【新唐人2013年09月23日訊】日前,中共中央第八巡視組結束了在江西省的巡視工作,提出當地官員插手工程謀取私利等若干問題。有香港媒體認為,巡視組雷聲大雨點小,在中共內部利益和關係鏈的矇蔽下,只能發現雞毛蒜皮的小問題。而評論則指出,在沒有新聞自由的中共獨裁體制下,當權者轟轟烈烈的所謂巡視只能是做秀,勞民傷財的形式主義。
今年5月,中共中央曾派出10個「中央巡視組」,向各地方尋找「老虎」和「蒼蠅」。
9月18號,由組長王鴻舉帶領的「第八巡視組」,對江西省的巡視進行反饋,這也是中央巡視組今年第一次向派駐地方和單位反饋巡視情況。
「第八巡視組」首先肯定了江西黨政官員的工作,聲稱各項工作取得積極進展。對於發現的問題,王鴻舉提到「有的領導幹部及其親屬存在插手工程建設項目、謀取私利、節假日收送紅包禮金」,也存在「帶病提拔重用」等組織問題。
中國「權利運動」負責人胡軍認為,中央巡視組也是中共整個腐敗集團中的一份子,只是去地方收斂錢財而已,不可能達到真正反腐的目地。
中國權利運動負責人胡軍:「當人們都在網際網路上能自由表達的時候, 一切真相都能展現的時候,貪腐就沒有容身之地了,獨裁體制也會隨之土崩瓦解。所以這是最好的清理腐敗的利器。」
到目前為止,因為巡視組巡視而落馬的官員,僅有江西省交通運輸廳副廳長許潤龍一人。
香港《東方日報》報導,在目前「十官九貪」的大背景下,巡視後下臺的官員少之可憐,說明巡視工作成效不彰,工作顯然失職。
報導指出,目前中共官場普遍存在吏治、司法和地產等三大腐敗。然而中央巡視組歷經三個月的調查後,卻只能提出不痛不癢的問題,顯然是在偏袒地方官員。他們一葉障目,極大可能是被利益或者關係鏈蒙住了眼睛。
原《河北人民廣播電臺》編輯朱欣欣:「他們是一個共同利益體,都屬於權力集團,只不過是在分贓上分多分少,在不同位置上分贓的關係。這種上面檢查實際上起不到真正的監督作用。」
在中央巡視組進行反腐調查的同時,很多呼籲官員公示財產,以杜絕貪腐、實行政治和社會改革的網路名人和異議人士,卻被中共當局以「涉嫌擾亂公共場所秩序」、「造謠」和「誹謗」等罪名進行打壓。
《美國之音》直接指出,這是恐怖和荒誕相結合的黑色幽默。
大陸人士張先生:「網上那麼多實名舉報,它不停刪貼抓人。它不會真正反腐。現在是以反腐的名義,一個是作秀給老百姓看,再一個,中共反腐實質上是個權力鬥爭。」
《東方日報》報導還表示,巡視組很多成員都是退休的省部級要員,他們在任時也未必清廉,用這些「大老鼠」去捉「小老鼠」,也算是滑天下之大稽。當務之急是官員財產公示,發動民眾進行監督,才能真正將權力關進籠子。
張先生:「中共官員無官不貪,哪個都腐敗。希望中共內部自己反自己腐敗,解決不了問題的。它要想真正反腐敗,要新聞自由,允許老百姓說話揭露貪官。再一個真正把民眾的權利還給人民群眾,人民群眾眼睛是雪亮的。」
中共媒體聲稱,另外9個中央巡視組的巡視也已經進入收尾階段,將陸續公布巡視反饋情況。

Hong Kong Media: CCP Central Inspection Teams Conclude Investigations
The Eigth Inspection Team of the Chinese Communist
Party has recently concluded its work in Jiangxi Province.
It is reported that local officials are involved in corruption.
Hong Kong media have criticized that the effectiveness
of the inspection team effect is minimal due to cover ups.
The inspection is considered as merely
a formality at the cost of freedom of press.
Since May this year, the Central Committee of the Chinese
Communist regime organized ten central inspection teams.
They conducted inspections of local governments.
Wang Hongju, leader of the Eigth Inspection Team
reported results in Jiangxi Province on September 18.
This is the first report since the ten
central inspection teams were organized.
The Eigth Inspection Teams started by
recognizing the work and progress in Jiangxi.
Wang Hongju then listed cadres and families who
intervened in construction projects for personal gains.
They also listed bribery, and organizational
problems, such as promotion during absence.
Human Rights Campaign in China blog
organizer Hu Jun believes the inspection
teams are a part of the corrupt CCP.
They will only collect assets from
locals, and will not correct corruption.
Hu Jun, Human Rights Campaign in China:
“When people are able to freely express themselves
on the internet and reveal the truth about corruption,
then there will be no place for it to hide.
The authoritarian regime will fall apart, and
is the best weapon to clean up corruption.”
So far, Xu Runlong, Deputy Director of Jiangxi Province
Department Transportation, is the only official that has
been sacked because of the work of the inspection teams.
Hong Kong based Oriental Daily reported that
more than 90% of Chinese officials are corrupt.
The one sacked official indicates poor work, and
clearly dereliction of the central inspection teams.
Corruption is widely known to exist in
the government, judiciary and real estate.
Through three months of work, the
inspection team only raised minor issues.
It is obviously a cover up associated with political interests.
Zhu Xinxin, former editor, Hebei Radio:
“They all share a common interest.
Being part of the group holding power,
they exist only to split their interests.
There is no true supervision.”
While the central inspection teams are conducting
anti-corruption investigations, many activists are
arrested on charges of “suspicion of disturbing
public order”, “disinformation” and “defamation.”
In fact, they are suppressed because of
their request to reveal officials’ property.
They are to realize political and social reforms.
Voice of America (VOA) bluntly indicates that
this is an absurd and terrifying black humor.
Mr. Zhang: “There have been so many online
exposures of corruption revealing real names.
The CCP has done nothing but delete the
posts, and arrest the person who wrote it.
There will never be true anti-corruption,
and anti-corruption is only for show.
It is essentially a power struggle within the CCP.”
According to Oriental Daily, the majority of inspection team
members are retired provincial and ministerial level officials.
They were also not free of corruption during their post.
It is a joke to have these big rats catch the smaller rats.
What is urgently needed is to reveal officials’ property,
allow the public to supervise, and lock power in a box.
Mr. Zhang: "Every Communist official is corrupt.
It will not solve the problem to conduct
anti-corruption from within the regime itself.
Only press freedom will correct
corruption, and allow people to speak.
We need to return rights to the people for whom
their eyes see clearly the corruption of officials.”
According to CCP media, the other nine inspection
teams are also concluding their investigations.
The results will be announced shortly.
