【新唐人2014年02月05日訊】日前,中國維權組織「民生觀察工作室」,發佈「2013年中國維穩與人權年終報告」,其中指出,中共當局對中國社會的維穩與監控持續加劇,特別是對公民涉及政治體制、或公民權利等方面的行為,更是不惜一切手段進行全力打壓。而評論指出,中共的打壓只會引發更大的民憤和反抗力度。
「民生觀察工作室」2月3號發佈的年終報告指出,2013年中共維穩與監控系統,越來越被濫用和擴大化,越來越瘋狂,越來越沒人性化,對於重點人物和重點地區,當局不惜人力、物力、財力進行維穩監控。而花費的實際是納稅人的錢。
工作室負責人劉飛躍在接受《新唐人》採訪時表示,目前當局對任何批評政府的聲音,用盡了種種違反法律的非人性手段進行打壓。
中國民生觀察工作室負責人劉飛躍:「像薛明凱,他的父親就是因為(中共)維穩,造成他『被自殺』,我們作為國內的異議人士或者維權人士都有體會,深受其害,所以我們覺得這是一個非常大的、一個非常嚴重的問題。」
另外,大陸《權利運動》網站發起人胡軍指出,中共維穩與監控的擴大化,在於濫用刑事拘留。
大陸《權利運動》發起人胡軍:「現在整個環境都在惡化,特別楊秋雨還有十幾個人被刑事拘留,而且現在訪民被刑事拘留的人特別多,我們可以看到最簡單就是張淑鳳,北京的,她的房屋被拆遷了,才一個月的時間她都被拘留了5次了。」
北京市順義區仁和鎮「前進新村」被強拆戶張德利、張淑鳳夫婦,自去年11月25號遭到綁架,房屋遭強拆後,因為「上訪」,已5次被當局拘留。夫婦兩人1月27號剛被釋放,第5度到中南海喊冤時,又一次被抓捕,目前仍在拘留關押中。
胡軍:「她的房子被拆,現在是無家可歸,她的丈夫還是殘疾人,拄著雙拐,這種情況下不但不補償,而且對他合理的訴求、反映情況進行拘留,這還是最典型的一起,還非常普遍,整個全國範圍內都是這樣。」
「民生觀察」的報告還指出,中共為了實現維穩目標不擇手段。當局編織了一張維穩的「天羅地網」,採取的手段包括:喝茶、傳喚、警告、毆打、非法騷擾、恐嚇﹔跟蹤、蹲守、上崗、圍堵、攔截﹔強制旅遊、強制失蹤﹔綁架、軟禁、關「黑監獄」、辦「法教班」﹔對異議與維權人士通訊工具的監聽、攔截與切斷等。
報告中提到,去年中共還加強了對網路的監控與打擊力度,那些發表含有對中共不滿言論者、和有損當局形象的維權網路消息與網民等,都會成為被重點監控的對像,甚至以打擊網路謠言、涉嫌擾亂公共秩序、涉嫌尋釁滋事等罪名,將這些網民拘留、判刑等。如﹕女詩人潘婷、律師浦志強、楊支柱、退休教授孫文廣等人的微博、或博客被刪除。而他們只是通過微博實名舉報中共高官,或是在微博上談論民主憲政、發表觀點、揭露事實真相等。
報告說,中共這種維穩與監控,甚至發展到針對個人的著裝,以及婚喪嫁娶等生活細節。如,中共針對湖北異議人士秦永敏的生日和婚禮,進行全國穩控,各地前往祝賀的人士遭到非法阻撓、或禁止的,達上百人。
劉飛躍:「它現在的維穩體制,在目前來看,還看不到它結束的趨勢,甚至當局它的維穩體制還在逐漸加強,越來越瘋狂。所以我們必須要對這個事情進行關注,甚至要進行抗爭和反擊。」
胡軍指出,大家可以看到,中共當局對民間的打壓力度越大,民憤便越深、反抗力便越強,人們最終都會清醒的認識到自己是專制的受害者,從而奮起反抗,推翻中共獨裁專制。

Abuse Stability Maintenance
In the 2013 Chinese stability and human rights report, Civil
Rights and Livelihood Watch (CRLW) said that the Chinese
Communist Party (CCP) has continued to intensify stability
maintenance and monitoring of the public.
Suppression is even conducted at full scale on citizens
exercising their political rights.
Commentators indicate that the CCP's suppression will only
lead to greater resentment and resistance.
In the annual report released on February 3 by the CRLW, CCP
stability maintenance and monitoring systems are increasingly
being abused and expanded.
The CCP has conducted the inhuman suppression with every
effort to target figures and areas, at the costs of tax dollars.
CRLW director Liu Feiyue told NTD, that the CCP has
adopted all illegal and non-human means to suppress any
criticism of the government.
Liu Feiyue, director of CRLW: "Take Xue Mingkai's father
as an example. He was 'being suicided' because of the
maintenance of stability.
All dissidents and activists in China are fully aware of it.
As the victims, we believe this problem is huge and serious."
Human Rights Campaign in China organizer Hu Jun indicates
that the expansion of the stability maintenance and monitoring
is shown in the abuse of criminal detention.
Hu Jun, Human Rights Campaign in China organizer: "The
entire social environment is deteriorating as shown by more
than a dozen of them being detained.
Yang Qiuyu, and many more petitioners are being detained.
Zhang Shufeng from Beijing was detained five times in
just one month after her house was demolished."
Zhang Shufeng and her husband Zhang Deli from Shunyi
District, Beijing, were abducted November 25 2013 after
their house was forcibly demolished.
Their petition has led to them being arrested 5 times.
They were released on January 27, then during their fifth
petition to Zhongnanhai, they were once again arrested and
held in custody.
Hu Jun: "Her house was demolished. She is now homeless.
Her husband is handicaped on crutches.
There is no compensation, only detention in response
to their honest request.
This is very typical and widely seen in the whole country."
CRLW report also noted the measures the CCP undertakes
to conduct the stability maintenance.
They are: taking tea, summons, warnings, assault, unlawful
harassment, intimidation; tracking, squatting, containment,
interception; forced to travel, forced to disappear; abducting,
house arrest, black jails, legal classes;
monitoring, interception and cut off on communication of the
dissidents and human rights activists, and so on.
The report mentioned that last year, the CCP conducted arrests
and sentencing on charges of Internet rumors, disturbing public
order, and suspected trouble making, to crackdown on those
netizens who expressed opinions against the CCP.
Pan Ting, lawyer Pu Zhiqiang, Yang Zhizhu and retired
professor Sun Wenguang, had their Weibo or blogs deleted.
They have reported through Weibo with their real names on
corrupt officials, democracy, constitutionalism, their views,
and truth revealing.
The report also mentioned that the CCP monitoring has been
thorough to the individual details such as dress, weddings,
and personal events.
On activist Qin Yongmin's birthday and wedding, hundreds
of people who joined the celebration were illegally obstructed
or harassed.
Liu Feiyue: "You don't see the end of stability maintenance,
but manic further strengthening.
We must continue the fight and opposition
to this kind of system."
Hu Jun indicates that public anger and resistance are getting
stronger as the suppression is increased.
In the end, everyone will realize that they are the victims of
tyranny, and will resist and overthrow the CCP dictatorship.
