【禁闻】高层内讧? 《解放军报》高调喊话

【新唐人2012年3月21日讯】中共《解放军报》19号发表评论,罕见的要求解放军要确保部队一切行动听从党中央和中央军委及主席胡锦涛的指挥。在中共高层权力结构、政治路线出现内部矛盾的这个时刻,《解放军报》这篇文章为胡锦涛保驾护航的味道特别浓厚。

重庆市委领导班子改组后,《解放军报》19号在头版刊登评论员文章,文章中引述了中共总书记胡锦涛在十一届全国人大五次会议中对解放军的讲话,胡锦涛说:“要把思想政治建设摆在各项建设首位”,并且要“毫不动摇的坚持党对军队绝对领导的根本原则和制度”。《解放军报》这篇文章背后的政治意涵备受瞩目。

文章还谴责了“军队非党化、非政治化”和“军队国家化”的观点。

时事评论员兰述表示,“军队国家化”在民主国家是一个常态,军队和党没有关系,军队接受民选总统的指挥,但是在共产极权国家,党指挥枪成为常态,在目前,中共第四代和第五代领导人权力核心交接班的关口,巩固军队和自己的关系,正是各派争夺的焦点。

时事评论员兰述:“所以说你看到胡锦涛在人大的时候,不断的频频去访问军队﹔江泽民在他在位的时候,提拔了差不多200个将军,这些都是通过不同的方式,或者是收买、或者是以利益等等的诱惑,去掌握军队的一些不同的方式。”

虽然中共的军队就是党卫军,执行党的命令,但是兰述认为,中共军队目前处在四分五裂的情况。

兰述:“在中国有一句话叫做‘不怕犯罪就怕犯错’,你犯罪、你杀人放火、你活摘人家的器官,这都没有关系,但是你不能犯错,所谓不能犯错,就是你不能跟错了人,你跟错了人,你的下场就是完蛋。在目前的情况下,中共最高层内讧四分五裂的情况下,毫无疑问,军队里面他也是不同派系,他也在选择他要跟哪一个。所以说,高层的内讧直接会影响到军队内部的内讧。”

薄熙来下台后,重庆党政部门连日来都有表态活动,重庆警备区也表态“要和党中央、中央军委保持高度一致,保持部队的纯洁巩固和高度统一”。

时事评论员石涛表示,中共有两种力量的对比,如胡温与习近平是一股力量,周永康则是另外一股,军队中也一样,各大军区和握有实权的地方兵种军官各有想法。目前表态效忠中央的活动只有在重庆地区,北京中央这个层面,相对的并没有这样的表态。石涛认为,在这么大的内讧,如诸侯分割的局面下,他相信中共内部会出现政权的动荡。

石涛:“独裁体制之下,共产党各势力集团在争取自己利益和保护自己利益的过程当中,彼此的杀戮,因为他就是靠鲜血起来的,而最后他们会靠这种相互杀戮和鲜血来把整个体制瓦解掉,我一直是这么看,所以我说,如果现在真的开始内讧了,具体怎么样,过程可能随着时间我们会看到,但是,内讧出现崩溃,这个趋势应该是每个人都可以看到的。”

而兰述也认为,《解放军报》高调要求军队要忠于胡锦涛、忠于党,正好从反面说明:目前中共军队四分五裂。但这场内讧“鹿死谁手”还很难说。

"Liberation Army Daily" Propaganda in High-profile—Leadership Infighting

The People's Liberation Army (PLA) rarely needs to obey the
order of the Central Military Commission and Hu Jintao,
says an article published on March 19, by the Chinese
Communist Party's (CCP) “Liberation Army Daily”.
Infighting among the CCP leadership is at its high,
with competition over power distribution and political routine.
The newspaper article is treated as a strong sign
of asking for the escorting and convoying of Hu Jintao.

March 19: After the CCP's Chongqing leadership reorganized
"Liberation Army Daily" published a commentator's article
in its front page, quoting Hu Jintao's speech given to the PLA
during the 5th meeting of the 11th National Congress.
Hu Jintao said: "Political education is the first priority
in all developments",
“the PLA must insist unwaveringly that Party leads Army,
and this is the basic principle.”
The political meaning of the article is a focus.

The article also condemned the military for being
non-Party, non-political and non-nationalized.

Lan shu, a political affairs commentator, says,
in democratic countries,"military nationalization" is normal.
There is no relationship between military and government;
the democratically elected president leads the armed forces.
But in a communist totalitarian country, it is normal for
the communist party to control the military.
Now the CCP is undergoing leadership changes
as the fourth generation hands over to the fifth generation.
Consolidating its relationship with the army
is the focus of each struggling faction.

Lan Shu: "That's why you saw Hu jintao visiting the army
often during the National Congress,
and why Jiang Zemin had promoted almost 200 generals
when he was in power.
The government used different ways to bribe the military.
They were ways to control the military."

The PLA is the CCP's army and follows its orders, however,
Lan Shu says the PLA is currently divided into many factions.

Lan Shu:"In China, there's a saying: One is not afraid
of committing a crime, but it's dangerous to make mistakes".
If you commit a crime—a murder, arson, or organ harvesting
from living victims—it doesn't matter.
But you can't make mistakes. What's a mistake? For example,
if you follow or support the wrong person, the results are bad.
Now there is infighting among the CCP's leadership,
and it's no wonder there are many factions within the PLA.
A person must select which faction he will follow.

Infighting in the CCP's leadership directly impacts
the infighting in the PLA's leadership."

After Bo Xilai was sacked, Chongqing's party members and
officials publicly stated who they support during these days.
Chongqing Garrison also said publically that he
"highly supports the CCP Central Committee
and the Central Military Commission,
to keep the military's consolidation and unity."

Shi Tao, a political affairs commentator, says
there's two powerful factions within the CCP.
Hu Jintao, Wen Jiabao and Xi Jinping lead one faction,
Zhou Yongkang lead another one; same in the military.
Each military region and the local military groups
have their opinions.
But only Chongqing is making such a public statement,
Beijing didn't do so.
Shi Tao thinks that under this kind of internal strife,
there will be instability inside the CCP regime.

Shi Tao: "Under the dictatorship, each faction of the CCP is
fighting for its own interests and protecting personal benefits.
During this process, they will kill each other
because the CCP is built on bloodshed.
Finally, the whole CCP system will collapse;
I always think this.
That's the reason why we will see the details as time passes,
and everybody will see that infighting leads to downfall."

Lan Shu also says, the "Liberation Army Daily"asked the
military to be loyal to Hu Jintao and to the party,
showing that there are different factions within the PLA.
But who will win in this game is very hard to say
