【新唐人2015年01月19日訊】中共國家安全部副部長馬建最近落馬,外界認為這是中共開始整肅情報系統的信號。消息指出,馬建主管北美地區的中共情報系統,他的下臺,會對北美的特務系統造成極大的震盪。請看以下報導。

在國安部部長熱門人選馬建落馬後,有香港媒體說,馬建在2013年曾收受北大方正集團總裁李友2.5億元人民幣的賄款,一名親屬也因李友獲利巨豐﹔還有英國媒體爆料說,馬建與周永康以及他的派系成員,在雲南有數十億人民幣的生意來往。

此外,有消息透露,令計劃兒子令谷命喪「法拉利車禍」後,就是馬建第一時間將令谷死亡的消息及車禍細節告訴令計劃,令計劃則動用權力試圖將事件蓋住。

但海外《明鏡網》得到馬建下臺原因的說法是,時任重慶市委書記的薄熙來在重慶搞得「紅紅火火」,胡錦濤溫家寶等擔心薄熙來會擾亂中央的工作,就暗中讓令計劃監視薄熙來行蹤。令計劃將監視的任務交給了馬建,具體操作的是國安部八局局長邱進。可是這套監視系統又同時在監視其他的中央領導人。

2012年習近平以中共國家副主席的身份訪美,美國副總統拜登將美方截獲的王立軍提供的情報交給習近平,其中就有王立軍與邱進情報交換來往的證據。習近平從此知道馬建和邱進都是雙面情報員,這也埋下了習近平極端不信任國安系統和處理他們的禍根。

不過,香港《蘋果日報》則直接把馬建被說成是曾慶紅的「祕密武器」。

16號,知名政論家陳破空對《新唐人電視臺》爆料說:他在15號晚得到一個非常可靠的內部消息,剛落馬的中共國安部副部長馬建,是主管北美地區中共特務系統的頭目。

政論家陳破空:「馬建是主管北美地區中共特務系統的頭目。整個美國和加拿大的中共特務是歸馬建所管的。馬建出事之後,將對北美特務體系進行重大洗牌,所以現在美國跟藏身美國和加拿大的中共特務是驚慌失措。」

中國社會問題研究人士張健表示,北美是國安的重中之重,當習近平在國內的軍隊、政法逐步立穩腳步之後,他需要向海外的特務機關開刀,讓海外的傳媒與他保持一致。

中國社會問題研究人士張健:「在海外的特務機關常年以來,和江系的人馬保持緊密關係,也是江繫在海外一個深喉的管道。所有海外的這些傳媒秉承的江系的核心價值觀,在習當政之後,對習近平也並沒有多少歌功頌德。」

時事評論員邢天行:「包括海外他們發展的特務組織,實際上都是在江繫手裡的。在這樣的情況下,習近平不肅清國安系統江派的勢力,對他自己來講是一個巨大的威脅。」

時事評論員邢天行還表示,從此前的薄熙來王立軍事件來看,習近平受到的威脅就有來自國安系統的。

英國《金融時報》指出,自兩年前周永康卸任中央政法委書記以來,數百名中共特工遭到清洗,或悄悄從內部除名,其中包括前北京國安局局長梁克。

中共最近也調整了國安部領導班子,唐朝擔任了部長助理。

其實,近年來中共國安系統出了不少事:從2011年開始,中共派到美國的特工多次被識破,使中共在美國的間諜網絡元氣大傷,原因就是國安部副部長陸忠信的祕書李輝對外洩密。還有,韓國大使李濱充當韓國間諜、冰島大使馬繼生夫婦充當日本間諜等案件,都暴露出情報機構的問題。

另外,黨內還有勢力,利用安全部門獲得的資訊,不斷向海外放風高層的「黑材料」,這都讓中共難堪。

而國安系統,多年來在鎮壓民眾和異議人士過程中,更是血債累累。

邢天行透露,早在江澤民啟動鎮壓法輪功的過程中,北美情報系統編造了「法輪功接受美國中情局資金」的虛假情報。這讓江澤民有了藉口,用「亡黨、亡國」脅迫本來不同意鎮壓法輪功的6個常委改變了主意。

國外特務系統在協助中共鎮壓異議人士過程中,也起了極大作用:例如,美籍反共人士王炳章、《民主工程》作者彭明等,都是在國外被捕並被引渡回大陸。

Ma Jian's Fall: A Signal of An Upcoming Purge Among CCP Spies in North America

The Chinese Communist Party's (CCP) Vice Minister of State
Security Ma Jian was recently placed under investigation.
This is believed to be a signal of an upcoming purge
inside the CCP's intelligence system.
Sources revealed that Ma was director of the CCP's
intelligence agents in North America.
His fall is a big shock to all CCP spies in the region.
Let's look at the following report.

Ma Jian, once a popular candidate for Minister
of State Security, was recently dismissed.
Hong Kong media said Ma had received bribes of $40 million
(250 million Yuan) from Founder Group CEO Li You.
One of Ma's relatives was also said to have conducted
a highly profitable securities trade with Li's help.

Another media outlet in Britain said Ma Jian made deals
worth billions of Yuan with Zhou Yongkang and his followers in Yunnan Province.

Other sources also revealed that Ma Jian immediately
detailed his son's death in a Ferrari crash to Ling Jihua.
Ling consequently attempted to use his power to cover up
the accident.

Overseas online media Mingjing News quoted
mainland sources when reporting the cause of Ma's fall.
The report said that Hu Jintao and Wen Jiabao
had secretly ordered Ling Jihua to track Bo Xilai's moves,
as they worried that Bo's movements in Chongqing
would interfere with their plan.
Ling assigned this task to Ma Jian and the person running the
operation was Qiu Jin, a bureau director for State Security.
However, the same intelligence system had also been
tracking many other CCP leaders.

In 2012, Xi Jinping visited U.S. as CCP Vice President.

At that time, U.S. Vice President Biden offered Xi
information leaked by Wang Lijun, including evidence of an intelligence exchange between Wang and Qiu.
Xi thus learned that both Ma Jian and Qiu Jin
were double agents.
This set the scene for Xi's distrust in the State Security system
and his ongoing purges, said Mingjing.

On the other hand, Hong Kong's Apply Daily described
Ma Jian as Zeng Qinghong's "secret weapon."

On Jan. 16, the renowned political commentator
Chen Pokong told NTD that a reliable internal source
revealed that Ma Jian was director of the CCP's
intelligence operations in North America.

Chen Pokong, political commentator:"Ma Jian was head
of the CCP's spies in North America.
All CCP spies in the U.S. and Canada
were under his leadership.
Ma Jian's fall indicates upcoming purging among
North American CCP spies.
These agents have been in a panic since Ma's fall."

Zhang Jian, a China social affairs observer,
said North American tasks were of utmost priority
for the CCP State Security Department.

As Xi gradually solidifies his power over the military
and the Politics and Law system, he puts overseas spies
as the next target so as to make overseas media
follow his direction.

Zhang Jian, China affairs observer: "Overseas spies had long
been closely linked to Jiang Zemin and his followers.
They offered secret services to Jiang in foreign countries.
As a result, the CCP's overseas media were operating
under Jiang's value system, and had not said many good words toward Xi."

Xing Tianxing, political commentator: "Overseas spies
are indeed under Jiang Zemin's control.
In this situation, Xi Jinping has to eliminate Jiang's power
inside the state security system, otherwise it will be a big
threat to him."

Xing Tianxing further commented that the Bo Xilai
and Wang Lijun incident verified that Xi had been
threatened by state security agents.

A Financial Times article pointed out that hundreds of CCP
spies were punished or expelled since Zhou Yongkang
stepped down from secretary of the Central Politics
and Law Commission.
Liang Ke, former director of Beijing State Security Bureau,
is also on the list.

The CCP also made recent personnel changes of state
security leaders.
Tang Chao was appointed as Minister Aide.

The fact is many incidents occurred
in the CCP's state security system.
Since 2011, many CCP spies were exposed in the U.S. due
to an information leak by Li Hui, a former secretary
of Vice State Security Minister Lu Zhongxin.

This is a huge blow to the CCP's intelligence operations there.

Some CCP officials were also found to be serving
as foreign spies, such as Ambassador to South Korea Li Bin and Ambassador to Iceland Ma Jicheng along with his wife.
These stories suggest there are serious problems inside
the CCP's intelligence system.

In addition, intelligence was also frequently used
in overseas reports to attack CCP leaders within
the CCP's power struggle.
This is very embarrassing to the party.

Furthermore, the CCP's state security system has
conducted numerous bloody crimes as it suppresses
civilians and dissidents for so many years.

Xing Tianxing said that after Jiang Zemin began to persecute
Falun Gong, the CCP's spies in North America forged
the story that "Falun Gong is sponsored by the CIA."

This gave Jiang excuses to force other Politburo Standing
Committee members to approve his persecution,
as Jiang claimed Falun Gong was a "threat to the regime."

Overseas spies also heavily "contributed"
to the suppression against dissidents outside China.
For example, Wang Bingzhang, U.S. permanent resident
and pro-democracy activist, and Peng Ming, the author
of Democracy Project, were both abducted outside
China and subsequently delivered to the mainland.
