q7,
and luxury SUVs.

Some netizens say in addition to the issue of hanging
a military license, an investigation into the luxury vehicles
should be conducted and the vehicles should be auctioned
off.
Another netizen says that luxury cars without a military
plate does not mean that the military no longer has neither luxury cars nor corruption.
Military vehicle license plates have changed many times,
and fake license plates have followed every time.

Cheng Zhiyao, Mainland independent scholar, says that
he was in favor of rectifying the military license plate.
Cheng Zhiyao: "We all know that many military license
plates have dispersed.
Ordinary citizens are incapable of getting one.

Military vehicles enjoy all kinds of privileges,
including (bypassing) tolls and access rights.
Who can obtain those privileges?

Of course, only those high-ranking officials,
dignitaries and special groups."

Wang Zang, Mainland independent writer, believes that
no matter what authorities do, replace, control, or whichever
ordinance is introduced, their intention is to create
a false image for the public.
Wang Zang: "Their ongoing improvements
and anti-corruption (campaign) seems like power is being
limited, but in reality, it is only an illusion.
I don’t believe anything they do.
Everything they do is only to improve their
rule and control.
Afterwards, they keep praising themselves in order
to make themselves look good.
They want to obtain what they did not have or to restore
their lost image.”

Wang Zang commented that when citizens’ rights
are not guaranteed and human rights have disappeared,
they cannot solve problems by changing minor issues.
Wang Zang: “What they do is to improve their control maintenance
of a totalitarian system.
They did it to perfect and better safeguard their rule
and to more readily enslave the people.
They spend a lot of effort in doing minor things,
and even fail to do a good job at that.
However, they keep people hallucinating.
On the surface, they are making changes.
However, the real problem is not the mechanism,
it is the system.”

One netizen published a list of “bullying vehicles,”
which read:
First, military vehicles - even traffic police vehicles
stay at arm's length from them.
Second, police vehicles - no matter when and where,
they rule the road.
Third, urban management vehicles - they enjoy the same
privileges as those of police vehicles.
Fourth, leading cadres’ vehicles, and fifth, vehicles
of officials’ children.
