【新唐人2014年07月23日訊】黑龍江省哈爾濱市呼蘭區近2萬多名失地農民,最近聯名要求罷免省長、市長、區長及法院院長。失地農民抗議十多年來政府強佔土地、強拆民房、打死、打傷農民的惡行。而早在2011年,就有5000失地農民發起過罷免運動,不過,這次規模更大,範圍更廣。請看以下報導。
黑龍江省哈爾濱市呼蘭區,下屬的5個村近2萬名擁有合法選舉權的選民,17號分別聯名向省、市、區三級人民代表大會致信,要求罷免省、市、區級的黨政官員及法院院長。
哈爾濱市呼蘭區維權代表高鳳琴:「有四個村,利民村、繼發村、裕田村、裕強村,還有治水村,5個村參與人數接近2萬。」
哈爾濱市呼蘭區維權代表高鳳琴表示,當地政府強拆民房、強佔農民土地,導致有3萬多名農民失去土地。而農民因失地應該獲得10多個億的社保基金,卻被官員給侵吞了。
高鳳琴:「每個失地的農民有34000多塊錢的社保基金,一共是3萬多名失地農民,就有10個多億。社保基金也不給失地農民發,社保也不給農民辦。我們現在是要錢沒錢,要社保沒社保。」
高鳳琴還揭露,他們三千多畝的樹林也被政府強行佔領,得不到一分錢補償﹔而當地排放的污水浸泡了15000多畝耕地,樹都不能活,也沒人負責。
高鳳琴表示,多年來,他們一級級的上訪,一直到中央,但沒有一級想解決問題﹔想走法律程序,但法院都不給立案。所以,現在他們只有遵循憲法,要求罷免這些不作為的省長、市長等官員。
黑龍江維權人士馬波表示,中共整個社會體制已經完了,無論從地方還是到中央,腐敗現象太多、欺壓老百姓的事也太多。老百姓要想冤屈得到伸張,只有靠自己。
黑龍江維權人士馬波:「哪裡有壓迫,哪裡就有反抗,有多大的壓力,可能就有多大的動力。很多人在無路的時候,他只能選擇一個出路。」
黑龍江維權人士瀋福田也指出,黑龍江省掠奪老百姓的現象越演越烈,這是因為政府從正規管道的收入不夠他們揮霍了。現在當局一方面想通過合併區、縣來減少開支,另一方面就對老百姓明搶、明奪,搶土地、搶資產。
黑龍江維權人士瀋福田:「地方政府開不開支,收入不夠,地方政府沒錢,只靠賣國有資產或土地維持地方政府生存。老百姓不讓搶,他就開槍。」
瀋福田表示,他在多年的上訪中感到,這個現實社會與電視臺宣傳的「形勢一片大好」完全相反,可以說是「太黑暗了」。
他還表示,黑龍江當地官員都是買官。這些買官而來的官員貪得無厭,貪了很多錢,有的去外地消費,比如到北京買房等。瀋福田說,北京很多房子沒人住,就是因為那是地方官員的房子。
早在2012年,北京市公安局人口管理總隊的調查報告指出,北京市全市房屋總量1320萬5000套,標注出租房屋139萬戶,核對空置房屋381萬2000戶。
日前有一名女網友,發帖感歎父親為官廉潔,不料反遭網友「肉搜」。網友發現她的父親全款在北京三環購置兩套近200平米房產,在東戴河購置渡假房產一套,在瀋陽擁有住宅十多套。
實際上,失地農民與那些到處找地方想辦法花錢的官員處境相比,恰恰相反,很多農民必須靠借貸度日。
2011年2月,哈爾濱市呼蘭區失地農民就進行過維權運動。當年5000多農民代表還發動了罷免省長、市長、區長等人職務的動議。
高鳳琴說,在失地農民抗爭的十多年內,農民反而受到了當局更加嚴重的迫害。高鳳琴自己被政府僱傭的黑社會把腿給打折了,上訪代表閆玉剛、安守林則被活活打死。
不過,當局的打壓並沒有讓他們退縮,8月他們還準備在北京召開專家研討會呢!

Heilongjiang Peasants Start Campaign Calling for Dismissal of the Governor
Nearly 20,000 peasants from Hulan District, Harbin City
who had lost their land, recently called for the dismissal of
their governor, mayor, district mayor and head of the local court.
The peasants are protesting against the Chinese Communist
Party (CCP) government's crimes of seizing land,
as well as the forcible demolition of civil homes, violently injuring
or even killing civilians during the past decade.
About 5,000 peasants had done the same in 2011.
However this time the protest grows massively in scale
and involves many more people.
Let's look at the following report.
On July 17, nearly 20,000 citizens with legal voting rights
sent joint letters to local People's Congresses of provincial,
municipal and district level.
The citizens are from 5 villages in Hulan District, Harbin City
of Heilongjiang Province.
In the letter, they request dismissal of party officials in
multiple-level governments and the head of the local court.
Gao Fengqin, petitioner representative of Hulan District:
"Village Limin, Jifa, Yutian and Yuqiang and Zhishui
are involved.
Nearly 20,000 villagers are taking part in the protest."
Gao Fengqin, advocate representative of those villagers,
says over 30,000 peasants had lost their land due to forcible
home demolition and land seizure by local government.
Furthermore, over 1 billion Yuan ($160 million) of social
insurance funds that should compensate for land loss
is also embezzled by local CCP officials.
Gao Fengqin:"Every peasant should be given
34,000 Yuan ($5,481) as compensation for the loss of their land.
Over 30,000 peasants should be given
over 1 billion Yuan in total.
However, we have not been given any money
or social insurance. So we have neither cash nor insurance
right now."
Gao reveals that the government had also forcibly occupied
over 3,000 mu of woods without giving any compensation.
In addition, over 15,000 mu of farmland has been polluted
by sewage.
Even trees cannot live now.
Nobody claims responsible for that.
Gao says, for the past years the villagers had petitioned
up to the central CCP government, but nobody wanted to
touch the problem.
When they turned to file a lawsuit, even courts denied putting
their case on the record.
Finally, they have to follow the Constitution and request
dismissal of governor, mayor and other officials
for dereliction of duty.
Ma Bo, Heilongjiang human rights activist, comments that
the CCP's social system is finished.
From local to central government, there have been numerous
cases of corruption and oppression.
Chinese civilians have to depend on themselves
to fight against injustice.
Ma Bo:"Oppression always leads to resistance.
How bad you are pressured, how much you are motivated.
Many people have to find a way by themselves
with nowhere to go."
Shen Futian, another Heilongjiang human rights activist,
comments that the provincial government is exploiting
civilians in an abdominal manner,
probably because the revenue cannot keep up with
their lavish spending.
The local CCP government attempts to reduce expenses
by combing districts and counties.
On the other hand, they seize land and properties
from civilians, without even trying to hide their acts.
Shen Futian:"Local governments cannot sustain
their costs with revenue.
Therefore they have to sell state-owned assets or
land to survive.
Our people say "NO",
but the CCP still seizes everything from them."
Shen says, years of petitioning experience tells him that
the truth of Chinese society is completely the opposite of
the TV propaganda by CCP mouthpieces.
The reality can only be described as "complete darkness".
Shen further comments that local Heilongjiang officials
mostly buy their positions, instead of being promoted.
Those officials are extremely corrupt and insatiably greedy.
They have spent a lot of money in Beijing and other places.
Shen says, many houses in Beijing are left vacant
because the owners are such local officials.
In 2012, a survey conducted by Beijing public security
department reveals that the capital has a total
of 13,205,000 houses.
Among them, 1,390,000 are rented and 3,812,000 are vacant.
Recently, a female netizen posted online about
how her father is an incorruptible official.
However, after using "human flesh search engine",
netizens found that her father had made full payment
on two properties in the center of Beijing,
with a total area of nearly 200 square meters.
He was also found to own a resort property in Dongdaihe,
and more than 10 houses in Shenyang.
In comparison with CCP officials who have too much money
to spend, many peasants who lost their land have to
borrow money to make a living.
In February 2011, peasants of Hulan District had started
a campaign to protect their rights.
Over 5,000 peasants jointly requested dismissal of officials
including their governor, mayor and district mayor.
According to Gao Fengqin, the peasants have been persecuted
more seriously because of their resistance in the past decade.
Gao herself was attacked by government-hired gangsters
and had her legs broken.
Another two petitioner representatives, Yan Yugang and
An Shoulin were beaten to death.
Despite serious oppression, the peasants show no intention
to cower.
They are even preparing for a scholar seminar
to be held in Beijing this August.
