【禁闻】李明博纽约领奖 遣返法轮功受谴责

【新唐人2011年9月23日讯】韩国总统李明博9月20号在纽约被美国“唤醒良知基金会”授予了“世界领导人奖”,以表彰他对世界和平民主人权作出的贡献。大量韩国网民对此深表羞愧,因为在近两年内,韩国政府先后6次强制遣返了10名中国法轮功难民。国际媒体、人权组织和欧美议员对此纷纷谴责。

李明博获奖后发表演说表示,他愿意生活在朝鲜半岛的7千万人都能拥有幸福和平的未来。他说,目前的韩美关系比任何时候都要巩固。两国本着“价值同盟”,作为合作伙伴,就国际问题在开展紧密合作。

联合国秘书长潘基文出席了颁奖仪式,他表示,看到韩国作为联合国的一员展开国际化韩国时,感到很高兴。

就在李明博访美的同时,韩国总统府沟通民意的政府网站“青瓦台广场”论坛,有韩国网民发贴,呼吁李明博“严禁侵犯人权的可耻行径”。

这个贴子说:“韩国政府已经强制遣返了10名法轮功学员,将他们强行送往人权的死角地带──中国。”对此,“韩国已成全世界指责的对象,这是韩国的耻辱。”

这个贴子激起韩国网民强烈回应,到22号凌晨2点,已经有3498名网友表示赞同支持。这是自2003年这个论坛开通以来,韩国网民表示赞同数量最高的一次。

有的网民跟贴说:“把法轮功难民遣返回中国,总统还去拿‘人权奖’,这不是笑话吗? 权利如同泡沫,望李明博在所剩不多的总统任职期间,反省并弥补自己的过错。对此国民们会持续关注此事。”

还有些网民说:“这跟中共把朝鲜难民赶到朝鲜有啥区别?”

流亡法学家、中国自由文化运动首席委员袁红冰:“中共镇压法轮功所表现出的人权灾难,是当今世界上最大的人权灾难之一。(我们)很遗憾的看到,相当一些国家的政客们为了眼前的经济利益,而放弃了对整个人权所承担的国际义务,对中共表现出了相当程度上的绥靖政策。那么,李明博就是具体的表现之一,所以今天他获奖,对这个奖本身是一种侮辱,对他自己也是一种嘲笑。”

从2002年开始,韩国法务部开始接收法轮功学员的难民申请,一直没有批准也没有否决。直到2006年,韩国法务部长官千正培面见中共公安部长周永康后,立即对首批20多位法轮功学员的难民申请做出否决。

韩国政府消息人士透露,中共政治局常委李长春2009年访韩期间,明确示意韩国政府“要把法轮功学员赶出韩国”,作为中国游客到韩国免签证旅游的交换条件之一。韩国遣返法轮功学员事件由此开始。

近期,国际媒体纷纷报导韩国政府抓捕遣返法轮功学员事件。《华尔街日报》20号的报导开篇是一幅韩国法轮功学员组成的军乐队游行的大幅照片,图片说明介绍了其中手持指挥棒的法轮功学员金静哲(音译),他在9月初被韩国政府抓捕。

总部设在华盛顿的人权团体代表玛甚律师(Terri Marsh)强调说:“金先生如果被遣返回中国就一定会被酷刑迫害。”报导最后指出,人权团体说,韩国政府没有履行作为《联合国难民公约》和《反酷刑公约》签署国应该承担的责任。

据《明慧网》不完全统计,目前已有3448名法轮功学员被中共迫害致死。

台湾法轮大法学会理事长、台大教授张清溪:“基于人权的考虑,韩国应该对这些人在韩国申请难民或者申请居留,给予特别考虑。韩国作为联合国会员国之一,这个联合国目前的秘书长是韩国人,他们应该在这方面有特别的认识。”

《法新社》的报导说,近年来,有100多名法轮功修炼者在韩国申请避难,但几乎所有的申请都被拒绝。韩国政府已经遣返了10名法轮功修炼者,目前大约60名修炼者面临同样被遣返的危险。

Lee Myung-bak Awarded in NYC, Repatriating Falun Gong Practitioners a Shame.

South Korean president Lee Myung-bak was awarded the
“World Statesman Award” in New York on September 20th by
the “Appeal of Conscience Fundation” in recognition of
his contribution to world peace, democracy, and human rights.
A large number of Korean internet users are deeply ashamed,
because in recent years,
the Korean government repatriated
10 Falun Gong refugees.
International media, human rights organizations, and members
of US and British parliament all condemned such actions.

After accepting the award President Lee said in his speech,
he hopes that the 70 million people living in North Korea can have a bright and peaceful future.
He said the Korea-US relationship needs to be strengthened
now more than ever.
The two countries value their alliance, and as partners,
carry out close coordination on international issues.

UN Secretary General Ban Ki-moon, who attended
the award ceremony, said he is very pleased to see Korea, as a member of the UN, becoming more globalized.

During Lee Ming-bok’s visit to America, internet users posted
in the Cheong Wa Dae Square forum,
a South Korean netizen web site which builds
communication between the government and its people.
They appealed to Lee Ming-bok, saying “despicable
human rights violations are strictly prohibited.”

The thread states: the Korean Government has already
repatriated 10 Falun Gong practitioners, forcing them to go back to the dead zone of human rights - China.”
In this regard, “Korea has become the object of blame
around the world, this is a shame to Korea.”

This post sparked a strong response from Korean internet users.
As of September 22nd 2AM, there are already 3498 users expressing support.
This is the highest number of netizens at once
since the opening of the forum in 2003.

A user replied, “repatriating the Falun Gong refugees back to
China, and the president was awarded ‘human rights award,’ is this a joke?
Power is like a bubble, hopefully Lee Ming-bok in his short
tenure as president will reflect on and make up for his fault. The public will follow up on this.”

Some users said “what’s the difference between this and
the CCP repatriating North Korean refugees back to North Korea?”

Yuan Hongbing (Exiled Law Professorand senior member of
China's free-culture movement): suppression of Falun Gong by the CCP is one of the worst human rights disasters in the world.
It is disappointing to see politicians in many countries
abdicating their obligation to international human rights, treating the CCP with appeasement.
Lee Ming-bok is an example. Therefore, by awarding him,
it is a shame to the award itself, and it’s also a mockery to himself.

Since the Korean government started to accept Falun Gong
refugee applications in 2002, neither approval nor rejection has been given until 2006.
After the South Korean Justice Minister Chun Jungbae’s
meeting with the CCP’s Public Security Minister Zhou Yongkang,
they immediately rejected the applications of
the first 20 Falun Gong applicants.

According to sources in the South Korea government,
during the Politburo Standing Committee member Li Changchun’s visit to South Korea in 2009,
he clearly indicated that the Korean government must
“get the Falun Gong practitioners out of South Korea”,
in exchange for visa-free Chinese tourist travel to South Korea.
South Korean’s repatriation of Falun Gong practitioners started then.

Many international media reported on the South Korean
government arresting Falun Gong practitioners and repatriating them.
Wall Street Journal’s report on the 20th showcased a big photo of
the marching band of Falun Gong practitioners in Korea.
The caption explained that the leading Falun Gong practitioner
“Jin Jingzhe” was arrested by the South Korean government in early September.

Washington based Human Rights Law Group representative
Terri Marsh emphasized, “If Mr. Jin is repatriated to China, he will be tortured.”
At the end of the report, the human rights organization said
the South Korea government did not fulfill its role as
"United Nations Refugee Convention" and
the "Convention Against Torture," signatories.

According to Minghui (incomplete) statistics, there are
already 3448 Falun Gong practitioners tortured to death.

Zhang Qingxi (Taiwan Falun Dafa Association Chairman,
NTU professor): based on human rights,
South Korea should give special considerations to
these refugee applicants seeking residence.
As a member of the UN, and with the current Korean UN
Secretary-General, Korea should have special knowledge in this area.

AFP reported, in recent years more than 100 Falun Gong
practitioners applied for refugee status in Korea, but almost all of them were rejected.
The South Korean government already repatriated
10 Falun Gong practitioners, there are about 60 more practitioners facing the risk of repatriation.
