【禁聞】美邀陸太平洋軍演 遏制勸善齊下?

【新唐人2013年07月23日訊】日前,美國國防部新聞發佈會上表示,中共軍隊將參加美國主導的環太平洋大型軍演,這是中共第一次參加這種軍事演習。那麼這次中共的軍隊能夠受邀參加,是國際社會給中共露臉的機會?還是西方自由社會有其他用意,我們來看看。

美國國防部在19號的新聞發佈會上表示,目前美、中軍事關係的發展正在取得切實的協作效果,中國將參加美國主導的環太平洋大型軍演,為此要舉行初步、中間、總結三次會議,中國參加了初步籌劃會議,已經準備就緒。俄羅斯、南韓、日本等22個國家也將參加這次軍事演習。

美國海軍上將格林納特表示,美、中雙方一致認為,需要有一份海面作業議定書,坦誠交換意見。雙方也認識到,必須以和平方式解決領土爭端,而且務必消除一切錯誤估算。

旅澳中國歷史學家李元華:「以美國為首的西方社會,希望通過和中國的軍事交流對它有一種了解,對它有一種疏導,對它有一個勸善,中共呢﹗想通過太平洋聯合軍演來向國人顯示,它被世界認可了,是一個所謂的強國,它的政權是有(所謂)合法性的。」

美國中文雜誌《中國事務》總編輯伍凡:「你中國(中共)現在在擴張力量,尤其海軍在積極擴張力量,那麼我就要讓你知道,我美國和我的盟國,海軍力量有多麼強大。第二,美國想影響中國的軍隊,訓練之間一定有交往,互相之間交談,美國做事的方式,美國戰略的原則都會影響到中國(中共)的軍人。」

美國目前擁有12艘航空母艦,擁有航母的歷史已經達到100年,戰鬥經驗已經非常豐富。

伍凡:「人家美國還是限制你,你沒有參加多少,你只參加一條啊,所以是個觀察員的身份,一般的會議你可以參加,最機密的會議,它不會讓它參加,所以還有等次的。」

近年來,中共的崛起給太平洋周邊國家帶來了極大的不安全感,包括中共的老朋友新加坡在內的很多小國家,因此要求美國把戰略重心轉移到太平洋地區,以維持這個地區力量的均衡。

美國時政評論家藍述:「所有這些國家都非常擔心,中共為了自己的穩定,在周邊國家找一個目標,去打一場局部性的戰爭,轉移它內部的矛盾,轉移老百姓對它不滿的情緒,在這種情況下,軍事交流是其中的一個手段。」

去年,美國邀請環太平洋地區的20多個國家,參加了在夏威夷水域進行的海上軍事演習。當時南中國海領土爭議正在持續,俄羅斯、印度等區域軍事強國,以及日本等國都參加了那次國際聯合軍事演習,而中國缺席。

那次演習有來自22個國家的42艘艦船、6艘潛艇以及200架飛機參加,各國參與演習的水兵共有2萬5千人。這項多國軍事演習自1971年起,每兩年舉行一次,但去年的聯合軍演是歷來最大的一次,由於正好是美國宣佈將重返亞洲,而成為最受矚目的一次演習。

不過當時中共媒體表現低調,官方媒體沒有予以顯著報導。

藍述:「美國華府的智囊對中國主要有兩個策略,就是遏制和合作齊頭併進,如果白宮是共和黨,共和黨更側重遏制,民主黨更趨向於使用合作的手段。」

2009年,美國和澳大利亞聯合軍演時,曾經邀請中共參加,當時,美國太平洋地區美軍司令基廷說,外界對中共的軍力擴大,以及北京跟堪培拉關係緊張感到關切。需要改善澳大利亞和中共的軍事和外交關係。他們急於讓中方參與進來,是希望更好的了解中方的意圖。

China included in Pacific military exercises: to contain and to educate?

In a recent U.S. Department of Defense press briefing, China
will join the Rim of the Pacific '14 exercise, led by the U.S.
Is this exposure a chance for the Communist army in the
international arena?
What exactly is the purpose of having China participate
in the exercises? The following is our report.

In the U.S. Department of Defense press briefing on the 19th,

as a tangible outcome of working together between China and
the U.S., China is said to join Rim of the Pacific '14 exercise.
In the three meetings before one of the large exercises, initial,
middle and final, China participated the initial planning
conference and is ready to go.
There will be 22 nations participating,
including Russia, Japan.

Admiral Greenert said that both China and the U.S. agreed
the need of “a protocol at sea to be comfortable,”
&“territorial disputes have to be done peacefully,” &
“got to eliminate miscalculation.”

Historian Yuan-Hua Li: "The U.S. and the Western society
are hoping the military exchanges will serve to better mutual
understanding and collaboration.
The Communist regime is to show off to its people, its
identity in the world and its domestic ruling legitimacy."

China Affairs editor-in-chief Chris Wu: "The Communist
regime is expanding, particularly in naval forces.
This exercise will demonstrate the power of
the U.S. and its allies.
The U.S. is also hoping to exert some influences
to the Chinese military.
During the training, there’ll be interaction.

The way the U.S. conducts operations and strategy
will have some effect on the Chinese soldiers."

The U.S. owns 12 aircraft carriers and has 100 years of
carrier history and combat experience.

Chris Wu: "China’s participation is still limited with
just one ship, as an observer. General meeting is allowed.
The confidential ones are restricted."

The Communist regime has caused insecurity to
the Pacific Rim, including its old friend, Singapore.
U.S. shift of strategy to refocus in the Pacific,
is to rebalance the region.

Political commentator Lan Su: "Every country is worried.

The Communist regime might target anyone of them just to
shift its domestic conflict. Military exchanges are just part of it."

Last year, 22 nations joined naval exercises on Hawaiin waters
when territorial disputes in the South China Sea were going on.
Regional military powers such as Russia, India and Japan
have participated, while China was absent.

Some 42 ships, 6 submarines, 200 aircraft, & some
25,000 military personnel were on the islands during the 2012 exercises.
Rim of the Pacific (RIMPAC) exercises date back to 1971
and take place every two years.
RIMPAC 2012 has become the world’s largest display
of naval exercises,
receiving the most attention due to the U.S. claiming its
return to Asia.

The Communist regime kept a low key for that exercise and
had very little report about the event.

Lan Su: "The U.S. strategy is to contain and to collaborate.

The Republican will emphasize more on containing China
while the Democrats focus more to collaborate with the Chinese."

In 2009, both America and Australia agreed to
approach China about joint naval and land exercises.
Then Navy Admrl. Keating, commander of U.S. Pacific
Command, indicated neighboring countries
worries about China's build-up of sea and air
military power & the stalled Sino-Australian relations.
He said, “We want to understand much better than
we do now China’s intentions,”
