【禁闻】陆民间集资跑路涌现 谁之过?

【新唐人2015年02月10日讯】最近,大陆民间集资巨额投资款去向不明,所作承诺无法兑现,负责人丢下企业跑路的现象不断涌现。民众因为投资血本无归,讨钱维权的事件相应而生。而这些被披露出来的非法集资案,不少是曾经受到官方褒奖的民间企业。

大陆媒体日前披露河北省“三地合作社”非法集资案,涉及全国16个省市,涉案金额达到80多亿元。

“三地合作社”的董事长,曾经获得所谓的“新农村时代建设先锋”、“中国诚信企业家”、“公益典范先进人物”等多项褒奖。河北当地党报还对他进行过众多正面报导。

另外,据媒体报导指,十年前以扩建为由进行民间集资的西安联合学院,集资款项高达57亿元。上周开始,省内各地的投资办事处人去楼空,几百名集资者4号和5号前往省政府请愿求助。有4人被警察带走,并一度被关押。有目击者在微博里透露,一些警察连拖带拽的把几个年轻示威者抬上警车,对老人家又踢又骂。

据说,西安联合学院集资的受害人数可能高达20万人。

实际上,早在2007年开始,网上已经流传披露西安联合学院非法集资的文章,也有民众在陕西省政府的官方网站上举报和投诉。但一直没有得到重视。

据了解,四川各地近期也陆续发生多起涉及公众的集资金融诈骗案。

2月6号,四川自贡市民众来到当地政府请愿,要求协助追回被贵州一家旅游公司骗走的投资款项,当局出动大批警察赶到现场。

同时,当地一家金融谘询公司的一百多名投资者,也曾多次到政府请愿,要求政府协助追讨受骗的款项。

中国天网人权事务中心负责人黄琦:“由于市场执法不力,监管不严,再加上官商勾结,产生了很多非法集资的案件,现在随着经济形势的变化,特别是反腐败在中国的推广,很多地方的官员不愿意再充当保护伞了,类似的问题就全面爆发出来。”

事情出来后,这一类集资,多数被政府定为非法集资。据去年11月底《新华网》的报导,沈阳的多个集资诈骗跑路案中,警方拘捕了38人。

不过,民间认为,不少非法集资案中,当局负有不可推卸的责任。

大陆媒体人王思想:“非法集资第一是被政府逼出来的,政府总是把银行的钱向国企输出太多,没有钱了,他只好向社会去寻求资金,民众的资金也没有地方去投资,两厢结合,必然会出现所谓的非法集资,非法只是政府定义的非法而已,我认为政府是要改变的,而不是指责民众去做这件事情。”

据报导,西安联合学院集资受害者大部分为老人,集资者利用老人想多赚一点钱的心理,采取给老人送米、送油,送礼品和免费旅游等方式,用10%到20%的年回报率吸引老人,让他们掏出多年的积蓄。

而西安联合学院是获得当局多次颁牌赞许的民办高校,老人因为信任政府而把钱交给了集资者。忽然一下子所有业务员都联系不上了,这让不少受害者欲哭无泪。

王思想:“正因为政府是打压的,民间是偷偷摸摸来做的,它肯定是有一些问题的,一方面没有受到监管,肯定是有一些问题的,一种确实是为了诈骗而跑,有一种确实是因为这两年经济不景气,他只好走路。”

中国天网人权事务中心负责人黄琦指出,参与集资的民众大多是中产阶层。目前中国的维权形势,已经由以前的社会底层逐渐转入中层。

Private Fundraisers Flee From Paying Back Dept to Investors.
Who is Responsible?

Recently a phenomenon has been occurring on
a regular basis.
Private fundraisers have invested huge amounts of funds
in to China, which some say have gone nowhere.
The expected returns for these investments has not been
recognised and the fundraisers have now deserted the enterprises.
Because the investors lost everything, even the original
capital of the investment,
as such, the situation whereby the re-claiming of debts
and defending of rights has occurred.
Many illegal fundraising cases which were disclosed
are connected to the private enterprises,
which otherwise have been praised by the official agencies.

Mainland media recently revealed that the illegal fund-raising
case of Hebei, "Three-Place Cooperative Organisation",
included 16 provinces and provincial-level city municipalities
across China,
reaching a total of more than 8 billion RMB
(US$ 128 million)

has won the so-called "pioneer of the era for constructing
new countryside",
also "Chinese entrepreneurs integrity" and "role model
of public charity", with many more other testimonials.
Hebei local party newspaper also reported his stories
many times in a positive way.

In addition, according to media reports, Xi'an Union College
has raised funds of up to 5.7 billion RMB (US$ 90 million)

with the poor excuse they have been expanding the size
of their site for the past 10 years.
But from last week, the investment offices across Shaanxi
Province have become empty and deserted.
Hundreds of investors appealed to the Provincial Government
on Feb. 4 and 5 for help.
Four petitioners were taken away by police finding
themselves detained by the authorities.
Witnesses said upon Weibo, police pulled a few young petitioners
in to police vehicles,
and swore and kicked the elderly petitioners.

It is said that the number of victims involved in the finance case
of Xi'An Union College, could be as many as 200 thousand people.

In fact, as early as 2007, articles which disclosed the illegal
fund-raising case of Xi'An Union College,
has been circulated on the Internet.

Some investors reported and made complaints to the official
website of the Shaanxi provincial government.
But this has not been taken seriously.

It is understood that recently a few financial fraud cases
involving the public in Sichuan Province,
have also been reported.

On Feb. 6 some local citizens of Zigong City, Sichuan
Province, petitioned at the local government
asking for assistance re-claiming the investment funds which
were deceived by a travel company from Guizhou Province.
The local authorities deployed large numbers
of police to the scene.

Meanwhile, more than a hundred investors who invested
in a local financial consulting firm,
have repeatedly petitioned to the local government
for the help of claiming the cheated funds.

The head of China Tianwang Human Rights Service
Mr Huang Qi:
"Due to insufficient market law enforcement,
lax oversight of the market,
coupled with the collaboration among the officials
and the merchants,
a lot of illegal fund-raising cases have been produced.

Now, along with the changing economic situation,
especially the promotion of anti-corruption in China,
many local officials in many places are no longer
willing to act as the umbrellas of the illegal fundraising cases,
and now similar problems are full-blown."

After such incidents occurred, most of such fund-raising cases
were identified by the local government as illegal fund-raising.
According to a "Xinhua" network report, at the end
of November of last year,
a number of fund-raising fraud cases in Shenyang occurred
with fundraisers fleeing to escape,
the police later arrested 38 relevant people.

But the public think, among many illegal fund-raising cases,
the local authorities cannot shirk their responsibilities.

Mainland media professional Wang Sixiang:
"Illegal fund-raising is forced to happen
by the government.

The output of money from the bank in to state-owned
enterprises it too high.
Because they have no money, they had to seek funds
from the public, whereas the people's money
has no place to invest.

Then the two sides need to be combined,
so it is inevitable for seeing the illegal fund-raising cases.
Its illegal tag is only defined by the government,

and I think the government is going to change,
rather than accusing people of doing this thing."

According to reports, the majority of Xi'an Union College
fundraising victims, are mostly the elderly,
and the fundraisers cheated the elderly with 10 percent
up to 20 percent annual rate of return via
exploiting the thought of making more money off of others.

They applied the methods of charging more when people sent rice,
oil, gifts and sort free travel.
By such ways, people have been exploited and their savings
have diminished over the years.

However, Xi'An Union College was awarded a license
by the local authorities,
repeatedly praised the private colleges whilst the elderly gave
their money to the fundraisers because they trusted the government,
subsequently they then handed over their money to the fundraisers.

All of a sudden all of the salesmen in the College
cannot be contacted.
This makes for a sad scenario, making a lot of victims
who cry without tears.

Wang Sixiang: "Because the government suppressed
the private fund raising,
this then makes the private fund raising sneaky and hard to do,
it certainly has its own problems.
On the one hand, it is not subject to the regulation,
which definitely has some issues.
On the other hand, the cases which include people fleeing
to avoid fraud charges, occurs.
But the economic downturn in the recent two years,
forced them to leave."

Huang Qi indicated that, most of the investors involved
in raising the funds are middle class.

At present, China's human rights defending situation,

has been gradually transferred from the previous bottom line
of society up to the middle line of society.
